2Estonia <strong>2030</strong> visionA clearly articulated vision helps to <strong>en</strong>sure the integrity and internal consist<strong>en</strong>cy of every developm<strong>en</strong>tdocum<strong>en</strong>t, including a national spatial plan. It <strong>en</strong>capsulates that which is the most importantand the achievem<strong>en</strong>t of which is sought. A vision should be, on the one hand, fairly ambitious, whilst,on the other, grounded, as it were, in reality, based on realistic assessm<strong>en</strong>ts of the <strong>en</strong>vironm<strong>en</strong>t andthe capabilities of the nation.As a nation with a decreasing, ageing population, increasingly urbanised and in need of the reinforcem<strong>en</strong>tof its international economic competitiv<strong>en</strong>ess, we can contribute, via spatial planning, primarilyto the improved functioning of the existing settlem<strong>en</strong>t system and infrastructure. A small nation cancomp<strong>en</strong>sate for the smallness of its urban communities and the spars<strong>en</strong>ess of its population byimproving internal and external links. The proximity of the living <strong>en</strong>vironm<strong>en</strong>t to nature and its diversity,characteristic of Estonia, the pl<strong>en</strong>tiful supply of spare land suitable for living and a d<strong>en</strong>s<strong>en</strong>etwork of roads need to be developed into str<strong>en</strong>gths that are consciously developed.The main developm<strong>en</strong>t objective is to <strong>en</strong>sure that any settled location in Estonia is liveable. Thisrequires a high-quality living <strong>en</strong>vironm<strong>en</strong>t, good, conv<strong>en</strong>i<strong>en</strong>t mobility facilities and the supply ofess<strong>en</strong>tial networks. Based on this, the vision for Estonia’s spatial developm<strong>en</strong>t for <strong>2030</strong> is worded asfollows:Estonia is a nation with a cohesive spatial structure, a diverse living <strong>en</strong>vironm<strong>en</strong>t and good links tothe external world. Low-d<strong>en</strong>sity urbanised space integrates compact cities, suburbs and traditionalvillages, valuing all of these lifestyles equally. The human scale and economic competitiv<strong>en</strong>ess oflow-d<strong>en</strong>sity urbanised space are provided primarily by an <strong>en</strong>vironm<strong>en</strong>t that is close to nature and anetwork of urban communities that are well linked.The vision is laid out in greater detail below. The concept of low-d<strong>en</strong>sity urbanised space is int<strong>en</strong>dedto <strong>en</strong>capsulate a model of future settlem<strong>en</strong>t comprising cities and towns and rural urban communitiesin which suburbanisation, ext<strong>en</strong>sive work-related commuting and the preval<strong>en</strong>ce of an urban lifestylealso in the countryside have, to a large ext<strong>en</strong>t, done away with the differ<strong>en</strong>ces betwe<strong>en</strong> town andcountry across social and economic dim<strong>en</strong>sions whilst preserving differ<strong>en</strong>ces in the physical <strong>en</strong>vironm<strong>en</strong>ts.Low-d<strong>en</strong>sity urbanised space combines the availability of high-quality services provided incities and towns and an urban, mobile lifestyle with the advantages of living in the countryside. Thisis supported by a networked social and spatial organisation.Spatial diversity and the specific character of regions in the nation provide people with the freedomof choosing suitable places to live and work and a compatible lifestyle. Our smallness and low-d<strong>en</strong>sitysettlem<strong>en</strong>t, thoughtful and gre<strong>en</strong> organisation of transport, and state-of-the-art innovative technologicalsolutions provide us with a solid groundwork for preserving our specific character.13
