A terminal at Ülemiste, planned for Tallinn, holds an important position, providing a great opportunityto connect international and regional air services; international and national train services; inter-urban,regional and local bus services; and intra-urban services (trams and busses). Improvement is alsorequired in planning transport solutions of various types in the area of Tallinn’s Old City Harbour. Forthis, international ship services could be connected with train services and local public transport and– via the latter – with the future terminal at Ülemiste.Construction of terminals combining various transport modes needs to be considered also in Tartu,Pärnu and Ida-Viru County (trains, long-distance busses, local public transport vehicles and connectionsto airfields). The same policies need to be adhered to also at other transport hubs.42
5Availability of energy infrastructureIn terms of Estonia’s habitability, it is important for energy infrastructure to be available for peopleand manufacturing.A sustainable and reliable energy system ensures the smooth functioning of the economy and dailylife. In this regard, both the sustainable and efficient location of energy-production units andwell-functioning gas and electricity connections nationally and to external networks are important.Energy is a very important sector in the nation’s spatial development. Energy supply is a preconditionfor economic competitiveness. Energy is needed for manufacturing, providing services, makingresidential areas work and the like. Energy keeps the transport running, used by people for gettingaround and transporting goods from one location to another.By shaping settlement and entrepreneurship and making decisions concerning transport, energyconsumption can be influenced to a large degree. Until energy conservation does not become aneffective policy objective and a binding requirement, Estonia will likely see energy consumption growmoderately over the next few decades.Documents shaping the development of Estonia’s energy sector in the coming few years – “Nationalaction plan for the energy sector to 2020”, “Development plan for Estonia’s renewable energy to2020” and “Development plan for Estonia’s electricity sector to 2020” – highlight the followingpoints:1. a structural shift in energy consumption towards the utilisation of energy sources (electricity)of a qualitatively higher level;2. openness of the energy market;3. more stringent environmental constraints concerning air pollution (SOx, NOx, CO2, PM10,PM2,5) and also the utilisation of water and land;4. decentralisation of energy production.43
