Employment, Social Affairs & InclusionCall for proposals No. <strong>VP</strong>/<strong>2<strong>012</strong></strong>/<strong>012</strong>7.2.Eligible organisations/institutionsTo be eligible, applicant organisations/institutions:– must be legal persons properly constituted and registered in one of the EU MemberStates. In application of Article 114 of the Financial Regulation, social partnerorganisations without legal personality are also eligible provided that theirrepresentatives have the capacity to undertake legal obligations on their behalf andassume financial liability;– and can be either:ooo7.3.national, regional or local authorities, orsocial partners, orpublic employment services.Eligible project proposalsTo be eligible for funding under this call, project proposals must:– be linked to the objectives of the call for proposals;– be fully carried out at national, regional or local level in one of the Member Statesof the EU;– be implemented in cooperation with other relevant actors/stakeholders (such asnational, regional or local authorities, ESF managing authorities, public, private orthird sector employment services, education and training institutions, universities,social partners, chambers of commerce, associations of employers, youth welfareand social services, youth clubs and associations, and any other relevantcommunity actors); each proposal should ensure the participation of at least fourof the following types of organisations/institutions: public authorities, employmentservices, education sector, employment sector, youth sector 20 , social partners,social and community services or NGOs ;– comply with the <strong>European</strong> Union's rules for co-financing and guarantee a cash cofinancingof at least 5% of the total eligible costs;– demonstrate that the proposed activities are not being financed twice from twodifferent sources within the EU budget (particularly in cases where applicantorganisations/institutions are already participating in other EU programmes (seesection 14, check-list, point 10).Project proposals, which do not comply with the above criteria, are not eligible and willbe rejected.8. Selection criteriaOnly organisations/institutions with the necessary financial and operational capacitymay be awarded a grant.8.1.Financial capacityApplicant organisations/institutions must demonstrate that they have the financialcapacity to carry out the action: each applicant organisation/institution must have20 Democratic, youth-led and representative organisations that are actively involved in youth employmentand social inclusion issues.August <strong>2<strong>012</strong></strong> 13
