We agree thatthe Seawalk is not a playground,but note that it still will be apublic "park" which must identifysafety needs of all its users.The following points identifyour concerns:* The fencing structure choseninvites children of the youngestwalking age to climb on the bottomrung;* Li case of an accident, thereis no accessible route for anyoneto rescue a fallen child;* The rocks below thewalkway multiply the dangers ofsomeone falling;* Especially in wet weather,and with age, the wood walkwaybecomes increasingly slippery,* If the walkway is to be considereda "park," we feel theRecreation Commission hasdemonstrated similar concern forthe Centennial Park walkway,which we commend and appreciate;* Although parents must takeresponsibility for their children atall times, we feel that:a) an "accident" means thatdue care is being taken. What wewould like to see reduced is thelikelihood of an accident takingplace.b) if the walk is a park, littleenjoyment will be affordedparents who must nervously hangon to their child to preventmishap.c) the walkway is in a publicshopping area where precautionarymeasures (such as on a wharfwhere children often wearlifejackets) would not be practical.d) visiting families to the islandwill not anticipate the danger.According to Dr. Borsman'sletter, the CRD might be assumingresponsibility for Seawalk liabilityat a future date. In case of an accident,we wonder who is responsiblein the interim? We alsonoticed that other letters in lastweek's paper expressed a similarmessage to those listed above. Unfortunately,there have been notable failures ingovernments' ability to serve us,for a multitude of reasons. Noneed to recount the many lacks;foresight, integrity, honesty, intelligence,and plain old ability. It'san endless list.I wonder, too, if the rate ofchange for the worse is simplybeyond the capability of governmentsto anticipate, respond andreact. Increasingly, governmenttends to turn responsibility forproblems back to the people,pleading something akin to insolvency.As students, we were told thatone of the important aspects of thedemocratic process was its unhurriedapproach to dealing withmajor issues. There was time, itwas said, for all points of view tobe heard and evaluated. Well, thatmay be theoretically true, but howeffective and appropriate is such aprocess, now, in times when theworld, aided and abetted by misdirected,special-interestdevelopers and multinationals, isheaded down a very slippery slopeto ecological and environmentaldestruction, with unheard ofspeed.Whether it be in the Amazonrain forests, the cities, or on smallislands such as <strong>Salt</strong> <strong>Spring</strong>, thegrey eminence of the developerand multinational is a part of theoverall scenario. Despite the adverseeffects of many so-called"developments," developers haveconsistently fine-tuned their lessthan-noblemethods, for increasingtheir monetary eain. toextremely high levels of ingenuity.The limits of legality,morality and ethics are stretched,in this arena, as perhaps nowhereelse.As for <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong>, itmay well be that we cannot ultimatelyavoid what is clearly aworldwide phenomenon. For example,our fresh water drinkingsupplies — lakes, watersheds,aquifers — are not unlimited, andare in clear danger of extensivepollution. We are, presently, evenunable to safely dispose of ourtoxic and household waste, in acceptableways.Forest clear-cutting continuesat a relentless rate. Dollar-hungrymultinationals still control muchof our island's forest and mineralresources. We still lack adequate,effective, political means, provinciallyand island-wide, to protectus from developmental and environmentaldesecration.Surely, when developers,tourist operators, speculators, andgovernments send out veiled messages,we should, as individuals,mote crceiwiVsj ^e\^J\.\iv

At Off Centre StageRecording artist David Essig to performDavid EssigIf you think Mississippi JohnHurt and Carl Jung have little incommon, then you have not yet metDavid Essig.On Wednesday, July 19, <strong>Salt</strong><strong>Spring</strong> will have the opportunity tomeet this Canadian composer,musician and record producer whenhe travels to Off Centre Stage toperform.Essig has earned an internationalreputation for his modern interpretationsof traditional music:bluegrass, country and the bluesmake up his musical roots.Today, however, Essig's workis also linked to jazz and contemporarysounds, and most recently,to the music of Asia. Essig haslearned to perform on the kayagum— the 12-string zither of ancientorigin. In 1987, he studied in Koreawith Professor Hwang Byung-Ki,the father of modern kayagum compositionand performance. Lastyear, he recorded Morning Calm, acollection of new music for guitarand kayagum. This marked his firstcompact disc release, and ninthalbum.Aside from travelling acrossCanada, Europe and Asia to perform,Essig is the founder of WoodshedRecords. As a recordproducer, he has almost 40 albumsto his credit. Essig has also been afrequent guest on Morningside,Arts National and The Entertainers,and past host and writer forthe CBC's Six Days on The Road.In 1980, Essig received a oneyeargrant from the Canada Councilto study a Jungian interpretation ofmusical improvisation. Shebecame involved in rock and roll Christian musicalswhich toured the lower mainland. Later, at theatreschool, she became more interested in issue-orientedtheatre.She performed in Red Emma, The Crucible, TheRivals and The Three Sisters while in Nelson. And ifwildlife art doesn't have somethingvaluable to say, then nothing does.I think it's a legitimate subject."Wildlife has been the impetus ofartist Michael Hames' work forseveral years. Usually the subject isbirds.A <strong>Salt</strong> <strong>Spring</strong> resident for threeyears, Hames has recently completed260 illustrations for a comprehensivebook, The Birds ofBritish Columbia, published by theRoyal British Columbia Museumin co-operation with the CanadianWildlife Service.Hames says there has not been abook published like it since the1940s: the authors examined overone million records from more than4,000 contributors. The two booksin Volume One describe the environment,the history of ornithology,and conservation of birds inthe province, and provide detailednotes for 266 species of waterbirds,hawks, grouse, hummingbirds,owls and woodpeckers.Hames will also likely illustrateVolume Two — song-birds in theprovince — which is scheduled forpublication in mid-199 2.The books mark the secondproject the 36-year-old artist hasundertaken for the Royal BritishColumbia Museum. Hames completed23 portraits for themuseum's Birds of Prey exhibit,which began in Victoria and willtour the country for the next fiveyears. The illustrations in this exhibit,approximately six feet highby three feet wide, are exclusivelyHames'.Hames, whose art has been exhibitedalongside original work byRobert Bateman, Jamie Wyeth,Basil Ede, Fenwick Lansdowneand Ralph Thompson, has alsorecently completed the illustrationsfor a bird identification book, foruse by Canadian Wildlife Servicedepartments.Hames says he knew fromchildhood he would be a painter. In1975, he graduated from the AlbertaCollege of Art and in the sameyear, was awarded a $5,000scholarship from the Elizabeth T.Greenshield Foundation inMontreal.He has shown in a number ofgalleries across Canada and theUnited States, and taught drawingfor two years at the Nelson Schoolof Art. He recently learned one ofhis paintings has been accepted intothe National Museum in Ottawa.Hames takes his artworkseriously. For him, a successfulpiece of art expresses a part of himself."If ever a painting is successful,unless one is purposely trying tomake a social comment," he says,"it should be a personal communication."Witch's broom is the subject ofHames' softly-textured oil and pencilpainting recently accepted intothe Ottawa museum. The painting,which "came out of a trip back toAlberta and Saskatchewan wherehe grew up, reflects memories fromhis childhood.In the past, Hames' art focusedon social commentary. Wildlife,which he believes offers its ownmessage, has been his theme sincethe early 1980s. While he admits acertain cynicism towards many artistswho "cash in" on producingwildlife art, he believes today's environmentalconsciousness giveshis subject legitimacy.Wildlife has been a part of himsince his childhood. your gardenIIIIIIIIIHIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIHIIIIIIIIIIIIIIIIIIIby chris schmahWe all know that gardening, like life itself, is full of cycles:spring, summer, fall, etc. But one recurring element of gardeningon the Gulf <strong>Island</strong>s, which I never quite get used to, is the periodicmaraudings of the deer.Speaking from experience, these cycles come around everytwo or three years, and as I've just had my tomatoes and peppersripped off, I'm thumping my keyboard to vent my frustration. I'vewritten about deer before, but much of what was said bears repeating,and some people have recently been asking for a refresher.Before we get into protective approaches, we should know alittle about our attackers. The deer on the Gulf <strong>Island</strong>s spend theirlives browsing and feeding in a home territory that is roughly amile in diameter, spending time at various locations during differenttimes of the year, depending on their need for water or feed,etc.Appetites vary by regionThey also have unique appetites in different parts of the islands,and during each of the seasons. What might be considereddeer-proof in one area will be nibbled or even devoured inanother.The defenses against deer can be approached from the protectionside or the selection side. You can employ chemical ormechanical means of protection. For non-fence solutions you cantry hanging human hair around your valued plants, or string upIrish <strong>Spring</strong> or equivalent smelly soaps to offend their noses, orhang small quantities of bloodmeal in a cloth bag, stocking orwhat have you, to spread the odour around the yard.We have often just sprinkled the bloodmeal directly onto theplants' foliage to give immediate protection. A dog can offersome protection against the deer if it is always present on site andwilling to give chase or vocal intimidation. The dog's habit ofurinating on shrubs, trees, etc., has a deterring effect, and manyhumans claim to have similar powers, but discretion is advised.Deer-proof plants such as garlic, marigolds and rosemary havebeen tried as companion plants to mask or hide the more delectabletreats in the garden.Putrefied egg smell has given some control over deer browsing,and the most effective application mode appears to be tothoroughly blend one whole egg with a litre of water, then let itwork for a few days before spraying it onto the foliage to beprotected. The odour is bad enough to deter people too — for awhile anyway.Two chemicals in arsenalThe chemical arsenal of repellents is limited to thiram and'ropel. The former is a foul-tasting substance, actually a fungicide,which protects all of the foliage it is applied to, but the only drawbackis that new, emerging shoots and leaves are not shielded, andmay be eaten if not sprayed again.Ropel is an equally foul-tasting spray which can actuallyprotect the entire growing plant, as it is a systemic, working fromwithin to make the whole plant unpalatable. It takes time to buildup in the plant and often takes two applications but it does workfor an entire season once it gets going.For mechanical protection, walls or fences offer deer control,but remember that they can squeeze themselves under a six-inchbottom strand, and can jump over a seven-foot fence. Somepeople say eight feet has been cleared, but we can't engineereverything for a steroid-fed deer on a good downhill slope with atailwind, so seven feet will have to do."Average" is the operative word here. They don't lean on fences,but have to be able to clearly see it and get a "fix" on it beforethey attempt to jump it. They have a harder time seeing white, anddon't like strings, ribbon, or 12 to 15-inch strips of cloth thatmove in the wind.Use barbed wire along bottomFor a wire fence, a strand of barbed wire on the bottom willdeter crawling under, and for the middle part you can use rollfencing, smooth wire, or barbed wire, but don't use barbed wireabove the five-foot level, as there is no value in harming theanimal once it has decided to jump, and can't change its mind.Using a white board above the four-foot level blocks their line ofsight, and confuses them. A solid or grapestake fence obstructstheir view, and if they can't see where they are going to jump,they won't attempt the leap. A solid screen only needs to be fivefeet or so high.Fishnet can be used to good advantage, but the bottom needs tobe made secure by pinning or wiring down, and it needs to be keptclear of weeds, so that it can be lifted for clean-up or replacement.As it can span 50 to 75 feet without posts it is good for traversingrough, rocky ground.The final fence type to consider is the electrical stock fence.Somewhat cheaper and easier to install than standard fencing,easy to relocate or move, and fairly invisible, this protection systemrequires proper grounding and installation to be fully effective.Talk focuseson seniorsin non-urbancommunitiesSeniors who live in non-urbancommunities were the subject of adiscussion last week by SimonFraser University professor Dr.Gerald Hodge, who spoke to aSeniors for Seniors meeting in Ganges.Aside from Native Indians,Hodge told the group of about 30seniors, the poorest of poor inCanada are elderly, single womenliving in rural communities. Followingthis group is elderly coupleswho live outside of urban centres.Twenty-five to 30 per cent ofseniors in rural areas live on incomesbelow the poverty line. In 25 percent of seniors' households no onedrives and many small communitiesoffer no more than minimalhome support services for theelderly."This is why the study of therural elderly both interests and exasperatesme," Hodge said. As aprofessor of gerontology, Hodgehas studied several issues relevantto aging in rural environments. Hehas studied housing needs for ruralseniors, authored two books, anduntil recently broadcast a biweeklycommentary on aging on CBCRadio in Vancouver.Hodge told the group theybelong to some 80,000 BritishColumbian seniors who havechosen to live outside of urbancentres. Problems which arise forthe elderly in cities are intensifiedin non-urban areas, he said."Seniors don't want to be forcedout (of their communities) by lackof basic support services."He said seniors have to be recognizedas a group with special needs,but stressed that not all seniorswould need assistance. Only betweenfive and six per cent ofseniors require institutionalization—95 per cent of the elderly live anddie in their own homes, he said. Asmall number will need help withhousing.Hodge stressed that the need forassistance increases with age, particularlyfor those over 75 years old.He estimates approximately 40 percent of seniors do not have regularaccess to a vehicle. For those under75 years, this figure drops to 20 percent, while for those over 75, itjumps to more than 50 per cent.Twenty per cent of seniors requireat least one form of homesupport services."What we try to tell decisionmakers," Hodge said, "is to think ofrural seniors as the same as urbanseniors in terms of personal needs,but who live in surroundings whereoptions are limited."Hodge said his studies show thatseniors in rural areas "put up withless for good reasons." A total 72per cent of non-urban seniors surveyedsaid they liked the friendlyatmosphere in small towns. Thesecond most frequent reason givenfavouring rural areas was the quiet,followed by the informal supportnetwork.
