Marketing featureMeeting hears strategy for 1* heritage buildingsRenovation process definedfor ‘crème de la crème’By Laureen SweeneyOwners of <strong>Westmount</strong>’s top-rated heritagebuildings may be proud that theirhouses are the “crème de la crème,” butwith that goes the responsibility to renovatein such a way as to preserve the character-definingelements that give thesehouses their heritage value.That was the message relayed to theowners and local architects who attended apublic meeting June 20 at city hall on aproposed “conservation strategy” to bewritten in to the city’s planning and architectureBy-law 1305 known as the PIIA.The strategy was presented by UrbanPlanning director Joanne Poirier as a toolfor the Category 1* owners planningchanges to these exceptional properties,which she called the “crème de la crème.”It outlines a seven-step process that includeshiring a conservation specialist toconduct meticulous historical and architecturalresearch on the property and itsevolution.“Each of you owns a monument,” explainedconservation architect Julia Gersovitz.And collectively, these homes form anintegral component of the area designatedin January by Parks Canada as the <strong>Westmount</strong>National Historic Site (see January24, p. 2).Gersovitz, a former chair of the city’sPlanning Advisory Committee (PAC),worked as a consultant on developing thenew conservation strategy, along with thelate Herb Stovel, acknowledged as a leaderin the heritage field.Concerned over costsQuestioners expressed concerns overthe cost of hiring conservation specialistsand the extent of the background workthat appeared to be involved.“I thought it was great to own a 1*home,” one owner told the <strong>Independent</strong>.“Now I’m not so sure.”Each of the 1* properties is listed in anannex along with a brief description andidentification of its heritage characterdefiningelements. These include façades,chimneys, windows, dormers, roof style,gardens – all elements which, if destroyed,would destroy the heritage value, Gersovitzexplained.Architect Bruce Anderson, among thequestioners, proposed the city set up a separatecommittee of conservation specialistsfrom the PAC to evaluate anapplication for work on a 1* home. “Ithink it should be evaluated at a differentlevel,” he said.Poirier said it was something that couldbe “easily arranged,” but Andersonthought it should be a more formallystructured committee.List incompleteAnderson recalled how in the 1990s heand two other members of the PAC at thetime (Derek Drummond and Mark London)had drawn up the small list of 1*homes. “The list is by no means complete,”he told the meeting. One break-in, twoattempts in one eveningBy Isaac OlsonJune 25 proved to be a busy night forboth thieves and law enforcement officialsalike as, by the next morning, Station 12police had responded to two different attemptedbreak-ins and one theft.Shorncliffe burglars’ blunderAt around 11:40 pm, two burglars cut aShorncliffe house’s telephone wire, likelythinking it would disable the house alarm,said Station 12’s constable Adalbert Pimentel.“Squirrels don’t normally chew throughtelephone wires,” he said. “So, when thesecurity system stopped communicatingwith the security agency, the company sentout an agent to investigate.”The security agent, upon seeing the cutwires and a broken patio door, notified police,but the suspects had already fled withan undisclosed amount of jewellery. Uponinvestigation, it was discovered that aneighbour’s surveillance camera hadcaught the two suspects getting in and outof a vehicle, Pimentel explained. For now,he added, there are no descriptions of thesuspects that can be released to the public.Two break-in attempts on VictoriaIn a case unrelated to Shorncliffe, Pimentelsaid somebody tried to break intotwo different homes on Victoria near CôteSt. Antoine. It was likely the same thief inboth homes, he said, but, so far, it lookslike nothing was stolen. Both attemptshappened sometime after 9 pm and earlythe next morning.Police were called to one house to investigatesigns of a break-in. The suspecthad used a patio chair to reach the firstfloorwindows and attempt to pry a coupleof them open with a screwdriver-like tool.Unsuccessful, the thief gave up.In the second house not so far away, athief pried open a basement window alsowith a screwdriver-like tool and tried tokick loose a set of security bars. Unable todislodge the bars, the suspect forced openthe patio doors, but fled when the housealarm went off. The new two-hour zone is on theeast side of Olivier between de Maisonneuveand Sherbrooke.As well, toleration in the immediatearea of the work – between Elm and Clarkeand one block north of Sherbrooke – willbe given for time limitations on parking.“We’ll still be cleaning the streets becausePublic works projectscontinued from p. 1dead end, Zalzal said.The water main replacement on Sherbrookegot off to a soggy and somewhatquirky start after the valves were turned offto empty the main, she explained. Butmysteriously, the water kept flowing June20 and 21.After trying to control the water bydamming it up and diverting it into catchbasins,it was finally discovered that thevalve turned off at Greene was not the onethat controlled the Sherbrooke flow, Zalzalsaid. The correct valve, it seems, had beenaccidentally paved over by the contractorduring the recent reconstruction ofGreene Ave.“No one could figure out why the watercontinued to spew into the excavation androad,” she said. Alist of sales can be found on p. 17.)It is beginning to look like <strong>Westmount</strong>is preparing for a repeat of the condomania that described the real estate markethere in 1989, though in fact it is notquite as strong as it was then.At that time, new condominium buildingswere popping up in <strong>Westmount</strong> withabandon, including 1 Wood, 200 Lansdowne,4700 St. Catherine, 4175 St.Catherine, 285 Clarke, 295 Victoria andconversions of buildings such as those onboth sides of de Maisonneuve Blvd. betweenGreene and Olivier avenues.In May this year, we saw more sales inthe new condo building at 11 Hillside andthe start of the sell-off at 4500 Côte desNeiges, the former Texaco gas station,which includes a toehold in <strong>Westmount</strong>.Later this year, we can expect to seesales at the converted Readers’ Digestheadquarters at 215 Redfern and the newbuilding at 1250 Greene, not to mentionBought & Sold continuedthe former Dawson College building at350 Selby.The six condominiums at 4500 Côtedes Neiges sold in May ranged in pricefrom $200,000 to $300,000, while foursales at 11 Hillside basically spanned thegap from $300,000 to $400,000 and evenslightly above that.Beyond those, eight other condominiumsales took place in May withprices ranging from $305,000 to$1,120,000. The only sale over $1 millioninvolved an elaborate upper-floor condo inthe former Royal Canadian Air Force Associationbuilding at the corner of Sherbrookeand Metcalfe.The lowest price (besides the 4500 Côtedes Neiges condos) was a second-floorwalkup at 4823 St. Catherine.And if the 18 condominium sales werenot enough, there were that many singlefamilysales including 205 Edgehill, whichbrought $6,410,000, the third-highestprice ever paid for a residence in <strong>Westmount</strong>but less than the $7 million paidfor 3617 The Boulevard in March this year.The Edgehill sale was one of three over $2million; three other houses sold for lessthan $1 million, the lowest price at$770,000, for 1118 Greene. Only two of thesales went for less than municipal taxvalue, the biggest markdown at 4361 Montrose,while 205 Edgehill represented thehighest mark-up of the month, at 70 percentover the valuation.The elegant stonefront three-storey duplexat 4132 Dorchester sold for $825,000,while two nearby triplexes changed hands:1100-02 Greene near Stayner for the same$825,000, and 4274-78 de Maisonneuvebetween Olivier and Clarke, for a healthy$1,300,000, the highest price ever paid fora full triplex in <strong>Westmount</strong> and only thefifth to clear $1 million.On the other hand, a 57.3-percent shareof a triplex at 470-72 Argyle sold for$800,000 in May; the other 42.7 percentsold last September for $725,000, bringingthe total to $1,525,000.The only commercial property tochange hands in May was a building at4255-57 St. Catherine on the north side ofthe street just west of Olivier. The ChristianLiterature Crusade, which has ownedthe building since 1989, sold the buildingto a numbered company but is leasing itback for $8,000 per month.The 18 one- and two-family dwellingssold in May brings to 62 the number registeredso far in 2012, up from 57 in thefirst five months last year and only oneless than the average for the past dozenyears, despite the high prices.Andy Dodge is a residential real estateappraiser.
