This initial plan was refined andimproved during the development of theGarden Suburb. Overall the final layoutwas more cohesive and less dense, as wellas softer and more informal, helped byreducing the number of right-angles andsquares. The size of the Recreation Groundhad almost doubled and there were agreater number of enclosed open spaces.The improved layout of the northern half ofthe Garden Suburb, in particular, followedthe contour lines more closely and becamebetter linked with the axial framework ofthe southern half.5.32 Dr. Christopher Addison cut the first sodat Sea Mills on 4 th June 1919, inauguratingBristol’s whole post-WW1 Housing and TownPlanning Scheme. A commemorative oaktree planted at the event still flourishes inSea Mills Square.Figure 9: Addison’s Oak, Sea Mills Square©John Roberts5.33 Bristol was at the forefront of the nationalhousing scheme, Sea Mills Garden Suburbbeing one of the earliest of the post-wargarden suburb layouts. A total of 1279houses were built, the first ready by 1920and the development completed in 1931.1030 of the houses were Corporation-builtand let, 156 (including 12 shops) wereleased, and 93 were erected under privateenterprise and leased.14. 1.
CLIFTON & HOTWELLSCharacter Appraisal5.34 In 1937, John Betjeman wrote of the newSea Mills Estate as having “a surprisingbeauty showing off in the evening sunlight;and vistas of trees and fields and pleasantcottages that that magic estate hasmanaged to create”.Figure 10: Woodleaze c. 1923 © BROChanges since 19315.35 Since completion of the Garden Suburb in1931, a number of the planned enclosedopen spaces, allotment areas, and an areadesignated for play space have been lostto infill development. These losses havehad a negative impact on the overall designof the Garden Suburb. In addition, manyinfill developments have failed to reflectits <strong>character</strong> and appearance (See NegativeFeatures).5.36 An exception is the area originallydesignated as “Reserved by Mr. Miles forSmall Holdings”, developed in the early tomid-1930s. This development has generallymade a positive contribution to the<strong>character</strong> and appearance as the housesare superficially similar in design, plot size,and layout to those of the Garden Suburb.The area originally “reserved for industrialdevelopment” was never developed forthis purpose, instead being used as sportsgrounds with related buildings.Figure 11: Sea Mills Garden Suburb, July 1935 © English Heritage NMR Aerofilms Collection1. 15.
