SEA MILLS CONSERVATION AREACharacter Appraisal1. Introduction1.1 A conservation area is ‘an area of specialarchitectural or historic interest, thecharacter or appearance of which it isdesirable to preserve or enhance’ (Planning(Listed Buildings & Conservation Areas) Act,1990).1.2 Since the designation of the first conservationareas in 1970, Bristol City Council hasundertaken a comprehensive programmeof conservation area designation, extensionand policy development. There are now33 conservation areas in Bristol, coveringapproximately 30% of the city.1.3 The statutory framework places Bristol CityCouncil under a duty of care to recognisethe significance of its built environmentand positively manage change within it.The City Council is now underway with acomprehensive programme of producing aCharacter Appraisal for each conservationarea.1.4 The Conservation Area Character Appraisalsfollow recent national guidance set out inEnglish Heritage’s Guidance on ConservationArea Appraisals (2006), which requiredetailed appraisals of each conservationarea in the form of formally approved andpublished documents.1.5 A character appraisal accounts for the needto make informed decisions about the specialinterest of conservation areas and provides apoint of reference for the planning authority,developers and communities in managingchange appropriately. The consultationand adoption process values the specialistknowledge of local groups and is intended toensure that features that communities valueabout a place, or feel are under threat, areproperly considered.1.6 Once adopted a character appraisal providesa tool for development management officers,developers, residents and others to recognisethe special interest of the area in order thatit can be preserved or enhanced.2. Planning Policy Context2.1 Planning Policy Statement 5 (March 2010)sets out the Government’s national policiesrelating to the historic environment. Thisdocument underpins the local planningpolicy framework and is the foundation uponwhich the local authority will assess schemesaffecting the historic environment.2.2 In exercising its planning functions in aconservation area, the local planningauthority is under a duty to pay “specialattention to the desirability of preservingor enhancing the character or appearance”of the area (s.72 Planning (Listed Buildingsand Conservation Areas) Act 1990). Bristol’sconservation areas are the subject of policiesin the Bristol Local Plan (1997). Onceadopted, policies in the emerging CoreStrategy, and any future Development PlanDocuments, will replace those in the LocalPlan.2.3 The Core Strategy is a key document in theemerging Bristol Development Framework.Once adopted the Core Strategy will becomethe key overarching policy document withinthe Bristol Development Framework. It willinclude a Core Policy on Conservation and theHistoric Environment.2.4 Within the character appraisals, references tothe Bristol Local Plan are highlighted withinblue boxes in order to relate specific sectionsof the appraisal with relevant policies andguidance.2.5 Sea Mills was designated as a ConservationArea on 18 February 1981 and extendedon 17 March 2008. Each adopted characterappraisal will replace the relevantConservation Area Enhancement Statementfor that area.2.6 The Sea Mills Conservation Area CharacterAppraisal was adopted by David Bishop,Strategic Director (City Development) on 14July 2010.1.
