Without adequate<str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g>, elevated <str<strong>on</strong>g>exposure</str<strong>on</strong>g>s <str<strong>on</strong>g>of</str<strong>on</strong>g> workers and local communities to <str<strong>on</strong>g>PAH</str<strong>on</strong>g>s can occur.The ma<str<strong>on</strong>g>in</str<strong>on</strong>g> health c<strong>on</strong>cerns due primarily to l<strong>on</strong>g-term <str<strong>on</strong>g>exposure</str<strong>on</strong>g> are lung and sk<str<strong>on</strong>g>in</str<strong>on</strong>g> cancer, sk<str<strong>on</strong>g>in</str<strong>on</strong>g>problems, and chr<strong>on</strong>ic lung diseases such as asthma and br<strong>on</strong>chitis. Benzo[a]pyrene(B[a]P), a five r<str<strong>on</strong>g>in</str<strong>on</strong>g>ged <str<strong>on</strong>g>PAH</str<strong>on</strong>g>, is classified as a category 1 carc<str<strong>on</strong>g>in</str<strong>on</strong>g>ogen by <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>alAgency for Cancer Research (IARC), mean<str<strong>on</strong>g>in</str<strong>on</strong>g>g that it is a recognised human carc<str<strong>on</strong>g>in</str<strong>on</strong>g>ogen.O<str<strong>on</strong>g>the</str<strong>on</strong>g>r members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>PAH</str<strong>on</strong>g> family are c<strong>on</strong>sidered to be probable (Group 2a) or possible(Group 2b) human carc<str<strong>on</strong>g>in</str<strong>on</strong>g>ogens. Because <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> recognised health risks for <strong>coke</strong> <strong>oven</strong>workers, Tata Steel Europe (TSE) has dem<strong>on</strong>strated a str<strong>on</strong>g commitment to <str<strong>on</strong>g>the</str<strong>on</strong>g>identificati<strong>on</strong> and implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> effective <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g> measures to ensure <str<strong>on</strong>g>the</str<strong>on</strong>g> progressivereducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> worker <str<strong>on</strong>g>exposure</str<strong>on</strong>g>s to <str<strong>on</strong>g>PAH</str<strong>on</strong>g>s.The strategy for <str<strong>on</strong>g>the</str<strong>on</strong>g> protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> workers follows a set hierarchy <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g>s prescribed bycerta<str<strong>on</strong>g>in</str<strong>on</strong>g> local and <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al legislati<strong>on</strong>s as identified <str<strong>on</strong>g>in</str<strong>on</strong>g> figure 1. Due to <str<strong>on</strong>g>the</str<strong>on</strong>g> carc<str<strong>on</strong>g>in</str<strong>on</strong>g>ogenicnature <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>PAH</str<strong>on</strong>g>s, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a legal and moral resp<strong>on</strong>sibility to ensure that <str<strong>on</strong>g>exposure</str<strong>on</strong>g>s are kept aslow as possible, c<strong>on</strong>sider<str<strong>on</strong>g>in</str<strong>on</strong>g>g all tiers <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> hierarchy. The most recent violati<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> 2010 were cited aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st T<strong>on</strong>awanda <strong>coke</strong> <strong>oven</strong>s,N.Y., USA with <str<strong>on</strong>g>the</str<strong>on</strong>g> company be<str<strong>on</strong>g>in</str<strong>on</strong>g>g f<str<strong>on</strong>g>in</str<strong>on</strong>g>ed $48,500 for 14 alleged serious violati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g>workplace health and safety standards. The citati<strong>on</strong>s address deficiencies <str<strong>on</strong>g>in</str<strong>on</strong>g>volv<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>the</str<strong>on</strong>g>plant's respiratory protecti<strong>on</strong> programme, <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> pers<strong>on</strong>al protective equipment, <str<strong>on</strong>g>in</str<strong>on</strong>g>dustrialhygiene and <strong>coke</strong> <strong>oven</strong> operati<strong>on</strong>s. The Sundstrom powered respirator has been successfully implemented at allTSE <strong>coke</strong> <strong>oven</strong> plants follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>sultati<strong>on</strong>s with both <strong>coke</strong> <strong>oven</strong> management andoperators. Provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> both high efficiency particulate and charcoal filtrati<strong>on</strong> dem<strong>on</strong>stratedcommitment to pro-activity with respect to protect<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>coke</strong> <strong>oven</strong> workers from <str<strong>on</strong>g>PAH</str<strong>on</strong>g>s present<str<strong>on</strong>g>in</str<strong>on</strong>g> both vapour and particulate form. This also affected pers<strong>on</strong>al behaviour, as <str<strong>on</strong>g>the</str<strong>on</strong>g> operatorscould no l<strong>on</strong>ger detect <strong>coke</strong> <strong>oven</strong> emissi<strong>on</strong> odours when <str<strong>on</strong>g>the</str<strong>on</strong>g> powered respirators were usedcorrectly. Acceptance has been generally excellent with any operator issues be<str<strong>on</strong>g>in</str<strong>on</strong>g>gresp<strong>on</strong>ded to efficiently and opportunities for development fed back to <str<strong>on</strong>g>the</str<strong>on</strong>g> manufacturers.The powered respirator manufacturer has agreed to work closely with TSE to ensurec<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>u<str<strong>on</strong>g>in</str<strong>on</strong>g>g product development and improve suitability and usability for <strong>coke</strong> <strong>oven</strong>requirements and to develop and improve a ma<str<strong>on</strong>g>in</str<strong>on</strong>g>tenance regime for <str<strong>on</strong>g>the</str<strong>on</strong>g> units. Sundstromare heavily <str<strong>on</strong>g>in</str<strong>on</strong>g>volved with <strong>on</strong>-go<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong>, <str<strong>on</strong>g>in</str<strong>on</strong>g>structi<strong>on</strong> and tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>the</str<strong>on</strong>g> use andcare <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir products.It is now TSE policy for <str<strong>on</strong>g>the</str<strong>on</strong>g> Sundstrom powered respirator to be used <str<strong>on</strong>g>in</str<strong>on</strong>g> all circumstances <strong>on</strong>TSE <strong>coke</strong> <strong>oven</strong> batteries unless identified by a suitable risk assessment that this is notpracticable or <str<strong>on</strong>g>in</str<strong>on</strong>g>duces a fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r safety risk. All situati<strong>on</strong>s must be agreed with plantmanagement. Advice has been provided <strong>on</strong> suitable face seal dependent masks for use <str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g>se situati<strong>on</strong>s, al<strong>on</strong>g with <str<strong>on</strong>g>in</str<strong>on</strong>g>structi<strong>on</strong>s and requirements for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir use.Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r work is also progress<str<strong>on</strong>g>in</str<strong>on</strong>g>g to ascerta<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>-use protecti<strong>on</strong> provided by <str<strong>on</strong>g>the</str<strong>on</strong>g> chosenpowered respirator more accurately and how this protecti<strong>on</strong> factor is affected by behaviour.Protective over garments are now distributed from a central communal resource with eachgarment be<str<strong>on</strong>g>in</str<strong>on</strong>g>g returned at <str<strong>on</strong>g>the</str<strong>on</strong>g> end <str<strong>on</strong>g>of</str<strong>on</strong>g> every shift for launder<str<strong>on</strong>g>in</str<strong>on</strong>g>g. M<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g identified apotential for breakthrough relat<str<strong>on</strong>g>in</str<strong>on</strong>g>g to B[a]P, a category 1 carc<str<strong>on</strong>g>in</str<strong>on</strong>g>ogen, to occur follow<str<strong>on</strong>g>in</str<strong>on</strong>g>gapproximately 20 hours <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>uous usage <strong>on</strong> a battery top. Therefore, to ensure adequate<str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g>, it was determ<str<strong>on</strong>g>in</str<strong>on</strong>g>ed that a daily change was advantageous. The reducti<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> build up<str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>tam<str<strong>on</strong>g>in</str<strong>on</strong>g>ants <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> garments us<str<strong>on</strong>g>in</str<strong>on</strong>g>g this <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g> may affect <str<strong>on</strong>g>the</str<strong>on</strong>g> flame retardant properties,ei<str<strong>on</strong>g>the</str<strong>on</strong>g>r negatively due to <str<strong>on</strong>g>in</str<strong>on</strong>g>creased launder<str<strong>on</strong>g>in</str<strong>on</strong>g>g frequencies, or positively, due to decreasedbuild up <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>tam<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong> by flammable substances. Investigati<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g>to launder<str<strong>on</strong>g>in</str<strong>on</strong>g>g methods identified that garments required dry clean<str<strong>on</strong>g>in</str<strong>on</strong>g>gbecause wet wash<str<strong>on</strong>g>in</str<strong>on</strong>g>g was not effective at remov<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>PAH</str<strong>on</strong>g>s from <str<strong>on</strong>g>the</str<strong>on</strong>g> cloth and resulted <str<strong>on</strong>g>in</str<strong>on</strong>g>cross-c<strong>on</strong>tam<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> clean garments. Therefore, dry clean<str<strong>on</strong>g>in</str<strong>on</strong>g>g is now <str<strong>on</strong>g>the</str<strong>on</strong>g> normal policy atall TSE’s UK <strong>coke</strong> <strong>oven</strong> plants.A wide variety <str<strong>on</strong>g>of</str<strong>on</strong>g> gloves were <str<strong>on</strong>g>in</str<strong>on</strong>g> use across TSE’s UK <strong>coke</strong> <strong>oven</strong> plants. There is also evidence <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>creased risk <str<strong>on</strong>g>of</str<strong>on</strong>g>c<strong>on</strong>tract<str<strong>on</strong>g>in</str<strong>on</strong>g>g lung cancer if people smoke and are occupati<strong>on</strong>ally exposed to carc<str<strong>on</strong>g>in</str<strong>on</strong>g>ogens suchas B[a]P.Both UK and EU legislati<strong>on</strong> state that smok<str<strong>on</strong>g>in</str<strong>on</strong>g>g, eat<str<strong>on</strong>g>in</str<strong>on</strong>g>g and dr<str<strong>on</strong>g>in</str<strong>on</strong>g>k<str<strong>on</strong>g>in</str<strong>on</strong>g>g should not occur where<str<strong>on</strong>g>the</str<strong>on</strong>g>re is a potential for a carc<str<strong>on</strong>g>in</str<strong>on</strong>g>ogen to be present. All TSE <strong>coke</strong> <strong>oven</strong> pers<strong>on</strong>nel, safety teams and management are aware <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> govern<str<strong>on</strong>g>in</str<strong>on</strong>g>gprecedence and re<str<strong>on</strong>g>in</str<strong>on</strong>g>forcement <str<strong>on</strong>g>of</str<strong>on</strong>g> no smok<str<strong>on</strong>g>in</str<strong>on</strong>g>g and no eat<str<strong>on</strong>g>in</str<strong>on</strong>g>g policies <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> batteries, whichhave been streng<str<strong>on</strong>g>the</str<strong>on</strong>g>ned us<str<strong>on</strong>g>in</str<strong>on</strong>g>g discipl<str<strong>on</strong>g>in</str<strong>on</strong>g>ary procedures where required. Designated areashave been identified through m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>centrati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> B[a]P <str<strong>on</strong>g>in</str<strong>on</strong>g> air for <str<strong>on</strong>g>the</str<strong>on</strong>g> erecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>smok<str<strong>on</strong>g>in</str<strong>on</strong>g>g shelters. As a m<str<strong>on</strong>g>in</str<strong>on</strong>g>imum it has been determ<str<strong>on</strong>g>in</str<strong>on</strong>g>ed that job rotati<strong>on</strong> should occur <strong>on</strong> a shiftbasis, with no operator be<str<strong>on</strong>g>in</str<strong>on</strong>g>g situated <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> battery top for more than <strong>on</strong>e shift wherepossible. This strategy will be developed gradually due to <str<strong>on</strong>g>the</str<strong>on</strong>g> tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g demands required forimplementati<strong>on</strong> and to allow <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> specialist jobs where possible.Graph 1. The <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> and tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g should berefreshed at regular <str<strong>on</strong>g>in</str<strong>on</strong>g>tervals.The majority <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>coke</strong> <strong>oven</strong> operators and management across TSE <strong>coke</strong> <strong>oven</strong> plants havereceived <str<strong>on</strong>g>in</str<strong>on</strong>g>itial awareness sessi<strong>on</strong>s to accommodate <str<strong>on</strong>g>the</str<strong>on</strong>g> above requirements. The provisi<strong>on</strong>and delivery <str<strong>on</strong>g>of</str<strong>on</strong>g> this has been <str<strong>on</strong>g>the</str<strong>on</strong>g> s<str<strong>on</strong>g>in</str<strong>on</strong>g>gle, most effective method <str<strong>on</strong>g>of</str<strong>on</strong>g> reduc<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>exposure</str<strong>on</strong>g>s,especially when used with strategies such as ‘bro<str<strong>on</strong>g>the</str<strong>on</strong>g>r’s keeper’, etc. Peer pressure andreview have been <str<strong>on</strong>g>in</str<strong>on</strong>g>strumental <str<strong>on</strong>g>in</str<strong>on</strong>g> ensur<str<strong>on</strong>g>in</str<strong>on</strong>g>g that all pers<strong>on</strong>nel, both workforce andmanagement, understand, engage and will<str<strong>on</strong>g>in</str<strong>on</strong>g>gly partake <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>exposure</str<strong>on</strong>g> <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g> policy.A package is currently under development to provide <str<strong>on</strong>g>in</str<strong>on</strong>g>teractive annual refresher tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>gand c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>u<str<strong>on</strong>g>in</str<strong>on</strong>g>g awareness through posters and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r visible literature. These areas shouldallow <str<strong>on</strong>g>the</str<strong>on</strong>g> relaxati<strong>on</strong> from use <str<strong>on</strong>g>of</str<strong>on</strong>g> RPE/PPE and provide safe areas for operators to dr<str<strong>on</strong>g>in</str<strong>on</strong>g>k.Areas designated as safe refuges <str<strong>on</strong>g>in</str<strong>on</strong>g>clude welfare facilities, mess rooms, <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g> rooms andwhere available mach<str<strong>on</strong>g>in</str<strong>on</strong>g>e <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g> cab<str<strong>on</strong>g>in</str<strong>on</strong>g>s.In accordance with <str<strong>on</strong>g>the</str<strong>on</strong>g> TSE CoP, c<strong>on</strong>centrati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> B[a]P <str<strong>on</strong>g>in</str<strong>on</strong>g> air <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se areas should be aslow as possible, not exceed<str<strong>on</strong>g>in</str<strong>on</strong>g>g 0.15 µg/m 3 . It equated to <str<strong>on</strong>g>the</str<strong>on</strong>g> current workplace <str<strong>on</strong>g>exposure</str<strong>on</strong>g> limits as advised <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Ne<str<strong>on</strong>g>the</str<strong>on</strong>g>rlands and <str<strong>on</strong>g>the</str<strong>on</strong>g>lowest workplace <str<strong>on</strong>g>exposure</str<strong>on</strong>g> limits set <str<strong>on</strong>g>in</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r countries (namely France).2. It had been dem<strong>on</strong>strated as be<str<strong>on</strong>g>in</str<strong>on</strong>g>g achievable.

Should be multi-functi<strong>on</strong>al to draw <str<strong>on</strong>g>in</str<strong>on</strong>g> air from external source and/or recirculate <strong>on</strong>variable speed as required. Spare parts and c<strong>on</strong>sumables must be available at short notice <str<strong>on</strong>g>in</str<strong>on</strong>g> case <str<strong>on</strong>g>of</str<strong>on</strong>g>emergencies. Should be situated <str<strong>on</strong>g>in</str<strong>on</strong>g>side <str<strong>on</strong>g>the</str<strong>on</strong>g> cab<str<strong>on</strong>g>in</str<strong>on</strong>g> and be compatible with <str<strong>on</strong>g>the</str<strong>on</strong>g> current electricitysupply. Must be provided with an adequate and effective ma<str<strong>on</strong>g>in</str<strong>on</strong>g>tenance regime <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g filtermedia performance determ<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong>. To ensure that standards are ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed, clean<str<strong>on</strong>g>in</str<strong>on</strong>g>g regimes arecurrently under review and a strategy has been implemented whereby respiratory protectiveequipment and pers<strong>on</strong>al protective equipment is removed as far as possible prior to enter<str<strong>on</strong>g>in</str<strong>on</strong>g>g

If a result is greater than <str<strong>on</strong>g>the</str<strong>on</strong>g> BMGV it does notnecessarily mean that ill health will occur, but it does <str<strong>on</strong>g>in</str<strong>on</strong>g>dicate that <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>exposure</str<strong>on</strong>g> maynot be adequate or that an <str<strong>on</strong>g>in</str<strong>on</strong>g>dividual’s work<str<strong>on</strong>g>in</str<strong>on</strong>g>g methods or use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g>s may be below <str<strong>on</strong>g>the</str<strong>on</strong>g>required standard. Under <str<strong>on</strong>g>the</str<strong>on</strong>g>se circumstances employers will need to look at current workpractices to see how <str<strong>on</strong>g>the</str<strong>on</strong>g>y can be improved to reduce <str<strong>on</strong>g>exposure</str<strong>on</strong>g> [9].A fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>in</str<strong>on</strong>g>-house guidance value has been established by TSE at 2 µmol 1- hydroxypyrene/mol creat<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>e. This value is representative <str<strong>on</strong>g>of</str<strong>on</strong>g> very low levels <str<strong>on</strong>g>of</str<strong>on</strong>g> occupati<strong>on</strong>al <str<strong>on</strong>g>exposure</str<strong>on</strong>g>c<strong>on</strong>sider<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>the</str<strong>on</strong>g> background populati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g heavy smokers, and should be achievable ifall <str<strong>on</strong>g>c<strong>on</strong>trol</str<strong>on</strong>g> measures are adequate and used correctly.Operators employed at <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>coke</strong> <strong>oven</strong>s will be required to undergo biological m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g aspart <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir rout<str<strong>on</strong>g>in</str<strong>on</strong>g>e health surveillance.
