Cessnock Skate and BMX Facilities Needs Assessment 2020
1.0 Introduction
Plan C were contracted by Cessnock City Council to undertake a needs assessment of its
existing skate and BMX facilities. The assessment will provide Cessnock City Council with
important strategic direction regarding future skate and BMX facility development until 2020.
1.1 Background
The Skate and BMX Facility Needs Assessment was developed in response to:
� recommendations of Cessnock City Council’s Recreation and Open Space Strategic
Plan, 2009;
� numerous petitions and letters from young people and parents requesting additional
skate and BMX facilities across the Cessnock Local Government Area; and
� increased user expectations regarding facility provision in the Cessnock Local
Government Area based on the improved quality of specific skate and BMX facilities
throughout the region.
1.2 Purpose
The assessment will provide Cessnock City Council with important strategic direction
regarding improvements to existing, and the development of new and future skate and BMX
facilities across Cessnock Local Government Area through to 2020.
1.3 Objectives
The objective of the Skate and BMX Facilities Needs Assessment is to provide Cessnock
City Council with recommendations regarding the current and future needs of skate parks
and their users in the Local Government Area. This report provides recommendations on
improvements to the existing skate parks, complete with concept designs, and outlines
priority areas for future skate and BMX parks in the medium to long term.
1.4 Scope & Deliverables
The assessment addressed the following:
� analysis and assessment of the existing skate park facilities;
� identified the value of skate parks in the local community;
� ascertained participation rates and demand for skateboard, scooter and BMX
facilities in the Cessnock Local Government Area;
� consulted with users and conducted surveys in the Cessnock Local Government
Area, noting age and skill levels of the users;
