The new facility increases <str<strong>on</strong>g>Plumrose</str<strong>on</strong>g>’sability to meet customer demand. It is to be built northof the intersecti<strong>on</strong> of South 32nd Street and 21stAvenue. The new facility will be LEED- certified, whichmeans it will meet strict “green” building standardsand will create around 100 new jobs. The producti<strong>on</strong>facility will be open by October 2012.“We have been battling to keep up with demandfor some time, and our employees have shown greatflexibility by working weekends to process orders andto service our customers,” said CEO David Schanzer.“Therefore, we have no doubt that investing in a newmodern facility is the best soluti<strong>on</strong> to safeguard thefuture of the business.”The project has been aided by the IowaDepartment of Ec<strong>on</strong>omic Development with $520,000in benefits under the Grow Iowa Values FinancialAssistance Program, and will receive a $600,000capital investment tax credit. In additi<strong>on</strong>, a 60 percenttax abatement for 12 years has been granted by theCity <strong>Council</strong>. 3Since early October, the ec<strong>on</strong>omic developmentactivities of the Alliance have been moving at a quickpace. On November 8th, <str<strong>on</strong>g>Plumrose</str<strong>on</strong>g> <str<strong>on</strong>g>USA</str<strong>on</strong>g> broke ground<strong>on</strong> a <strong>$70</strong> milli<strong>on</strong> state-of-the-art, LEED certified,coldcut slicing and packaging facility. The new facilityis located at South 32nd Street and 21st Avenue andwill be their sec<strong>on</strong>d plant in<strong>Council</strong> <strong>Bluffs</strong>. The openingfor this building is plannedfor October of 2012 and willbring over 100 new jobs toour community. In additi<strong>on</strong>,Terry Bailey and I have beenfollowing up with severalother manufacturing and ITcompanies looking at <strong>Council</strong><strong>Bluffs</strong> as a place to set up theiroperati<strong>on</strong>s. We are workingwith the State to developincentive packages that will helpprospects in their decisi<strong>on</strong> toWILLIAM STAZZONIVice President ofEc<strong>on</strong>omic Developmentlocate here.This new activity coupledwith our existing businessplanned expansi<strong>on</strong> haspushed our Workforce Development Team to movequickly and look for training soluti<strong>on</strong>s to fill the levelof technical jobs these companies require. We arelooking into using the Nati<strong>on</strong>al Career Readiness TestCertificate as a gauge to help potential employeesidentify their skill sets and to help the companiessearch for qualified employees that match these skillsets to the job. We c<strong>on</strong>tinue to work with our K-12schools and Iowa Western Community College tocreate training programs to fill these and future need.All of this is <strong>on</strong> the heels of a very intense summeras the river waters threatened our levee system. YLCB focuses <strong>on</strong> six different areasof community: Government, N<strong>on</strong>-profits, Ec<strong>on</strong>omicDevelopment, Educati<strong>on</strong>, Heritage, and Media. Thecoursework outlines student development and problemsolving as well as creates a community investment forthe youth in order to strengthen the city and regi<strong>on</strong>.The program is designed to target three different typesof students – proven leaders, emerging leaders, andpotential leaders. YLCB is open to any high schoolstudent entering the 11th grade during the 2012-13school year. Courses begin in September 2012.To be c<strong>on</strong>sidered, a student must apply as ahigh school sophomore, complete the applicati<strong>on</strong>by the deadline, have two references, and have his/her school’s principal sign off <strong>on</strong> the applicati<strong>on</strong>. Our focus has remained <strong>on</strong> our missi<strong>on</strong> ofhelping our members to be more successful in creating jobs, expanding the tax baseand improving their markets. 8Downtown Streetscape Tiles Will Have aNew Brochure and MapThe <strong>Council</strong> <strong>Bluffs</strong> C<strong>on</strong>venti<strong>on</strong> and VisitorsBureau (CVB) has been awarded $1,000 from theWestern Iowa Tourism Regi<strong>on</strong> to provide a porti<strong>on</strong>of the funding for brochures to promote downtownstreetscape tiles. The tiles are in brickwork in the100 and 200 blocks of West Broadway. Turn of thecentury postcards depicting <strong>Council</strong> <strong>Bluffs</strong> have beenreproduced in colorful ceramic tiles.The Western Iowa Tourism Regi<strong>on</strong> works withthe Iowa Ec<strong>on</strong>omic Development Authority to offercompetitive grants to assist local events, attracti<strong>on</strong>s,and businesses with promoti<strong>on</strong>, advertising, andeducati<strong>on</strong>al programming. “The Regi<strong>on</strong> offers thesefunds to create opportunities for increasing tourism inour communities,” said Shirley Phillips, President ofthe Western Iowa Tourism Regi<strong>on</strong>.A total of $26,500 was awarded this cycle to localorganizati<strong>on</strong>s in the 36 county Regi<strong>on</strong> of WesternIowa for tourism projects. The <strong>Council</strong> <strong>Bluffs</strong> CVBreceived the maximum grant allowed. Volunteers fromthe Regi<strong>on</strong> evaluate the grant applicati<strong>on</strong>s from theirpeers. Beth Waddle, Promoti<strong>on</strong> Grant Chairpers<strong>on</strong>,noted, “the selecti<strong>on</strong> of grant recipients is anincreasingly difficult task.”Michelle Walker, Regi<strong>on</strong>alDirector, reports that WesternIowa c<strong>on</strong>tinues to see an increasein the significance of tourismthrough tax receipts and jobs.“We are very pleased to beawarded this grant. The CVBcan now print a brochure andmap outlining the locati<strong>on</strong> ofthe streetscape tiles. 10Chamber Fundraising Campaign Tops Goal!The <strong>Council</strong> <strong>Bluffs</strong> Area Chamber ofCommerce c<strong>on</strong>cluded its third successfulTotal Resource Campaign (TRC) October 19,2011, finishing well over its $220,000goal. The campaign, which utilizesvolunteers from the Chamber to reach outto the community for new sp<strong>on</strong>sorships,advertising, and new members, broughtin over $235,000 during the 6 weekcampaign.Under the leadership of CampaignChair, Rick Killi<strong>on</strong>, the volunteers surpassedtheir goal. “We had agreat group of volunteers,”Killi<strong>on</strong> said. Rick was veryinvolved in keeping theChamber leadership andvolunteers involved in thecampaign while workingtireless toward reachingthe goal pers<strong>on</strong>ally.“I’m proud of thevolunteers and staff thatmade this campaign sucha success,” said KristinePlunkett, Vice Presidentof Chamber Operati<strong>on</strong>s.“It shows the support forthe Chamber from thebusiness community andallows the Chamber toexpand our services andprograms back to local businesses.”Volunteers were rewarded for theirc<strong>on</strong>tributi<strong>on</strong>s to the campaign with prizesd<strong>on</strong>ated from Chamber businessesas well as exclusive invitati<strong>on</strong>s tocampaign reward sessi<strong>on</strong>s at popularsites throughout <strong>Council</strong> <strong>Bluffs</strong>.
