IAI Work<strong>in</strong>g Papers 1116<strong>The</strong> <strong>European</strong> <strong>Union</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Mission</strong> <strong>in</strong> <strong>Somalia</strong>:<strong>Lessons</strong> Learnt for EU Security Sector Reformalready demonstrated a will<strong>in</strong>gness and ability to implement dar<strong>in</strong>g reforms <strong>in</strong> the<strong>in</strong>terests of their populations.<strong>Somalia</strong> has been designated as a pilot country for the implementation of the 2007OECD pr<strong>in</strong>ciples for <strong>in</strong>ternational engagement <strong>in</strong> fragile states. 43 <strong>The</strong>se pr<strong>in</strong>ciplessuggests that the political context should be taken as a start<strong>in</strong>g po<strong>in</strong>t of any<strong>in</strong>ternational engagement, which should, <strong>in</strong> turn, work towards strengthen<strong>in</strong>g exist<strong>in</strong>glocal structures rather than creat<strong>in</strong>g new parallel systems. 44 <strong>The</strong> TFG is obviously farfrom be<strong>in</strong>g a function<strong>in</strong>g, <strong>in</strong>digenous Somali <strong>in</strong>stitution; therefore, <strong>in</strong>ternational donorsshould switch to support<strong>in</strong>g local adm<strong>in</strong>istrations capable of provid<strong>in</strong>g a measure oforder and some public services. Any future support for the TFG should be cont<strong>in</strong>gentupon tangible progress.A comprehensive SSR strategy is equally necessary, with due attention be<strong>in</strong>g paid tocivilian oversight of the military and a susta<strong>in</strong>able cha<strong>in</strong> of payment: tra<strong>in</strong><strong>in</strong>g andarm<strong>in</strong>g security forces before these are <strong>in</strong> place can have undesirable repercussions.For example, <strong>in</strong> the Somali case, Amnesty International has recommended <strong>in</strong>clud<strong>in</strong>gmodules on arms management <strong>in</strong>to the tra<strong>in</strong><strong>in</strong>g <strong>in</strong> order to prevent weapons fromfall<strong>in</strong>g <strong>in</strong>to <strong>in</strong>surgents’ hands. 45 While miss<strong>in</strong>g from the EUTM’s curriculum, suchaspects should be <strong>in</strong>cluded <strong>in</strong>to any future tra<strong>in</strong><strong>in</strong>g missions <strong>in</strong> fragile states.b) Practical ConsiderationsMember states’ commitment to the timely deployment of qualified personnel can beseen as an important factor contribut<strong>in</strong>g to EUTM’s successes. <strong>The</strong>refore, the EU’s andits member states’ political will and desire to engage are necessary for SSR missionsto achieve their objectives. Inclusion of humanitarian and gender issues <strong>in</strong>to theEUTM’s curriculum is consistent with the EU’s role as a normative power, which valuesSSR activities for their transformative potential; such issues should be ma<strong>in</strong>streamed<strong>in</strong>to all SSR policies. Design<strong>in</strong>g culturally sensitive tra<strong>in</strong><strong>in</strong>g by consult<strong>in</strong>g Somali exservicemenwas another visionary decision. EU staff should seek to developawareness of the host country’s culture and try to <strong>in</strong>corporate local expertise <strong>in</strong>to itsSSR programmes, perhaps by leverag<strong>in</strong>g l<strong>in</strong>ks with civil society.c) EU VisibilityHybridization of peacekeep<strong>in</strong>g, i.e. the participation of different <strong>in</strong>ternational, regional,and non-governmental organizations <strong>in</strong> one peace mission, has become a significantfeature of contemporary <strong>in</strong>ternational relations.
