IAI Work<strong>in</strong>g Papers 1116<strong>The</strong> <strong>European</strong> <strong>Union</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Mission</strong> <strong>in</strong> <strong>Somalia</strong>:<strong>Lessons</strong> Learnt for EU Security Sector ReformBased on this background, what can be said about EUTM’s actual performance? <strong>The</strong>follow<strong>in</strong>g section critically evaluates whether EUTM has been successful <strong>in</strong> achiev<strong>in</strong>gthe goals laid out for the mission.3. An assessment of EUTMWhile criteria for systematic evaluation of EU external action are still underdeveloped,three categories of factors are usually taken <strong>in</strong>to account when assess<strong>in</strong>g CSDPmissions: political, operational and symbolic. 20 <strong>The</strong> first category of factors refers to themission’s advancement of the EU’s political agenda <strong>in</strong> a certa<strong>in</strong> country. <strong>The</strong> secondcategory helps to evaluate how rapidly a mission was deployed and how successful itsstaff were <strong>in</strong> respond<strong>in</strong>g to the day-to-day challenges. <strong>The</strong> third category describeswhether the mission enhanced the visibility of the EU as a security provider. Given theEU’s commitment to multilateralism and support for the UN and regional organizationslike the AU, the <strong>Union</strong> aims at rais<strong>in</strong>g its profile through, <strong>in</strong>ter alia, <strong>in</strong>ter-organizationalcooperation. Such cooperation is viewed as a means to constructively multiply the EU’simpact and thus visibility. This assessment of EUTM follows a similar approach andanalyzes the political context, practical considerations, and the mission’s contribution tothe visibility of the EU through multilateral cooperation.a) <strong>The</strong> Political ContextFirstly, it is necessary to evaluate the appropriateness of the EU’s choice to support theTFG through the tra<strong>in</strong><strong>in</strong>g of its military. <strong>The</strong> mandate of the TFG was set to expire <strong>in</strong>August 2011, yet it failed to complete any of the transitional tasks it set out for itself. InFebruary 2011, the Transitional Federal Parliament (TFP) voted to extend its own termby an additional three years; the decision came under heavy criticism from both theTFG and the <strong>in</strong>ternational community. However, <strong>in</strong> April 2011, the TFG unilaterallypostponed elections until 2012, cit<strong>in</strong>g <strong>in</strong>security as the ma<strong>in</strong> reason. It was challengedas unconstitutional by the TFP, and a political deadlock ensued. After a prolongedstalemate, a UN-sponsored deal, the so-called Kampala Accord, was signed by thepresident and speaker of parliament, extend<strong>in</strong>g the mandates of both <strong>in</strong>stitutions forone year.
