IAI Work<strong>in</strong>g Papers 1116<strong>The</strong> <strong>European</strong> <strong>Union</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Mission</strong> <strong>in</strong> <strong>Somalia</strong>:<strong>Lessons</strong> Learnt for EU Security Sector ReformSelection of Tra<strong>in</strong>ees. <strong>The</strong> selection of Somali tra<strong>in</strong>ees has been a challenge for atleast three reasons. Firstly, there are apprehensions that they can switch sides and usethe skills acquired through the tra<strong>in</strong><strong>in</strong>g to advance al Shabaab’s <strong>in</strong>surgency.Establish<strong>in</strong>g a reliable cha<strong>in</strong> of payment is crucial <strong>in</strong> this respect. Yet the ICG arguesthat it is <strong>in</strong>sufficient: tra<strong>in</strong><strong>in</strong>g the Somali army “can only be mean<strong>in</strong>gful and ultimatelysuccessful with<strong>in</strong> a larger political plan and <strong>in</strong> concert with a TFG leadership that isable to imbue its soldiery with a sense of loyalty, patriotism and direction”. 33Secondly, the EU had to take care not to recruit underage soldiers, s<strong>in</strong>ce there is noreliable way to ascerta<strong>in</strong> the identity of most Somalis. Also, a clean human rightsrecord was considered as a precondition for the selection. 34 F<strong>in</strong>ally, EUTM paid specialattention to ensure fair representation of the multitude of Somali clans with<strong>in</strong> each<strong>in</strong>take of tra<strong>in</strong>ees. In order to f<strong>in</strong>d candidates who meet these criteria, potential recruitswere suggested by the TFG and then checked by the US, AMISOM, the EU, and theUPDF. 35 Still, the ICG estimates that the selection process was skewed <strong>in</strong> favor ofcerta<strong>in</strong> clans. When the mission began <strong>in</strong> the spr<strong>in</strong>g of 2010, quarrels erupted amongstSomali tra<strong>in</strong>ees of diverg<strong>in</strong>g clan affiliations, which led to a short <strong>in</strong>terruption of EUTM’sactivities. 36 In addition, s<strong>in</strong>ce candidates were <strong>in</strong>itially chosen by the TFG, localauthorities proved reluctant to send their troops for tra<strong>in</strong><strong>in</strong>g. <strong>The</strong> fact that the f<strong>in</strong>alphase takes place <strong>in</strong> Mogadishu generated suspicions that it would create a partisanforce loyal to the president rather than a cross-clan national army. 37 While it wasimpossible to avoid the TFG’s <strong>in</strong>volvement <strong>in</strong> the selection process because of theneed for ownership of the SSR, greater representativeness could have been achievedby consult<strong>in</strong>g at least one more local actor (e.g. a civil society organization) or an actorwith an <strong>in</strong>-depth understand<strong>in</strong>g of Somali realities (e.g. an <strong>in</strong>ternational humanitarianNGO with a significant history of <strong>in</strong>-country presence).Intercultural and Gender Issues. When the tra<strong>in</strong><strong>in</strong>g commenced, recruits compla<strong>in</strong>edabout language problems, <strong>in</strong>adequate nutrition, and the <strong>in</strong>sensitivity and roughpractices of the Ugandan tra<strong>in</strong>ers. <strong>The</strong> dissatisfaction grew and almost led to a mut<strong>in</strong>y.In order to design a culturally sensitive tra<strong>in</strong><strong>in</strong>g programme, EUTM hired several ethnicSomali servicemen from Kenya as translators and mentors. Recruits’ concerns wereaddressed, bolster<strong>in</strong>g the soldiers’ morale. 38 This was a visionary decision on the partof the EU and its <strong>in</strong>ternational partners: unlike the selection process, the tra<strong>in</strong><strong>in</strong>g takeslocal idiosyncrasies <strong>in</strong>to account.As for women’s issues, EUTM’s gender adviser, a F<strong>in</strong>nish female capta<strong>in</strong>, is <strong>in</strong> chargeof modules on human rights, especially regard<strong>in</strong>g protect<strong>in</strong>g the rights of women andchildren <strong>in</strong> conflict. <strong>The</strong> presence of <strong>European</strong> and Ugandan female <strong>in</strong>structors is alsoa positive contribution (5 out of 27 Ugandan tra<strong>in</strong>ers are women).
