Background<br />

In 1995, the Catholic Legal Immigration Network, Inc. (CLINC), Immigration <strong>an</strong>d Refugee Services of America (IRSA), <strong>an</strong>d<br />

Luther<strong>an</strong> Immigration <strong>an</strong>d Refugee Services (LIRS) launched the Immigration M<strong>an</strong>agement Initiative to enh<strong>an</strong>ce the<br />

fin<strong>an</strong>cial viability <strong>an</strong>d client services of local <strong>immigration</strong> <strong>program</strong>s. The goal of the initiative was to ensure the continued<br />

availability of high-quality, low-cost <strong>immigration</strong> services to newcomers by improving <strong>program</strong> m<strong>an</strong>agement, <strong>an</strong>d to<br />

establish <strong>an</strong>d maintain industry st<strong>an</strong>dards for charitable <strong>immigration</strong> <strong>program</strong>s. The Initiative was led by Donald Kerwin of<br />

CLINIC, David King of IRSA, <strong>an</strong>d John Whitfield of LIRS with the support of the Ford Foundation, whose funding made the<br />

original project possible. Members of the advisory committee to the Immigration M<strong>an</strong>agement Initiative included Sasa<br />

Mont<strong>an</strong>o <strong>an</strong>d Dennis Mullig<strong>an</strong> of Luther<strong>an</strong> Social Services Ministries in Trenton, New Jersey; Dr. Robert Moser of Catholic<br />

Charities Refugee <strong>an</strong>d Immigr<strong>an</strong>t Services in S<strong>an</strong> Diego, California; Myra Oliver of the International Institute of<br />

Connecticut; Sister Margaret Perron of Associated Catholic Charities in Washington, D.C.; Roy Petty of Travelers &<br />

Their efforts led to production of a m<strong>an</strong>ual entitled “Immigration M<strong>an</strong>agement: <strong>Building</strong> Blocks for a Successful Program,”<br />

released in J<strong>an</strong>uary 1997. The m<strong>an</strong>ual was updated <strong>an</strong>d exp<strong>an</strong>ded in 1999 by Ju<strong>an</strong> Osuna <strong>an</strong>d Wendy Young under the<br />

direction of the multi-agency advisory group.<br />

This current m<strong>an</strong>ual, entitled “M<strong>an</strong>aging <strong>an</strong> Immigration Program: Steps for Creating <strong>an</strong>d Increasing Legal Capacity,” used<br />

as its starting point the updated 1999 “Immigration M<strong>an</strong>agement” m<strong>an</strong>ual. However, in approach <strong>an</strong>d subst<strong>an</strong>ce it is truly the<br />

result of collaborative work of <strong>program</strong> m<strong>an</strong>agers from major national, regional, <strong>an</strong>d local immigr<strong>an</strong>t rights org<strong>an</strong>izations in<br />

more recent years. This new m<strong>an</strong>agement m<strong>an</strong>ual is intended for use by all org<strong>an</strong>izations that participate in future<br />

m<strong>an</strong>agements training.<br />
