3. <strong>WORLD</strong> <strong>MUSIC</strong> IN FRANCE3.1 INTRODUCTIONIn the new millennium, world music has succeeded in strengthening its place in the French musicallandscape. We consider the market share of this genre to be situated in a bracket between 5 % and 6 % .Only a dozen artists could aspire to sales of albums equal or superior to 100 000 copies in France, between2000 and 2003. On the other hand, the annual number of disc published (32 000 to 33 000 ) during thesame period is very representative of the numerous and diverse productions.It is difficult to give statistics concerning live gigs, as there are no specific observation tools in this sector.However, if we consider the strong professional dynamic on French stages, we understand that the marketshare of world music of live gigs is superior than of the disc. The contribution of the state, on a local aswell as regional level, is extremely important, as the latter participates to the development of live musicgigs of the world genre.Although both live and record sectors are fragile, a real network supports them. Independent companies,who introduced this network dynamic, play a major role for the finding of artists and the development oftheir careers. The media coverage of world music is very poor. The indifference of the important nationalmedia, television and radio, is an enigma, seeing as France is a country which advocates its culturalexception and which is often considered from the outside as a pillar of world music.3.2 AUDIENCE, ARTISTS AND POLITICSFrom the outside, France appears as one of the most dynamic markets in terms of world music. Europeanoperators, who try to develop their productions and artists in France however, often have the impression ofbeing confronted to a brick wall. For the latter, the various systems of government aid, from which Frenchcompanies may benefit, seem to create an obstacle difficult to by-pass. Although the competition can berough in a sector grouping numerous professionals, some implanted for many years, it is clear howeverthat these same French professionals contribute actively to the development of a network, with theirEuropean homologues. Trade fairs such as the Womex and Strictly Mundial were hosted France in 1997and in 2002, which confirms the European opening of the French market.France constituted, as from the 1980s, a pioneer place of discovery and development towards theinternational markets, for foreign artists representing cultures with a particularly strong musical Reference: Observatoire de la Musique, from the data of the national Syndicate of music publishing (SNEP). This only takes into account theproductions of its members. Not forgetting the fact that important producers in the field of world music are not all members of the SNEP, theseresults can seem slightly underestimated.France Export Handbook–World Music

They are artists from French-speaking Africa, produced by French entities, who provided thefoundations of what soon became the market of “world music” for the English-speaking world, the“musiques du monde” for the French-speaking world. Several reasons initiated this:- From a sociological point of view, there is a large cultural variety in the French population. This elementfavors the broadcasting of creations, answering to stylistic forms associated to tastes and culturalreferences of social groups, which are the ones demanding.- Many artists of various cultural origins live in France. Others have established a contact with producers,who accompany them in the development of their career on stage or on record, or both.- The policies of welcoming people of various cultural origins, articulate around the concepts of"integration" and "social coeducation". This differs from the Anglo-Saxon approach, which privileges acommunity, grouping together populations of same cultural background, in defined urban spaces. Theeffect of these policies on the interest carried by the French public in world music must not beunderestimated. However, the impact of the cultural community as an identifier preserves all its pertinenceto the development of artists' career, in particular for populations with a significant demographicimportance, such as the French Antilles, the Maghreb, western Africa or the Indian Ocean, to name a few.The consideration of these combined elements allows to establish a base of activities for the artist.Basicaly, one can take into account, among the favorable elements, the fact that the artist’s career is basedon a cultural community. Then it is thanks to the efficiency of the team working around the artist, if thepublic widens beyond this initial restricted circle. Professional structures in the live or record sector allowthe artist to assert himself or herself on national, European and international networks.3.3 PLACE OF THE EUROPEAN ARTISTSLatin American and African artists curently dominate the ‘world’ music market. This constantinternational entity is also confirmed in France. The fact remains that a demand on behalf of the Frenchpublic concerns the important European stylistic currents: Celtic music, flamenco, fado, gypsy music,etc….3.3.1 REGIONS AND CULTURAL AFFINITIESThe functioning of the French musical sector has always, and continues to be, centered in the capital,Paris, a compulsory stop-over when on an international tour, and where are implanted most labels andmost of the media. It is interesting to notice however, that Europe has initiated a sort of decentralization,including in the field of world music. Because French regions have revalorized their own cultures, someof them feel closer to other regions of European countries, in terms of language, singing, musicalFrance Export Handbook–World Music


instruments or rhythms for dancing: Brittany with the Wales, Ireland, Scotland and the Galice; Nord Pasde Calais with Flanders and Wallonia, but also with Poland because of the assimilation of the formeremigrated minors; the region Provence Alpes Côte d’Azur with Piedmont and the north of Italy;Roussillon with Catalonia, and so forth. This evidently favors the development of relations between artistsof various European countries, for whom opportunities to be produced in France could surface as aresident or simply cross creations with French artists. These interregional cultural relations couldintroduce and start various partnerships with French professional operators.3.3.2 MOBILITY OF THE CULTURES ON THE EUROPEAN TERRITORYIn any case, the dynamics of partnerships, whether trans-regional or of another nature, appear amongst themost appropriate means for a European artist to approach the French market. The commercial logics ofterritories followed by majors, privilege the competition between national subsidiaries. Productionsanswering to the Anglo-Saxon criteria and aesthetics of “mainstream” are put forward for internationalmarkets, to the detriment of the esthetics from cultures of countries or regions of Europe. It issymptomatic to notice that most of the important German, Scandinavian, Italian or Spanish celebrities arealmost unknown to the French general public. In the field of world music, it is by taking the oppositemethod that independent producers have succeeded in establishing an autonomous and dynamic market.The notion of territory applies only at the level of license agreements or distribution. On the other hand,and more importantly, there is no longer a systematic correlation between aesthetics and territory. Forinstance, Taraf de Haïdouks, one of the most beautiful succes’ of these last few years, is a gypsyorchestra ignored in his country, Rumania, however discovered, produced and developed by a Belgianindependent label (Crammed World). Other example, Bulgarian polyphonies were promoted by a Swisslabel … The place of European artists on the French market is not at all subjected to the samedeterminism. The most different styles are mixed together.3.3.3 SIGNIFICANT EUROPEAN STYLES WELL IMPLANTED IN FRANCECeltic music found its audience a long time ago, and have a network, which is particularly dynamic andcreative. Imported by the folk song stream, Celtic music has been implanted since the 1970s in the Frenchcultural scenery. After a temporary loss of fame, the Celtic wave recovered in the second half of the1990s. The public did not stop renewing and getting younger at the same period as the extraordinarycultural interest in Brittany. Irish music, particularly appreciated, is practiced in all regions of Francethanks to a list of associations who organize their club/concerts evenings, balls and dances around thisgenre … There are many sites and chat rooms on the Internet that ilustrate this. Festivals atract thegeneral public. The oldest (34th edition in 2004), the largest, the most symbolic, and the most establishedof all summer festivals in France is no other than the Inter Celtic Festival of Lorient: 600 000 spectators inFrance Export Handbook–World Music


10 days, 14 concert venues, several thousand artists … The French careers of the numerous artists of theCeltic language, such as Galician Carlos Nuñez, were able to build and strengthen themselves in Lorient.The flamenco and the fado also have their well-established circuits. The craze for the flamenco, which isnot recent in France, has only strengthened these last few years, with an increasing demand for guitar andflamenco dance classes. Flamenco artists regularly occur on French scenes and excellent recordcollections continue to promote a flamenco of quality (Enrique Morente, Moraito, Diego El Cigala,Miguel Poveda, etc.). The French public is always on the lookout for new artists and new experiences. Thefado took a new dimension on the French scene thanks to the talent of the singers of the new generation(Katia Guerreiro, Cristina Branco, Mariza, etc.), tastefully and efficiently promoted by Frenchprofessionals. The opening of the former eastern block allowed the best of gypsy music from the Balkansto settle down in the French market. The most interesting artists in this domain are produced by Europeanstructures (German or Dutch), which knew how to perfectly play their cards on the French market.Except for these important musical currents already well appreciated in France, other aesthetic genres witha strong potential, are much less well represented. Scandinavian music, in spite of the attempts of artists tobreakthrough such as Kimmo Pohjonen or Värttinä, still remains weakly broadcasted and badly known.The new Hungarian and Polish scenes also have all their chances with groups such as BeshodroM andWarsaw Village Band. As for Greek music, they could take advantage of the charm that the French publichave towards music from Mediteranean islands … Music of al European countries find a wide place onshelves or catalogs of record shops, whether physical or virtual.Tips• in order to beter understand the French market and the functioning of it, it is useful to:- Consult institutional bodies interested in international exchanges- Get close to networks of European operators• in order to put al chances on one’s side to penetrate the French market, one shall watch not to neglect to:- Track down the various networks, resource places and regional structures likely to supply informationabout the realities of the country as well as the contacts- Find relays or supports within the cultural community of the artist- Associate the trip of the artist in France to his or hers implication in projects in which the localpopulations are actively involved (stage, master class, conferences), or in a meeting with cultural actorsand public• Generaly speaking,the forms of collaboration in partnership with French professional operators appearamong the best means to positively approach the French market.3.4 THE RECORDSOn the phonographic level, world music approximately represented, in 2003, 5,6 % of the market invalue*. domain of jazz / blues (approximately 4 %). This tendency, which asserted itself gradually over a periodof ten years, is connected to the increasing implication of major companies. By applying to world musicartists the same strategies of development and marketing as for pop / rock artists, majors gave them alaunch identical to that of international celebrities. They played on the phenomenon of "block-busters" in amarket that had only rare examples of it, until the mid 1990s. In case of success, independents labels canbe relieved by majors. But it is noticeable that specialized labels that are subcategories of majors, rarelyshow a vocation for the discovery, nor for the development of artists, long term.3.4.1 MAJORS COMPANIESThe euphoria that surrounded the vitality of the sector of world music, is beaten in breach in this recordcrisis, which majors are feeling quite harshly. If some artists of international caliber have the sale potentialof exceeding 100 000 copies, those whose records would sell 20 000 have difficulty today in reaching halfof the objective. Formerly ruled by contracts, the tour supports is the first victim of the budget cuts inmajors. Currently, artists are confronted with the difficulty of the renewal of their contracts, when they arenot simply returned to them. For developing artists, majors cannot envisage, in 2004, a set up of more than4000 records, which represents half or a third of the figures in 2002. From this point of view, the work of“world” labels of majors is more and more similar to that of the independent labels.Until summer 2004, in three of the French majors, BMG, Universal and Warner, jazz labels have takencharge of a part of world music productions, without having exclusiveness of them. Sony is also dividedbetween several labels, Saint George being the most specialized one. 3.4.2 INDEPENDENT RECORD LABELSIndependent labels are the forces of the world music market. We owe them the work of cleansing themusical genre, discovering artists, founding careers, risk-taking on projects of creation, and so forth.Furthermore they do not have the same restrictions as majors, who have to invest a large sum of money inmarketing for smaller amounts of shipment. However, the success of certain labels, such as Lusafrica,must not mask the reality of this sector, where a majority of small record companies work on a precariousbudget.With about 200 labels producing traditional and world music in the Irma’s database, the sector presents avariety of patterns:- Certain companies ally the activities of production and of distribution: Harmonia Mundi (WorldVillage, The Song of the World, etc.), Next Music (Sound system, Al Sur, etc.), Night & Day,Coop Breizh, Keltia Musique, Nocturne, Club du Disque Arabe, etc.- Others are part of the pioneers who contributed in establishing the reputation of French productionin terms of world music. They possess an important capital of catalogs today and continue toproduce: Buda Musique, Lusafrica, Ocora Radio France, Arion, Celluloïd, Inédit, Créon Music,Iris Musique, Label Bleu, etc.- Younger labels attempt to stand out by their differences, by developing original artistic concepts:Accords Croisés, L’Empreinte Digitale, Cinq Planètes, Long Distance, Nord Sud, etc.- Certain labels concentrate on one culture in particular: Gafaiti (North Africa), JPS (CentralAfrica), Oceania Records (Pacific Ocean), the Oz Production (Brittany), Ricordu (Corsica), etc.- Others like Cobalt, Daqui, Marabi and Rue Bleu are connected to festivals or event companies,whereas others like Nova Records, to media.Dynamic on their own niches of market, certain independent labels understood at a very early stage theinterest they had in diversifying their commercial partnerships. They therefore deal directly withspecialized operators (museums, cultural institutes, specialized wholesalers, etc.). With a lack ofmarketing operations, independent labels can develop communication strategies to arise the interest ofshop retailers. By starting the promotions upstream to the release of the album, they try to create a“buzz”and pass it to a media partner at the release of the album.The influence of concerts on the sales of records is enormous. Gilles Fruchaux from Buda Musique statesthat “it is the best marketing plan and the best way to enter into the diferent regions of France, if we workwith a competent booking agent”, because it is regional sales that make the diference. 20 000 to 30 000France Export Handbook–World Music


copies sold in France represents a good score for an independent label. However certain records do notsell more than 300 copies. This is a phenomenon, which is not very surprising if we take into account themass of units published each month.The strength of independents labels lies in their flexibility of action, their capacity of adaptation and theirpower to take risks on a commercial level, as they already do on an artistic one.Tips:For the launch of an album in France :• Identify a partner, ensuring the functions:- Of a human interface between the producer and the distributor- Of an advisor with a capacity of initiative to organize a promotional campaign for the release ofthe album• Coordinate the release of the record with the artists on stage• Launch the promotion of the album long before its release• Favor the sales of records in regional areas with an appropriate promotions plan and the presence of theartists.3.4.3 DISTRIBUTION AND SHOPSThe French world music market has flourished so much that it seems particularly blocked by thecontinuous flow of releases each week. Although we can find numerous imported records in independentdistributors catalog, the number of records available in France for each reference does not often exceed 50copies …In 2003-2004, independent distributors took over a part of the market from majors in crisis. Majorsmarketing operations are very expensive while shipments are reduced. However, the survival ofindependent labels shows that the decline is proportionally equivalent although the financial volume is notcomparable. The fact that French distributors are non-specialized does not favor the exposure ofindependent productions. Labels suffer from the movement of concentration in current independentdistribution and from the redundancy due to this.Whether independent or majors, all labels are confronted to the politics of shipment established by the bigchains of music stores. It is true that spaces dedicated to world music offer a wide variety of products, andare the only ones not to have decreased in surface. However, the period of exposure of all new releases isrestricted to three weeks, with reduced shipments, and the albums that have a slow sale are returned to theFrance Export Handbook–World Music


producers within two months following their release. This situation incites all operators to begin withindependents, and reflect about procedures and tools better adapted to their needs in terms of distribution.During an interview in Music Info Hebdo (n°304, May 21, 2004), Christian Le Manac’h, CEO of thenetwork of independent record dealers Starter grouping 80 seling points, explains: “as specialists, wemust maintain a large range of offers. Accumulate small volumes of numerous units. The opposite ofthose who make 80 % of their turnoverwith only 20 % of units.” This type of recommended strategyseems to adapt well to world music productions. The advice of the specialized salesman to a buyer is an"added value". Certain small specialized record shops have understood and apply this strategy, such asBaba Yaga Records, a Parisian record dealer whose Internet site is completely dedicated to EasternEuropean music.3.5 THE LIVE SCENEShows are an essential part in the development of European world music artists, in France. Most of thosewho are recognized by the public today forged their reputation by a presence on stage. The success of arecord is often connected to the stage exposure of the artist, and the good choice of festivals that can act asa stepping-stone towards the organization of a tour for example.3.5.1 STAGE ENTREPRENEURSIn the Irma database, there are 260 agents and show entrepreneurs who work in the field of traditionalworld music. Some have a restricted activity and concentrate on the career of a single artist, however morethan a dozen of them follow the European trend of creation and work to develop artists established inother countries of Europe. These professionals have different profiles generally depending on their artistictastes.The appreciation for a voice or an excellent stage performance can determine their will to defend an artist.At least it is the element that triggers the mechanism for Geneviève Girard and Bernard Batzen, who haveplayed an essential role in talent searching of European talents and continue to do so with their companyAzimuth. The festival Les Méditerréennes, which they organize at the same time, allows them to presentcertain artists, in whom they believe, as Raul Paz or Mercan Dede. Other agents, pioneers of the Europeanworld music rely on the network they patiently built. Among them, we can quote Tempo Si, directed byOdile Meynadier, who developed in France the polyphonies of Genes of La Saquadra and discovered thebeauty of Sardinian music. As for José Renato of Zenial Productions, after having worked with the mostfamous flamenco artists, including Camaron, he opened a new door to the new fado, introducingalternately Misia, Cristina Branco, then Katia Gerreiro to the French public.France Export Handbook–World Music


If specialties are found in booking agents rosters, as it can reflect their personal taste, most of them stillaim to have a variety of choice, which allows them to diversify their offer. It is the case for TroisQuatre!,of which the gypsy trend is well valued with Boban Markovic Orkestar and Romano Drom. DaktariMusic is more in the Celtic world, with Carlos Nuñez notably. Naturally one finds European artists inmore non-specialized catalogs, who are well established, such as those of La Centrale (Besh O Drom),Musicomedia (Taraf de Haïdouks), Run Production (Spacanapoli) and Les Visiteurs du soir (PaoloConte, Madredeus, Luz Casal). All these booking agents have an excellent knowledge of the market andthe tastes of the French audience. They can become invaluable professional partners for Europeanoperators avid to develop their artists in France.3.5.2 FESTIVALSThere is an abundant variety of festivals presenting traditional world music in France. The period fromJune till September concentrates approximately 3/5 of festivals organized in a year. On 557 festivals listedin the data base of the Irma as programming traditional world music, only 186, that is a little less than athird, are held in this domain. Approximately two thirds (368 exactly), also schedule rock and song. Alittle more than half (255 exactly) schedule jazz. This clearly shows to which point traditional world musicis integrated into the programs of more general (non-specialized) festivals today. It is also interesting toindicate that, in the information given by these festivals to describe the music genre which they offer, only31 of them claim the term "Europe” among the determining of their programming. In the domain soappreciated by world music, the "European" notion often fades behind the identity of a culture inparticular. From this viewpoint, would it not be interesting to put forward this cultural variety whichconstitutes Europe?These last few years, the programs of traditional and world music has particularly seduced regional statebodies: cities, regions.... They find in this type of programming, elements allowing to value certainpositive aspects of their cultural policy, while offering festive moments to the people they administrate.The fact that they experimented the impact of this type of event in the sectors of tourism, patrimony, butalso social, allowed numerous festivals to maintain their activities, even to prolong actions centeredaround the music, before and after of the festival. We can note the very interesting actions led with theartists and the public in well implanted festivals, as Banlieues Bleues (east of Paris), Musiques Métissesin Angoulême, the Festival des Hauts de Garonne in Bordeaux, Ida Y Vuelta in Perpignan, Les TempsChauds in Bourgogne, Nuits Métis in Marseilles, Les Suds in Arles, Les Nuits Atypiques in Langon,Les Escales de Saint-Nazaire, Les Méditerranéennes of Argelès-sur-Mer, the Fiesta des Suds inMarseilles, Nancy Jazz Pulsations, Africolor in Seine-Saint-Denis, and many others. loyalty with their public thanks to sharp and renewed programming, these festivals are like "shopwindows", where booking agents come to track down the artists which they will want to schedule in thefuture. Seven of them are a part of European Forum of Worldwide Music Festivals and are excellentrelays in France for European operators.3.5.3 VENUESAccording to the information collected by the Irma, a circuit of about 500 venues welcomes concerts oftraditional music and world music, on the French territory. Approximately half have a capacity of lessthan 400 places, and 160 have a capacity included between 400 and 1200 places. About 350 associationsprogram concerts there. We observe even at present a phenomenon of specialization openly posted bycertain places except big cities, as the Espace Prévert “ Scène du Monde” of Savigny le Temple near Parisand Le Nouveau Pavilion “Scène de musiques traditionneles” in Bouguenais near Nantes.• tips:To organize artists' scenic performances in France, it is advisable to:- Track down festivals and venues programming the musical genre of the artist- Take into account the fact that the programming of the cultural municipal places or "national stages " isestablished for the "season" (September to June) generally 6 to 12 months before the start of the season- Get closer to French professional structures susceptible to organize the trip, tour and the promotion ofthe artist in France3.6 THE MEDIAIt is strange to notice the little place granted to world music by the French media, in spite of the interestconfirmed by a public, consumers of gigs, and discs.3.6.1 AUDIOVISUALWhile the French-German public television channel Arte had played a pioneer role at the beginning of1990s by programming"Mégamix”, weekly broadcast dedicated to world music subjects, today things arevery different. There is no television meeting for the lovers of world music, not even on the music channelof cable Mezzo-Muzzik … Certain radio meetings remain in the public service, on France Culture andRadio France International, and the audience remains restricted. On the other hand, FIP, whose musicalprogram is continuous and diversified, turns out, in terms of promotion, as one of the best radio partnersfor music labels of world music. It is the case of Métisse Music that at the same time as its activities ofmusical publisher, drives in France the productions of the German label Piranha, in distribution at Nightand Day.
