CHAPTER 2Rule of law:Legal frameworks for policingBesides establishing the structure of policeorganisations, police acts – and someconstitutions – also define specific arrangementsfor their accountability; and these can furtherfacilitate democratic policing. The Indian andthe Bangladesh Police Acts have the dubiousdistinction of being the oldest police laws (1861)in the Commonwealth, with the Sri LankanPolice Ordinance of 1865 occupying the secondplace. The only exceptions are Maldives, whichlays claim to another dubious distinction – ofbeing the sole country in the Commonwealthwith no law governing the police – and Pakistan,which updated its law governing the police in2002. International instruments also provide aframework for democratic policing andinternational standards and mechanisms cansupport POLICE greater ACCOUNTABILITY accountability IN SOUTH at home.
