CHAPTER 6Moving beyond control and interference:Accounting to the executiveIn South Asia, the political executive closelycontrols the police by retaining with itselfpowers of appointment, transfer, promotion anddisciplinary action against police officers.Through these powers, they effectively controlthe functioning of police officers. Across theregion, reform commissions have clearlypointed out political interference as a majorproblem confronting policing and suggestedways to overcome.
