INDEPENDENT AUDIT OPINIONTo the Parliament of Western AustraliaAUDITOR GENERALTHE UNIVERSITY OF WESTERN AUSTRALIAFINANCIAL STATEMENTS AND PERFORMANCE INDICATORSFOR THE YEAR ENDED 31 DECEMBER 2005Audit OpinionIn my opinion,(i) the financial statements are based on proper accounts and present fairly the financialposition of The University of Western Australia and the consolidated entity at31 December 2005 and their financial performance and cash flows for the year endedon that date. They are in accordance with applicable Accounting Standards and othermandatory professional reporting requirements in Australia and the Treasurer’sInstructions;(ii) the controls exercised by the University provide reasonable assurance that the receipt,expenditure and investment of moneys, the acquisition and disposal of property, andthe incurring of liabilities have been in accordance with legislative provisions; and(iii) the key effectiveness and efficiency performance indicators of the University arerelevant and appropriate to help users assess the University’s performance and fairlyrepresent the indicated performance for the year ended 31 December 2005.ScopeThe University Senate is responsible for keeping proper accounts and maintaining adequatesystems of internal control for preparing the financial statements and performance indicators,and complying with the Financial Administration and Audit Act 1985 (the Act) and otherrelevant written law.The financial statements consist of the Income Statement, Balance Sheet, Statement of Changesin Equity, Cash Flow Statement of the University and the consolidated entity, and the Notes tothe Financial Statements.The performance indicators consist of key indicators of effectiveness and efficiency.Summary of my RoleAs required by the Act, I have independently audited the accounts, financial statements andperformance indicators to express an opinion on the financial statements, controls andperformance indicators. This was done by testing selected samples of the evidence. Furtherinformation on my audit approach is provided in my audit practice statement. The term “reasonable assurance” recognises that an auditdoes not examine all evidence and every transaction.
