• In the post independence period most of theCARICOM governments created Public ServiceMinisterial portfolios with specific ministerialconfigurations to manage public service managementaffairs• There emerged a form of organization thatemphasized the sovereignty of politics over thesupremacy of administration. Politics became themost important activity with ministers assumingunquestionable supremacy over decision making.10
