ISSUES AND PROBLEMS AFFECTINGCARIBBEAN PUBLIC ADMINISTRATION• Over time political <strong>in</strong>fluence on personnel matters has<strong>in</strong>creased <strong>and</strong> has deteriorated <strong>in</strong>to <strong>in</strong>stances of nepotism,patronage based appo<strong>in</strong>tments, <strong>and</strong> denial of jobs to nonsupporters of the govern<strong>in</strong>g party.• The result is that adm<strong>in</strong>istrative structures have evolved<strong>in</strong>to patronage <strong>in</strong>stitutions <strong>and</strong> not agencies of change <strong>and</strong>development.• The system of meritocracy has eroded as a result of thisassault <strong>and</strong> the doctr<strong>in</strong>e of neutrality, impartiality <strong>and</strong>anonymity as a prerequisite for depoliticized service r<strong>in</strong>gs<strong>in</strong>creas<strong>in</strong>gly hollow.11
