9. Monitoring and ReportingThis Action Plan covers the period to2007-2017. It will provide a guide foractions to improve, and encouragemore use of, the rights of way networkand the wider access resource.The Action Plan has been structured soit is clear who will be responsible forimplementing action. It is proposed thatthe monitoring of these actions isundertaken through the Council’sestablished Living Space ActionProgramme process. This currentlycontains a Countryside Access themeand this will be reviewed to ensure allthe Out & About actions are included.All partners are asked to provideprogress reports to contribute to themonitoring.Monitoring reports on the Living SpaceAction Programme will be received bythe Living Space Partnership. Inaddition, the monitoring report on thecountryside access theme, includingthe Out & About actions will bereported to the Local Access Forum.Measuring and reporting on theAssembly’s ‘Climbing Higher’environmental targets provide longertermbenchmarks of progress.The Living Space Action Programmealso provides a mechanism forincorporating relevant new actions.A formal review of Out & About hasnot been scheduled at this stage.Guidance from the Assembly and theCountryside Council for Wales isawaited with regard to the future ofRights of Way Improvement Plans inWales.42Out & About: The Rights of Way Improvement Plan for Rhondda Cynon Taf
