SYNTHESIS OF EIGHT COUNTRY CASE STUDIES<br />
education. In general, a wide potential <strong>for</strong> the implementation of <strong>Tech</strong>-<strong>MODE</strong> is<br />
available <strong>in</strong> SSA.<br />
Recommendations from the case studies <strong>for</strong> consideration by COL <strong>and</strong> <strong>in</strong>terested<br />
partner organizations, particularly the Forum <strong>for</strong> <strong>Agricultural</strong> Research <strong>in</strong> Africa<br />
(FARA), fall <strong>in</strong>to five <strong>in</strong>terrelated subject categories: policy, <strong>in</strong>frastructure, socioeconomy,<br />
capacity build<strong>in</strong>g <strong>and</strong> collaboration. In this context, COL’s complementary<br />
<strong>and</strong> catalytic role could <strong>in</strong>volve facilitat<strong>in</strong>g <strong>and</strong> assist<strong>in</strong>g <strong>in</strong> needs assessment<br />
exercises, support<strong>in</strong>g policy issues, help<strong>in</strong>g <strong>in</strong> the establishment of l<strong>in</strong>kages <strong>and</strong><br />
partnerships, facilitat<strong>in</strong>g the development of action plans, <strong>and</strong> assist<strong>in</strong>g <strong>in</strong> the<br />

1 Background<br />
<strong>Education</strong>, tra<strong>in</strong><strong>in</strong>g, <strong>in</strong><strong>for</strong>mation, <strong>and</strong> communication <strong>for</strong> agricultural research <strong>and</strong><br />
development <strong>in</strong> comb<strong>in</strong>ation with <strong>in</strong><strong>for</strong>mation <strong>and</strong> communication technologies<br />
(ICT) are becom<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly urgent <strong>in</strong> develop<strong>in</strong>g countries. <strong>Tech</strong>nologymediated<br />
open <strong>and</strong> distance education (<strong>Tech</strong>-<strong>MODE</strong>) – i.e., a comb<strong>in</strong>ation of open<br />
<strong>and</strong> distance learn<strong>in</strong>g (ODL) with ICT – is exp<strong>and</strong><strong>in</strong>g through diverse <strong>in</strong>itiatives<br />
<strong>and</strong> at various levels from agricultural grassroots to academic levels.<br />
With its expertise <strong>in</strong> various regions of the world, the Commonwealth of Learn<strong>in</strong>g<br />
(COL) wishes to exp<strong>and</strong> <strong>Tech</strong>-<strong>MODE</strong> <strong>in</strong> agricultural education <strong>and</strong> improved<br />
livelihoods <strong>in</strong> sub-Saharan Africa (SSA). COL has its presence <strong>in</strong> SSA, though<br />
primarily <strong>in</strong> the school<strong>in</strong>g <strong>and</strong> higher education sectors. COL’s <strong>in</strong>itiatives on<br />
agricultural education <strong>for</strong> improved livelihood are ga<strong>in</strong><strong>in</strong>g ground <strong>and</strong> prove to be<br />
promis<strong>in</strong>g. To foster collaboration <strong>and</strong> facilitate synergy, through country case<br />
studies, COL wishes to identify opportunities <strong>for</strong> a complementary <strong>and</strong> catalytic<br />
