Background/rationale of the side event (maximum one paragraph)<br />

<strong>Education</strong>, tra<strong>in</strong><strong>in</strong>g, <strong>in</strong><strong>for</strong>mation, communication <strong>for</strong> agricultural research <strong>and</strong> development become <strong>in</strong>creas<strong>in</strong>gly urgent. Open <strong>and</strong><br />

distance learn<strong>in</strong>g (ODL) <strong>and</strong> <strong>Tech</strong>nology-Mediated Open <strong>and</strong> Distance <strong>Education</strong> (<strong>Tech</strong>-<strong>MODE</strong>) are exp<strong>and</strong><strong>in</strong>g. To enhance<br />

collaboration <strong>and</strong> synergy on the use of <strong>Tech</strong>nology-Mediated Open <strong>and</strong> Distance <strong>Education</strong> (<strong>Tech</strong>-<strong>MODE</strong>) <strong>for</strong> agricultural<br />

education <strong>and</strong> improved livelihoods <strong>in</strong> SSA among several players, the Commonwealth of Learn<strong>in</strong>g (COL) wishes to identify<br />

opportunities <strong>for</strong> a complementary <strong>and</strong> catalytic role with the African national agricultural programmes <strong>and</strong> the Forum <strong>for</strong><br />

<strong>Agricultural</strong> Research <strong>in</strong> Africa (FARA). Towards this objective COL commissioned country case studies with an aim to ga<strong>in</strong> a<br />

better underst<strong>and</strong><strong>in</strong>g of the national <strong>in</strong>stitutions, human capacities <strong>and</strong> capabilities as well as their physical facilities available <strong>and</strong><br />

potential <strong>for</strong> <strong>Tech</strong>-<strong>MODE</strong>. Partners <strong>in</strong> Nigeria, Ghana, Sierra Leone, Cameroon, Kenya, Ug<strong>and</strong>a, Tanzania <strong>and</strong> Zambia contributed to<br />

this study. The authors from these countries <strong>and</strong> other <strong>in</strong>terested national <strong>and</strong> <strong>in</strong>ternational partners were <strong>in</strong>vited <strong>for</strong> further<br />

discussion to draw their perception on the issues related to the use of <strong>Tech</strong>-<strong>MODE</strong> <strong>for</strong> agricultural education <strong>and</strong> improved<br />

livelihoods <strong>in</strong> SSA.<br />

Pr<strong>in</strong>cipal agreements/actions/recommendations (<strong>in</strong>clude who is responsible <strong>for</strong> implementation & when)<br />

At the Side-Event the partners suggested recommendations <strong>for</strong> five <strong>in</strong>terrelated issues that they identified as <strong>for</strong> the consideration<br />

of COL, FARA <strong>and</strong> other <strong>in</strong>terested organisations. Each issue lists a number of recommendations.<br />

Policy:<br />

• Support awareness <strong>and</strong> advocacy <strong>in</strong>itiatives target<strong>in</strong>g policy makers at all levels.<br />

• Facilitate the <strong>in</strong>tegration of <strong>Tech</strong>-<strong>MODE</strong> <strong>in</strong>to the ma<strong>in</strong>stream <strong>for</strong>mal educational system at all levels.<br />

• Facilitate policy <strong>for</strong>mulation <strong>and</strong> implementation at national level <strong>in</strong> an <strong>in</strong>tegrated manner <strong>in</strong> the areas of <strong>in</strong><strong>for</strong>mation <strong>and</strong><br />

communication technologies (ICT), open <strong>and</strong> distance learn<strong>in</strong>g (ODL), <strong>and</strong> <strong>in</strong>tellectual property rights (IPR) that results <strong>in</strong><br />

<strong>in</strong>creased <strong>and</strong> improved access without gender <strong>and</strong> generation barriers.<br />

• Engage <strong>in</strong> advocacy dialogue <strong>for</strong> promot<strong>in</strong>g access to Internet connectivity to various stakeholders especially the marg<strong>in</strong>alized.<br />

• Facilitate policy <strong>for</strong>mulation at <strong>in</strong>stitutional <strong>and</strong> national levels on quality st<strong>and</strong>ards <strong>for</strong> <strong>Tech</strong>-<strong>MODE</strong>.<br />

Infrastructure:<br />

• Strengthen the <strong>in</strong>frastructure to digitize <strong>in</strong><strong>for</strong>mation <strong>in</strong> knowledge <strong>and</strong> <strong>in</strong><strong>for</strong>mation <strong>in</strong>stitutions.<br />
