National Informatics Centre Project Implementation Guidelines – AGMARKNETlinking all the important Wholesale Markets in the States and Union Territories, the State<strong>Agricultural</strong> <strong>Marketing</strong> Boards, and State <strong>Agricultural</strong> <strong>Marketing</strong> Directorates, under<strong>Agricultural</strong> <strong>Marketing</strong> <strong>Information</strong> Network, by installing computer facilities andconnecting with <strong>NICNET</strong> for Internet and Intranet services.6.2 A large amount of data with more accuracy, can be stored in computer , analysed andretrieved within shortest possible time. AGMARKNET will ensure dissemination of datathrough network to any distance with the help of communication devices for the benefit ofcitizens, farmers, traders, consumers, etc. The improved communication system will enable theproducers to know about probable markets where they can dispose of their produce moreprofitably. The traders and consumers can also derive maximum advantage out of theirpurchases at low communication cost. The modernisation of market information system, willlead to the efficiency in the markets and increased participation of the farmers. This efficiencyof the markets and farmers participation in the markets will be increased. This will increase theincome of the farmers which, in turn, will activate them to increase the agricultural production.6.3 In order to make the <strong>Agricultural</strong> <strong>Marketing</strong> <strong>Information</strong> system demand-driven, User'sGroups comprising the potential users both from the private & public sector need to be formedboth at the State and Central Level. This Group will provide a forum for interaction between thesupplier and the users of the data. At the state level, the Director, <strong>Marketing</strong>/Managing Director,State <strong>Agricultural</strong> <strong>Marketing</strong> Board and at the central level <strong>Agricultural</strong> marketing Advisor tothe Govt. of India can be the chairman / convenor of the group. The group should meet at leasttwice a year and the recommendations of the Group should be implemented for making thesystem needs-based in all respects. Since the Potential members of the Users group themselvesmay not know the utility of the data base, it should be properly marketed at the state level by therespective Board/Directorate for enlisting move and more number of members both from privatesector (traders, exporters, food processors, NGOS, chambers of commerce) and the PublicSector.7.
