4.2 Roadway DrainageThe roadway drainage design shall consist mainly <strong>of</strong> surface flow within the curb and gutter,directed to existing catch basins. If existing curb drainage impairments are encountered withinthe proposed street limits, those facilities shall be reconstructed.4.3 UtilitiesThe consultant shall work closely with utility companies and municipalities to resolve conflictswith the proposed improvements. Utilities that are to be relocated/adjusted by agencies otherthan the <strong>City</strong> shall be notified in writing.4.6 Water QualityDepending on regulatory permits, the consultant shall determine the appropriate structural bestmanagement practices (BMP’s) to be included in the project. A conceptual Storm WaterPollution Prevention Plan (SWPPP) shall be prepared to depict the minimum constructionBMP’s to be incorporated into the contractor’s SWPPP.4.7 Traffic and Staging DesignThe Consultant shall develop staging and detour plans for intersection reconstruction work. Atraffic control plan for construction shall be prepared and incorporated into the bid package.The Consultant shall prepare signing and striping plans for the project.4.9 Construction DocumentsPreliminary PS&E – 65% stage. Preliminary PS&E shall be prepared in conformance with theapproved design development plan. These documents shall include all roadway and structuralplans in the required format and shall be submitted to the <strong>City</strong> and other responsibleparties/governing agencies for review and comments.Preliminary PS&E – 90% stage. Following incorporation <strong>of</strong> <strong>City</strong> (and other pertinent agencies’)comments and approval <strong>of</strong> the 65% PS&E, the construction PS&E shall be completed in detailand submitted to the <strong>City</strong> and responsible parties/governing agencies for review and approval.Final PS&E – 100% stage. Following incorporation <strong>of</strong> <strong>City</strong> (and other pertinent agencies’)comments and approval <strong>of</strong> the 90% PS&E, submit final (100% PS&E) for final approval. TheConsultant shall make sure that the final PS&E package includes all mitigation measures as maybe required by the approved environmental documents and regulatory permits.Page 16
