search utilises a name-matching algorithm; because of the nature of the search (name-based) itis crucial that the identity of the Applicant is accurately verified.It is essential to accurately identify the Applicant and determine they are who they purport tobe, through the use of the NPCS Application/Consent Form.This 100-point check forms part of the “National Police Checking Service (NPCS) -Application/Consent Form” as updated from time to time, and ensures that any police historyinformation disclosed relates to the Applicant. It also limits the potential for incorrect orunauthorised disclosure of an unrelated person’s police history information without theirknowledge or consent.4.1. OBLIGATION TO VERIFY APPLICANT’S IDENTITY<strong>Accredited</strong> agencies must ensure that the identity of the Applicant has been verified prior tosubmitting an Application for a National Police History Check to <strong>CrimTrac</strong>. Access to the NPCSmay be suspended if an accredited agency has not properly verified the identity of theApplicant.The 100-point check is required to be undertaken prior to each and every National Police HistoryCheck request submitted to <strong>CrimTrac</strong>. This applies to the renewal (e.g. Working with ChildrenCheck, security clearance) of a previously submitted check. Please note that the identityverification process may be impacted upon by legislation.4.2. PROCEDURE FOR VERIFYING APPLICANT’S IDENTITYThe 100-point check prescribed on the Application form is used to ensure that the actualidentity of an Applicant for a NPCS has been established. There are exceptions for the 100-pointcheck and these are detailed in the Application form. The exceptions apply in limitedcircumstances.<strong>Accredited</strong> agencies or their customers must either sight the original or certified true copies ofthe personal identity documents (NB: Scanned or photocopied certified copies are notacceptable). It is the responsibility of the accredited agency to ensure that personal identitydocuments totalling the minimum 100 points have been provided.A certified copy means a document that has been certified as a true copy of an original document by aperson listed in Schedule 2 of the Statutory Declarations Regulations 1993 (Cth) and is available fromhttp://www.comlaw.gov.au by searching for “Statutory Declarations Regulations 1993”.4.3. PERSONAL DETAILS TO BE PROVIDED BY APPLICANTThe Applicant must provide the minimum personal information as detailed in the agreement foraccess to the NPCS. This personal information is captured in the NPCS Application/Consent Formand should be checked against the personal identity documents provided for the 100-pointcheck. Any discrepancies should be followed up with the Applicant and resolved prior to theNational Police History Check request being submitted to <strong>CrimTrac</strong>.UNCLASIFIED34
