An investment in computer and Internet technology would be an ideal answer to theproblem.10.5 Lessons learntThere are a number <strong>of</strong> lessons learnt by the Padare Odzi chapter in their implementation <strong>of</strong> their projectwhich focuses on gender-based violence:Programming• Inter-agency collaboration is effective where there is prior mutual agreement on a buy-in that allowsall parties to have mutual control <strong>of</strong> the implementation process.• Beneficiary participation in project design is vital for ensuring that programme design is tailored tomeet community needs.Implementation• The process <strong>of</strong> needs assessment, programme design and implementation must be timed to avoidbeneficiary anxiety which arises from delayed intervention.• Sequential implementation <strong>of</strong> programme objectives is essential for achieving the desired impact <strong>of</strong>the interventions.Monitoring and Evaluation• Visibility <strong>of</strong> development agencies at community level is a pre-requisite for securing continuouscommunity support for the intervention.• Community participation in indicator development strengthens community-based tracking <strong>of</strong> progressand accountability10.6 Way forwardIn order to attain Padare's national aim <strong>of</strong> “men taking a leading role in building a gender-just society” (asa strategy for fighting the spread <strong>of</strong> HIV), the Odzi chapter seeks to scale up the gender-based violenceand HIV prevention and management interventions among vulnerable populations <strong>of</strong> the community.Specifically, the programme focuses on identifying, challenging and dealing with GBV in its different forms,providing counselling skills, promoting behaviour change, engaging in capacity building and spelling outreferral systems. Given their commitment to systematic participatory practices and their deeply evaluativeapproach, they expect to be able to replicate their project principles into the other Padare chapters,wherever there is a need.10.7 ConclusionAlthough the Odzi Padare GBV project is the most recently implemented <strong>of</strong> the projects documented inthis <strong>Best</strong> Practice report, it has already shown signs <strong>of</strong> success. It stands out from the other projects because<strong>of</strong> its unique focus on men; in the other projects reported here, the focus was mainly on women. Theopportunity to visit this project, and to interact with humble, yet empowered men with a passion forregaining the humanity and dignity <strong>of</strong> what it means to be 'real men' was highly inspirational. It encouragedus to believe in the possibility <strong>of</strong> a better future for gender relations.83
