HOUSING LAND IN FYLDEIntroductionAt the end of March each year, a survey is undertaken throughout the <strong>Borough</strong> toassess the availability of housing land and to calculate the amount of newdevelopment which has taken place during the preceding year. The results of thesurvey enable the <strong>Council</strong> to monitor the uptake of housing land.This <strong>Schedule</strong> sets out the results of that survey, giving some key facts regardingrecent housing completions and planning permissions granted, comparisons withprevious years and an assessment of the current housing land situation in <strong>Fylde</strong>.It is important to note that the National Planning Policy Framework (NPPF) waspublished on 27 th March <strong>2012</strong> three days before the end of the monitoring period.Paragraphs 47-55 Delivering a Wide Choice of Quality Homes replace the policiespreviously provided by PPS3 <strong>Housing</strong>, which is referred to in this document.http://www.communities.gov.uk/planningandbuilding/planningsystem/planningpolicy/planningpolicyframework/1


SECTION 1: HOUSING LAND POSITIONPlanning Policy Statement 3 (PPS3), was replaced by the National Planning PolicyFramework on the 27 th March <strong>2012</strong>, 3 days before the end of the monitoring period.Policies on Delivering a Wide Choice of High Quality Homes are provided fromparagraph 47 to 55.In <strong>Fylde</strong> <strong>Borough</strong>, the <strong>Council</strong> has monitored housing permissions and completionsfor many years latterly at a base date of 31 st March.<strong>Housing</strong> CompletionsBetween 1st April 2011 and 31st March <strong>2012</strong>, 141 dwellings were completed 1 . Greenfield/Brownfield CompletionsGreenfield sites are those that have not been previously developed. Conversely,brownfield sites are those that have been developed in the past, such as derelictsites and redundant buildings. PPS3 was replaced by the NPPF on 27 th March <strong>2012</strong>. Paragraph 58 refers tooptimising the potential of the site to accommodate development. To do this, closeattention must be paid to the densities achieved on new housing developments,avoiding those developments which make inefficient use of land (those less than 30dwellings per hectare) and encouraging housing developments which make moreefficient use of land (between 30 and 50 dwellings per hectare).Of the completions this year 30% were less than 30 dwellings per hectare, 61%were between 30 and 50 dwellings per hectare and 9% were greater than 50dwellings per hectare.3


Planning Permissions Granted April 2007 to March <strong>2012</strong>During 2011/<strong>2012</strong>, planning permissions were granted for a total of 174 newdwellings, of these, 133 were new build and 41 through change of use/conversion.The total number of new dwellings approved represents an decrease on the totalnumber of dwellings approved in the previous year as shown below:New Planning Permissions Granted (net) 2007 to <strong>2012</strong>Year New build Conversions Totalapprovals approved2007/08 37 11 482008/09 85 25 1102009/10 204 2 2062010/11 176 14 1902011/12 133 41 174The number of new build approvals has decreased from last year.<strong>Housing</strong> <strong>Land</strong> SupplyAt 31st March <strong>2012</strong>, there were 859 dwellings with planning permission of which266 were under construction and 593 had not commenced.
