UNIVERSITY OF MADRASDEGREE OF DOCTOR OF PHILOSOPHY (<strong>Ph</strong>.D.)Revised Regulations effective from July 2010)1. PREAMBLEThe <strong>Degree</strong> of Doctor of <strong>Ph</strong>ilosophy (<strong>Ph</strong>.D.) is awarded to a c<strong>and</strong>idate who, asper these regulations, has submitted a thesis on the basis of original <strong>and</strong> independentresearch in any particular discipline or involving more than one discipline (interdisciplinary),that makes a contribution to the advancement of knowledge, which isapproved by Board of examiners as required.2. ELIGIBILITYFor purposes of admission to the <strong>Ph</strong>.D. programme, a c<strong>and</strong>idate should haveobtained a Master’s <strong>Degree</strong> with 55% marks in the qualifying examination. For SC/STc<strong>and</strong>idates <strong>and</strong> <strong>for</strong> c<strong>and</strong>idates who have completed the PG degree be<strong>for</strong>e 1991, theminimum will be only 50% <strong>for</strong> admission to the <strong>Ph</strong>.D programme.Admissions <strong>for</strong> <strong>Ph</strong>.D. programme can be made four times in a year, i.e.,January, April, July, <strong>and</strong> October. <strong>Application</strong>s can be obtained from theUniversity on payment of prescribed fee. For SC/ST c<strong>and</strong>idates the applicationshall be issued free of cost on production of two copies of community certificateduly attested by a Gazetted Officer with superscription as “<strong>for</strong> SC/ST C<strong>and</strong>idatesonly” made on such application <strong>for</strong>ms. C<strong>and</strong>idates should submit their applicationson or be<strong>for</strong>e the first working day of a quarter, viz., January, April, July <strong>and</strong> October.Admission to <strong>Ph</strong>.D. program shall be completed in the first month itself in eachsession. Registrations <strong>for</strong> <strong>Ph</strong>.D. may be done throughout the year.3. REGISTRATION FOR THE <strong>Ph</strong>.D. PROGRAMMEThere shall be the following categories of c<strong>and</strong>idates registered <strong>for</strong> the <strong>Ph</strong>.D.programme:a. Full-time scholar (with or without stipend or fellowship)b. FULL-TIMEThe following c<strong>and</strong>idates are eligible to register <strong>for</strong> the full-time <strong>Ph</strong>.D.programme. A c<strong>and</strong>idate who has qualified <strong>for</strong> :a. Master’s <strong>Degree</strong> in the faculties of Arts, Sciences, Fine Arts, Languages,Commerce, Education, Management Science of this University or equivalentthereto.

Master’s <strong>Degree</strong> in the faculties of Law, Engineering, Technology,Architecture <strong>and</strong> Medicine including the <strong>Degree</strong> of Doctor of Medicine (M.D.or M.R.C.P), or Master of Surgery (M.S. or F.R.C.S./M.R.C.S.), IndianMedicine, Veterinary Science, M.<strong>Ph</strong>arm. <strong>and</strong> Agriculture of this University orequivalent thereto.c. M.B.B.S. <strong>Degree</strong> with two years of Senior House Surgeoncy /Special trainingor equivalent thereof recognized by the Medical Council of India or competentauthority.d. Bachelor’s <strong>Degree</strong> in Veterinary Science, Ayurveda, Siddha, Homeopathy,Unani Medicines etc. ,with two years Senior House Surgeoncy/equivalentspecial training in related disciplines of two years duration.e. ACA, FCA, AICWAI, ACSI qualifications of the Institute of CharteredAccountants of India, Institute of Cost <strong>and</strong> Works Accountants of India <strong>and</strong>Institute of Company Secretaries of India provided the c<strong>and</strong>idates havesecured: i) One of the above qualifications after the lapse of at least two yearsafter obtaining a University UG degree from any recognized University <strong>and</strong> ii)55% or more marks in the aggregate in the qualifying degree examination.f. Research fellows/Research Assistants/Technical Assistants/ProjectFellows/Project Assistants/Training Officers in extension departmentsapproved by the University, appointed in the research projects funded byrecognized agencies/Government are also eligible to register <strong>for</strong> <strong>Ph</strong>.D. on afull-time basis in the same department provided they satisfy the eligibilitycriteria laid above:3.2. PART-TIME (INTERNAL)A c<strong>and</strong>idate, possessing any one of the qualifications prescribed underRegulation 2 supra <strong>and</strong> falling under any of the following categories, is eligible toconduct research on a Part-time basis (i.e., can conduct research while continuing asteacher, Executive etc.):a. A teacher working in the Department of the University or in an affiliatedCollege of the University, Higher Secondary School or High School orPolytechnic within the territorial jurisdiction of the University providedb. Teachers of affiliated colleges holding NET/SLET/qualification or M.<strong>Ph</strong>il.degree with one year of teaching experience after M.<strong>Ph</strong>il degree <strong>and</strong>Teachers of Higher Secondary Schools/High School <strong>and</strong> Polytechnic with twoyears of experience after the qualifying degree be allowed to register <strong>for</strong> <strong>Ph</strong>.D(part-time) programme.c. A c<strong>and</strong>idate employed other than as a teacher in a permanent job in aregistered firm/institution, within the territorial jurisdiction of the University witha minimum of FOUR YEARS of total working experience, after the qualifyingdegree <strong>and</strong> satisfying the rules framed separately by the Syndicate from timeto time.d. Research Assistants/Technical Assistants appointed on a permanent basis bythe University are eligible to register <strong>for</strong> <strong>Ph</strong>.D. programme on Part-time basisafter confirmation of service.


e. C<strong>and</strong>idate with M.L. <strong>Degree</strong> practicing as an advocate in any Court of Law orserving as a Legal Advisor to/in a registered firm/institution within the territorialjurisdiction of the University with a minimum of FOUR YEARS of total workingexperience after qualifying degree.3.3. PART-TIME (EXTERNAL)Not withst<strong>and</strong>ing anything contained in these regulations, c<strong>and</strong>idatespossessing anyone of the qualifications from the University of Madras or from anyother University recognized by the Syndicate as equivalent thereto, prescribed underRegulation 3.2 supra, <strong>and</strong> employed as a teacher, scientist or in any other relatedcapacity (as recommended by the department Selection Committee of the concerneddepartment) in National/State level institutions, Universities, Research <strong>and</strong>Development (R&D) Centers/Laboratories <strong>and</strong> institutions outside the territorialjurisdiction of this University, in India <strong>and</strong> abroad, who are permitted by the respectiveorganizations <strong>for</strong> pursuing research leading to the <strong>Ph</strong>.D. <strong>Degree</strong> of this University on aPart-time basis, while continuing in employment, may be permitted to register <strong>for</strong> the<strong>Ph</strong>.D. programme on a Part-time basis as external c<strong>and</strong>idates two years afteracquiring qualifying degree. These c<strong>and</strong>idates are expected to do research in theirplace of employment <strong>and</strong> in addition, they should undergo such course work,examination <strong>and</strong> research work as may be prescribed by the supervisor/doctoralcommittee <strong>for</strong> a minimum of SIX MONTHS during the research period directly underthe supervisor in this University. In addition to the Supervisor from this University, theyshall have a joint supervisor from the institution where they are employed, providedsuch a supervisor is recognized as supervisor <strong>for</strong> <strong>Ph</strong>.D. programme by this Universityor the host University. In the case of non-availability of a recognized supervisor in theinstitution, the c<strong>and</strong>idate’s research work shall be monitored by the Head of theinstitution.4. DURATION OF RESEARCH4.1. FULL-TIMEA c<strong>and</strong>idate registered as a full-time scholar <strong>for</strong> the <strong>Ph</strong>.D. programmepossessing any one of the above qualifications as mentioned in Section 3 supra shallwork continuously in the department under a supervisor <strong>for</strong> a minimum period ofTHREE YEARS after provisional registration <strong>and</strong> be<strong>for</strong>e submission of the thesis.4.2. PART-TIMEA c<strong>and</strong>idate registered <strong>for</strong> the <strong>Ph</strong>.D. programme as a part-time scholar (bothinternal <strong>and</strong> external) shall work <strong>for</strong> a minimum period of FOUR YEARS afterprovisional registration, be<strong>for</strong>e submission of the Thesis.


4.3. EXEMPTIONExemption of ONE YEAR from the minimum duration required is permissible inrespect of c<strong>and</strong>idates who possess an M.<strong>Ph</strong>il./M.<strong>Ph</strong>il. on INTER-DISCIPLINARY basisor M.Litt. (in the relevant subject) or Master’s <strong>Degree</strong> in the faculties of Law.4.4. CONVERSION OF FULL-TIME REGISTRATION INTO PART-TIME AND VICE-VERSANotwithst<strong>and</strong>ing anything prescribed in these regulations, the University maypermit conversion from Full-time research to Part-time research <strong>and</strong> vice-versa inrespect of c<strong>and</strong>idates registered, <strong>for</strong> valid reasons <strong>and</strong> subject to satisfying theregulations, rules <strong>and</strong> conditions in <strong>for</strong>ce. The period put in by the c<strong>and</strong>idate will beworked out in the ratio of 2:3 <strong>for</strong> research put in be<strong>for</strong>e <strong>and</strong> after such conversion.4.5. RESIDENTIAL REQUIREMENTSa. A c<strong>and</strong>idate registered on a full-time basis shall work under continuoussupervision <strong>for</strong> the minimum period of research prescribed supra after thedate of provisional registration <strong>and</strong> be<strong>for</strong>e submission of the thesis in thedepartment or institution.b. A c<strong>and</strong>idate registered on a part-time (internal) basis in all the subjects exceptin those involving laboratory work shall work at least <strong>for</strong> TWO MONTHS inevery academic year during the course of research at the institution where thesupervisor is attached. The supervisor has to issue the attendance certificatethrough the Principals/Heads of Departments of the University to theController of Examinations.c. A c<strong>and</strong>idate who has been permitted to register on a part-time(internal) basisin subjects involving laboratory work in an institution other than where they areworking, shall be required to work <strong>for</strong> a minimum total period of EIGHTMONTHS in the institution directly under supervisor. If required, the period ofEIGHT MONTHS of residency may be spent in FOUR SPELLS OF NOTLESS THAN TWO MONTHS each during an academic year in the course oftheir research.d. A c<strong>and</strong>idate registered <strong>for</strong> the <strong>Ph</strong>.D. programme as a part-time externalc<strong>and</strong>idate is expected to do research in his/her place of employment <strong>and</strong> inaddition he/she should undergo such course work, examination <strong>and</strong> researchwork as may be prescribed by the University/Supervisor/Doctoral Committee<strong>for</strong> a minimum period of SIX MONTHS during the research period directlyunder the supervisor of this University.e. in all the above cases (a), (b), (c) <strong>and</strong> (d), the research work shall bemonitored by the Doctoral Committee hereinafter prescribed, through reportsONCE IN SIX MONTHS submitted by both Full-time students <strong>and</strong> part-timestudents in the prescribed Pro<strong>for</strong>ma (Appendix C).


5. APPLICATION FOR PROVISIONAL REGISTRATIONA c<strong>and</strong>idate applying <strong>for</strong> provisional registration shall furnish all the in<strong>for</strong>mationinter alia in the <strong>for</strong>m prescribed together with the fee prescribed.Every applicant who satisfies all the conditions <strong>and</strong> procedures prescribed shall,after approval by the University, be provisionally registered <strong>for</strong> the <strong>Ph</strong>.D. programme.Registration <strong>for</strong> the <strong>Ph</strong>.D. programme must be done by the c<strong>and</strong>idate withinTWO months after getting the permission from the University. A delay by SIX months<strong>for</strong> registration can be accepted with a penal fee of Rs.3000/- <strong>and</strong> reasons <strong>for</strong> thedelay must be submitted. Also the delay in registration can also be accepted uptoONE year with a penal fee of Rs.10000/- <strong>and</strong> the reasons <strong>for</strong> the late registration mustbe submitted. Exactly after ONE year from the date of permission, if the c<strong>and</strong>idatefails to apply <strong>for</strong> provisional registration he/she should not be allowed to pursue theresearch.For inter-disciplinary research the proposal under inter-disciplinary researchshould be submitted in the prescribed <strong>for</strong>mat (Appendix A) duly approved by thedepartmental committee along with the minutes <strong>and</strong> <strong>for</strong>warded by the supervisor <strong>and</strong>Head of the Department concerned.6. RESEARCH INSTITUTIONS6.1. A c<strong>and</strong>idate may be permitted to pursue research leading to the award of the<strong>Ph</strong>.D. degree in any one of the following institutions subject to satisfyingconditions of eligibility, availability of supervisor <strong>and</strong> necessary facilities.a. The departments/Centres of study <strong>and</strong> research of the University <strong>and</strong>Endowment Chairs in the University.b. Postgraduate departments of colleges affiliated to the University <strong>and</strong>recognized as having necessary facilities <strong>for</strong> carrying out research leading tothe award of the <strong>Ph</strong>.D. degree in the branch of study concerned by the dueUniversity procedures, even if the department does not offer anundergraduate course in the said branch/discipline provided that thedepartment in an affiliated college should have been offering thePostgraduate course concerned <strong>for</strong> a minimum period of THREE YEARS.c. The departments of colleges affiliated to the University offering any branch ofstudy as main subject <strong>for</strong> the first degree at the undergraduate level <strong>and</strong>recognized as having necessary facilities <strong>for</strong> carrying out research leading tothe award of the <strong>Ph</strong>.D. degree in the branch of study concerned by the dueUniversity procedures even if the department does not offer a Postgraduatecourse in the said branch/discipline, provided that the department in anaffiliated college should have been offering the undergraduate courseconcerned <strong>for</strong> a minimum period of THREE YEARS.d. All India Research Institutions <strong>and</strong> Regional Research Institutions dulyrecognized by the University.


e. Well-equipped R&D Centers/Laboratories of public <strong>and</strong> private sectorundertakings located in the territorial jurisdiction of the University recognizedby the University as having necessary facilities <strong>for</strong> carrying out research at anadvanced level.6.2 The Syndicate may permit c<strong>and</strong>idates who are working as teachers or inother related capacity such as Research Assistants/ResearchOfficers/Technical Assistants/Project Officers in a Department of an affiliatedcollege recognized <strong>for</strong> research leading to the award of the <strong>Ph</strong>.D. degree toregister <strong>for</strong> the <strong>Ph</strong>.D. programme under a supervisor in another institution inthe neighbourhood within the territorial jurisdiction of the University <strong>and</strong>approved by the University <strong>for</strong> the purpose.6.3 Teacher <strong>and</strong> Non-Teacher c<strong>and</strong>idates can register <strong>for</strong> the part-time <strong>Ph</strong>.D.programme with a qualified supervisor in any affiliated college in nonlaboratorycourses in Humanities, Languages, Social Sciences, Commerce,Mathematics <strong>and</strong> Statistics.7. SUPERVISOR FOR RESEARCHEvery scholar registered <strong>for</strong> the <strong>Ph</strong>.D. programme shall work under thecontinuous supervision of a recognized supervisor. For inter-lingual/inter-disciplinaryresearch, a scholar shall have a co-guide.A supervisor shall not guide his/her immediate or close relative <strong>and</strong> to this effecthe/she shall furnish a declaration in the column provided in the application <strong>for</strong>m <strong>for</strong>admission. A supervisor shall not be permitted to register c<strong>and</strong>idates <strong>for</strong> <strong>Ph</strong>.D. in thelast one year of his/her service.7.1. QUALIFICATION AND RECOGNITION7.1.1. A person who is in permanent employment may be recognized as a supervisor<strong>for</strong> guiding students leading to the award of the <strong>Ph</strong>.D. degree in any facultyincluding Medicine, Law, Engineering <strong>and</strong> Technology <strong>and</strong> Architectureprovided he/she possesses the following:a. A <strong>Ph</strong>.D. degree of this University or of any other University recognized by theSyndicate as equivalent thereto.b. A minimum of TWO YEARS of either teaching or research experience afteracquiring the <strong>Ph</strong>.D. degree.c. A minimum of TWO research publications other than his/her <strong>Ph</strong>.D. work <strong>and</strong>after the award of <strong>Ph</strong>.D. <strong>Degree</strong> which is published in National/Internationalrefreed journals in the case of all Sciences or equivalent published work asbooks or chapters in edited books, in the case of Arts <strong>and</strong> Humanities. Theapplicant should be either the first author or the corresponding author in suchpublications.7.1.2. Emeritus Scientists/Fellows/Professors of the University Departments oraffiliated institutions recognized <strong>for</strong> research by the University who are fundedby UGC/CSIR/ICAR <strong>and</strong> other Governmental/Non-Governmental fundingagencies could be permitted to guide <strong>Ph</strong>.D. students provided:


a. They may be allowed to guide <strong>Ph</strong>.D. scholars till they hold the above saidpositions or they complete the age of 70 years. However, they shall not beallowed to register c<strong>and</strong>idates beyond 65 years.b. The maximum permissible number of c<strong>and</strong>idates to be registered <strong>for</strong> the<strong>Ph</strong>.D. programme is only FOUR.7.1.3. Librarians, Deputy Librarians, Assistant Librarians, Directors of <strong>Ph</strong>ysicalEducation, Deputy Directors <strong>and</strong> Assistant Directors of <strong>Ph</strong>ysical Education whoare working in the University or in the affiliated colleges or in recognizedresearch institutions of the University may be permitted to guide a maximum ofEIGHT c<strong>and</strong>idates (part-time only) at any given time in their respective field ofspecialization.7.1.4. Teachers who are appointed in the University or in Affiliated Colleges of theUniversity or in the recognized research institutions of the University areautomatically recognized as <strong>Ph</strong>.D. guides; provided he/she has alreadyobtained recognition to guide <strong>Ph</strong>.D. in other University/College/Institution;provided they fulfill the requirements of University of Madras.7.1.5. Qualified teachers / Researchers / Scientists working in Universities / Researchinstitutions who enter into MoU with University of Madras will be recognized <strong>for</strong>co-guideship as per rules in <strong>for</strong>ce from time-to-time.7.2. NUMBER OF CANDIDATES UNDER A SUPERVISORThe total number of c<strong>and</strong>idates who can be registered <strong>for</strong> the <strong>Ph</strong>.D.programme, both full-time <strong>and</strong> part-time under a supervisor, at any point of time shallnot exceed EIGHT (including re-registered c<strong>and</strong>idates) <strong>for</strong> a supervisor working in theUniversity departments, affiliated colleges <strong>and</strong> research institutions:7.3. CHANGE OF SUPERVISORS AND TRANSFER OF SCHOLARSa. Transfer of <strong>Ph</strong>.D. scholars from one supervisor to another supervisor can beeffected, with mutual willingness given by both the present <strong>and</strong> proposedsupervisors.b. In the case of change of supervisor or transfer of c<strong>and</strong>idates is proposedwithout the consent of any one of the parties concerned, the matter shall bereferred to the Board of Research Studies, whose decision shall be final.c. The supervisors who wish to avail leave/lien/deputation beyond a period ofSIX MONTHS shall nominate co-guides in the concerned subject <strong>for</strong> thec<strong>and</strong>idates registered with them <strong>and</strong> the fact may be intimated to theUniversity well in advance.7.4. WITHDRAWAL OF RECOGNITIONIf a Supervisor is found to involve in plagiarism, moral turpetitude withfraudulent academic accomplishments <strong>and</strong> other activities prejudicial to the reputationof the University, etc., his/her guideship will be summarily withdrawn without assigningany reason thereof.


8. CANCELLATION OF THE <strong>Ph</strong>.D. REGISTRATIONa. In case of c<strong>and</strong>idates who do not possess an M.<strong>Ph</strong>il. degree, who have nottaken Part I course work <strong>and</strong> examination <strong>and</strong> the minutes of the meeting ofthe Doctoral Committee <strong>for</strong> them are not <strong>for</strong>warded to the University <strong>for</strong>confirmation of provisional registration on completion of ONE year ofprovisional registration, their registration shall be cancelled by the Universityon completion of 18 months from the date of provisional registration.b. In case of recommendation <strong>for</strong> cancellation of the registration by thesupervisor, the c<strong>and</strong>idate shall be intimated about the grounds on which theregistration is being proposed <strong>for</strong> cancellation.c. In case of any representation from the c<strong>and</strong>idate/supervisor, theDean/Director (Research) after consulting the Supervisor <strong>and</strong> the c<strong>and</strong>idateshall refer the matter to the Board of Research Studies, which may eithersuggest cancellation or change of supervisor depending on the merit of thecase. The decision of the Board of Research Studies shall be final.9. DOCTORAL COMMITTEEFor every c<strong>and</strong>idate [full-time, part-time (internal <strong>and</strong> external)] registered <strong>for</strong>the <strong>Ph</strong>.D. programme, a Doctoral Committee of not less than THREE members of thefaculty who are recognized supervisors, shall be constituted with the approval of theUniversity as follows:In respect of c<strong>and</strong>idates registered <strong>for</strong> the degree under a supervisor, either asFull-time or Part-time (internal <strong>and</strong> external), the Doctoral Committee shall consist ofthe supervisor as its convener, the Head of the Department concerned, providedhe/she is a recognized supervisor, <strong>and</strong> one other member from institutions in theneighbourhood, who is an expert in the subject <strong>and</strong> also a recognized supervisor <strong>for</strong>guiding <strong>Ph</strong>.D. scholars in that institution.In respect of inter-disciplinary research, the co-guide shall also be included as amember, in addition to those mentioned above.The Doctoral Committee shall have the functions as prescribed in Appendix B.The scholars both full time <strong>and</strong> part time shall submit Progress Reports in theprescribed <strong>for</strong>m (Appendix C) ONCE IN SIX MONTHS once in a year respectively <strong>and</strong>the same should be submitted to the University in time.10. EXAMINATION AND EVALUATION10.1.1. PART-I: COURSE WORK EXAMINATION AND EVALUATIONEvery c<strong>and</strong>idate provisionally registered <strong>for</strong> the <strong>Ph</strong>.D. programme shall undergocourse work in the first year. The course work consists of the following:Paper I :Paper II :Paper III :Research MethodologyAn advanced paper in the subject concernedBackground Paper relating to his/her <strong>Ph</strong>.D. work.


The syllabus <strong>for</strong> Paper-I will be framed by the respective Schools <strong>for</strong> each discipline(Languages, Arts, Humanities, Sciences <strong>and</strong> Basic Medical Sciences). The syllabi <strong>for</strong>the Papers II & III will be prescribed by the Doctoral Committee.10.1.2. SCHEME OF EXAMINATIONS:The Doctoral Committee will conduct the written examinations <strong>for</strong> all the threepapers, each of three hours duration carrying 100 marks each <strong>and</strong> also the Viva-Voce.The results will be communicated by the Supervisor to the Dean/DIRECTOR(Research) with the answer scripts <strong>and</strong> questions along with the Minutes of theMeeting of the Doctoral Committee.On the basis of these examinations, provisional registration of the c<strong>and</strong>idate willbe confirmed by the University. He/She shall be permitted to proceed with his/herresearch work <strong>and</strong> submit the thesis at the expiry of minimum total period of researchprescribed after provisional registration. The c<strong>and</strong>idate should give seminarsperiodically after the confirmation of registration in the general field <strong>and</strong> in the topicsconnected with his/her research work.The Doctoral Committee will periodically have to monitor the progress of thework of the scholar <strong>and</strong> the report may be sent to the University without fail once in ayear.C<strong>and</strong>idates who possess M.Litt. or M.<strong>Ph</strong>il. or M.L., M.Tech., M.Arch., M.D.,M.S., qualifications in the same discipline/field of research are eligible <strong>for</strong> exemptionfrom undergoing the written examinations of all the three papers. If the degrees arenot in the same discipline, they are exempted only from Paper-I ResearchMethodology <strong>and</strong> shall undergo written examinations <strong>for</strong> Paper-II <strong>and</strong> III. Like otherc<strong>and</strong>idates they should give seminars periodically in the general field <strong>and</strong> topics ofhis/her research work. Their research work will be periodically to monitored by theDoctoral Committee, as in the case of other c<strong>and</strong>idates.10.2 PART-II: SUBMISSION OF SYNOPSIS AND THESIS10.2.1. SUBMISSION OF SYNOPSISNot less than THREE months be<strong>for</strong>e the submission of the thesis, everyc<strong>and</strong>idate shall submit to the University, through the Supervisor or the Convener of theDoctoral Committee wherever pertinent, a Synopsis (SIX COPIES) of the proposedthesis together with the certificate of the doctoral committee vide (Appendix-B), <strong>and</strong>stating the title of the thesis to be presented in the prescribed application <strong>for</strong>m alongwith the prescribed fee. The c<strong>and</strong>idate shall in<strong>for</strong>m the probable date of submission ofhis/her thesis in the application. The synopsis shall be submitted both in the <strong>for</strong>m ofhard <strong>and</strong> soft copy in CD. The hard copy should not exceed 20 type written or printedpages (one side only of A4 size).Be<strong>for</strong>e the submission of the synopsis, the c<strong>and</strong>idate should present a seminaron his/her data <strong>for</strong> the <strong>Ph</strong>.D. thesis <strong>and</strong> the Doctoral Committee should send asuitability report of the same while <strong>for</strong>warding the synopsis.Not later than SIX MONTHS after the submission of the synopsis <strong>and</strong> after theexpiry of the minimum period of research prescribed, every c<strong>and</strong>idate shall submitprescribed application <strong>and</strong> FIVE COPIES of thesis embodying the results of the


esearch carried out by him/her along with the prescribed application <strong>and</strong> fee . Inaddition, the thesis shall also be submitted in the <strong>for</strong>m of soft copy in CD.10.2.2. SUBMISSION OF THESIS:The c<strong>and</strong>idate shall publish one(<strong>for</strong> humanities <strong>and</strong> social sciences) or two (<strong>for</strong>all sciences) research papers in referred journals be<strong>for</strong>e the submission of thesis <strong>and</strong>should produce evidence <strong>for</strong> the same in the <strong>for</strong>m of acceptance letter or reprint whilesubmitting the thesis.The title page of the thesis, cover, <strong>for</strong>mat, etc., should strictly con<strong>for</strong>m to the<strong>for</strong>mat of presentation as prescribed (Appendix-D) <strong>and</strong> the thesis (all copies) shouldcarry a declaration by the c<strong>and</strong>idate (Appendix-E) <strong>and</strong> certificate (Appendix-E1) dulysigned <strong>and</strong> issued by the Supervisor. The thesis should NOT be hard bound <strong>and</strong> itshould have a thin <strong>and</strong> flexible cover.No c<strong>and</strong>idate shall ordinarily be permitted to submit the thesis after a period ofFIVE YEARS in the case of Full-time research scholars <strong>and</strong> SIX YEARS in the case ofPart-time research scholars; Provided that the University may <strong>for</strong> valid reasons <strong>and</strong> onthe recommendations of his/her supervisor, grant extension of time <strong>for</strong> not more thanTWO YEARS in all, to the c<strong>and</strong>idates. The registration of a c<strong>and</strong>idate, who is not ableto submit his/her thesis even after the grant of extension of TWO YEARS, st<strong>and</strong>scancelled, if not re-registered.The <strong>Ph</strong>.D. Thesis/Synopsis may generally be written in English (<strong>for</strong> subjectsother than languages). However, the thesis may also be written in Tamil <strong>and</strong>submitted.10.2.3.SUBMISSION OF THESIS BEFORE THE MINIMUM PRESCRIBED PERIODNotwithst<strong>and</strong>ing anything contained in these regulations regarding the minimumperiod of research to be put in by c<strong>and</strong>idates be<strong>for</strong>e becoming eligible to submit theirtheses <strong>for</strong> the degree, it shall be competent <strong>for</strong> the Syndicate, to permit c<strong>and</strong>idates tosubmit their theses earlier by a period of not exceeding six months provided suchrequests <strong>for</strong> earlier submission from c<strong>and</strong>idates is accompanied by.a. The recommendations of the supervisor <strong>for</strong> relaxation based on thesatisfactory completion of the research work <strong>for</strong> the thesis topic with evidencethat the c<strong>and</strong>idate has been working consistently even prior to his provisionalregistration <strong>for</strong> the <strong>Ph</strong>.D. degree, on the topic of his research; <strong>and</strong>b. Evidence of having completed the required work <strong>for</strong> the thesis by way of atleast four publications in the topic of <strong>Ph</strong>.D. research in recognized, referred oraccredited journals as first author after one year of his/her provisionalregistration. This case will be referred to a special committee constituted <strong>for</strong>this purpose by the Vice-Chancellor tin consultation with Chairman, BOS <strong>and</strong>Dean(Research) <strong>and</strong> the report will be placed be<strong>for</strong>e the Syndicate.10.3. RE-REGISTRATIONA c<strong>and</strong>idate who has not submitted the thesis at the end of SEVEN(Fulltime)/EIGHTYEARS(part-time), may choose to re-register under the same supervisorin the same topic with the prescribed fees in continuation of the date of expiry of themaximum period as prescribed. In such instances, the re-registered c<strong>and</strong>idate shall


e permitted to submit his/her thesis after a period of ONE YEAR but not later thanTWO YEARS.For re-registered c<strong>and</strong>idates with change of supervisor <strong>and</strong>/or area of researchthe required period would be similar to that of freshly registered c<strong>and</strong>idates.10.4. ADJUDICATION OF THE <strong>Ph</strong>.D. THESIS10.4.1. PANEL OF EXAMINERSAfter the submission of synopsis/thesis, the supervisor is advised to submit thepanel of Examiners <strong>for</strong> the c<strong>and</strong>idate in consultation with the other members of theDoctoral Committee in a sealed cover to the Controller of Examinations in theprescribed <strong>for</strong>mat. In case, the supervisor fails to provide the list of Examiners evenafter TWO monthly reminders, then the concerned Head of the Department may berequested to provide the list of Examiners. If the supervisor happens to be the Head ofthe Department, the panel of examiners shall be obtained from the Chairman of theBoard of Research Studies in consultation with the specialist in that field.10.4.2. BOARD OF EXAMINERSThe Syndicate may appoint a Board of Examiners <strong>for</strong> evaluation of the thesisconsisting of the Supervisor as Convener <strong>and</strong> two other External Examiners i.e. onefrom India <strong>and</strong> one from out side India (Foreign Examiner) from the panel suggestedby the supervisor.However Thesis can be sent <strong>for</strong> evaluation to the second Indian Examinerprovided if all the Three Foreign Examiners in the panel failed to send thecommendation on the Thesis within a reasonable time schedule.Provided further that no close or immediate relative of the c<strong>and</strong>idate/supervisorbe appointed to act as an examiner.10.4.3. EVALUATION OF THE THESISThe Board of Examiners so appointed shall value the thesis <strong>and</strong> report on themerit of the thesis <strong>for</strong> the award of the <strong>Ph</strong>.D. degree. Each examiner is expected togive a detailed report on the thesis apart from a duly filledin pro<strong>for</strong>ma <strong>for</strong> adjudicationin the <strong>for</strong>mat prescribed in Appendix-F.The Board of Examiners shall report on the merit of the c<strong>and</strong>idate as “Highlycommended”, “Commended”, “Not Commended” or “To be Resubmitted”.The two external examiners shall send the individual reports together with theduly filledin pro<strong>for</strong>ma to the convener who will <strong>for</strong>ward the same to the Universitytogether with his/her individual report <strong>and</strong> the duly filledin pro<strong>for</strong>ma <strong>and</strong> also aconsolidated report of the Convener of the Board, bringing out the salient points madein the individual reports.If all the three examiners unanimously recommend the award of the degree, thec<strong>and</strong>idate will be asked to appear <strong>for</strong> a public Viva-Voce Examination.In addition, the c<strong>and</strong>idate should carry out the corrections etc., if any,suggested by the examiners, be<strong>for</strong>e the public viva-voce examination. The supervisor


shall furnish a certificate to this effect, together with the list of corrections, to theUniversity be<strong>for</strong>e the public viva-voce examination.If one of the external examiners recommends the award of the degree <strong>and</strong>other does not recommend the award of the degree, the Syndicate may refer thethesis to a fourth examiner so appointed shall belong to the same category (i.e., fromIndia or outside India) as the original examiner who valued the thesis <strong>and</strong> has notrecommended.The fourth examiner will not be provided with the report of the other examiners.If the fourth examiner recommends the award of the degree, the c<strong>and</strong>idate will beasked to appear <strong>for</strong> a public viva-voce examination prescribed earlier. If the fourthexaminer also does not recommend the award of the degree, the degree will not beawarded to the c<strong>and</strong>idate.If any examiner has in his/her report made some comments <strong>and</strong> suggestedcorrections/modifications/alterations <strong>and</strong> asking the c<strong>and</strong>idate to carry out the same inthe thesis, then the c<strong>and</strong>idate will be in<strong>for</strong>med accordingly through the Supervisor.10.4.4 RESUBMISSION OF THE THESISA c<strong>and</strong>idate whose thesis has not been commended <strong>for</strong> the award of thedegree may be permitted to re-submit it on a second occasion within a period of ONEYEAR from the date of declaration of the results with a specific statement from thec<strong>and</strong>idate <strong>and</strong> the supervisor about the additional research work conducted <strong>and</strong> therevision done in the thesis. The resubmitted thesis shall be referred to the sameexaminer who originally valued the thesis <strong>for</strong> Re-valuation.10.5 PUBLIC VIVA-VOCE EXAMINATIONA c<strong>and</strong>idate whose thesis has been recommended <strong>for</strong> the award of the degreeby the Board of Examiners who valued the thesis, shall submit himself/herself to apublic viva-voce examination conducted by the supervisor <strong>and</strong> one external examinerappointed by the Syndicate in the department/institution where the research work wasconducted. One of the examiners, who valued the thesis, shall, as far as possible, beappointed as external examiner to conduct the public viva-voce examination <strong>for</strong> thec<strong>and</strong>idate. A copy of the thesis of the c<strong>and</strong>idate appearing <strong>for</strong> the public viva-voceexamination shall be deposited in the departmental library <strong>for</strong> perusal of thoseinterested in the thesis be<strong>for</strong>e the conduct of the public viva-voce examination,together with appropriate public notice issued by the supervisor <strong>for</strong> the purpose.Members of the department in the subject concerned where the c<strong>and</strong>idate conductedresearch <strong>and</strong> outside specialists, if any, may participate in the public viva-voceexamination. The supervisor shall convey to the university, the result of such publicviva-voce examination duly endorsed by the external examiner, together with a list ofparticipants in the examination with their signature, designation <strong>and</strong> address. Ac<strong>and</strong>idate who is also successful at the public viva-voce examination shall be declaredto have qualified <strong>for</strong> the <strong>Ph</strong>. D degree by the Syndicate.If <strong>for</strong> any reason, the supervisor is unable to conduct the public viva-voceexamination the Syndicate may appoint a suitable examiner, in his/her place.If <strong>for</strong> any reason the supervisor is unable to conduct the viva-voce examinationeven Two months after the approval of the consolidated report on the <strong>Ph</strong>.D. thesis bythe university <strong>and</strong> after appointment of the viva-voce examiner, the Syndicate may


make alternative arrangements <strong>for</strong> the conduct of the viva-voce examination in time . Ac<strong>and</strong>idate, who is not successful at the public viva voce examination, may bepermitted to take the same on a second occasion, after the expiry of THREE months.If he/she is not successful even on the second occasion at the public Viva-voceexamination, the degree will not be awarded to him/her.No c<strong>and</strong>idate shall be permitted to submit a thesis or to appear <strong>for</strong> the publicViva-voce examination on more than TWO occasions.10.6. FORMAT OF THE DEGREEThe <strong>Ph</strong>.D degree certificate shall incorporate the title of the thesis along withthe name (s) of the faculty /faculties <strong>and</strong> discipline (s) as in Appendices G & G1.In the case of the award of the <strong>Ph</strong>.D degree <strong>for</strong> inter-disciplinary research, thedegree certificate shall bear both the subjects of the c<strong>and</strong>idate’s post – graduatedegree <strong>and</strong> the discipline of the department in which the c<strong>and</strong>idate has conductedhis/her doctoral research mentioning them as “inter-disciplinary”.Along with the degree, the University shall issue a provisional certificatecertifying to the effect that the degree has been awarded in accordance with theprovisions to the regulations of the UGC.11. PUBLICATION OF THE THESISA thesis, whether approved or not, shall not be published in full without thepermission of the syndicate <strong>and</strong> the syndicate may grant permission <strong>for</strong> the publicationunder such conditions as it may impose;Provided that a c<strong>and</strong>idate may during the course of his/her research, publishpapers in st<strong>and</strong>ard <strong>and</strong> research journals, as advised by his/her supervisor, but thethesis as a whole shall not be published without obtaining permission of the syndicatementioned supra.Permission <strong>for</strong> publication of the thesis should be obtained after award of thedegree.However, following the successful completion of the evaluation <strong>and</strong>announcement of the award of <strong>Ph</strong>.D. degree, the University shall submit a soft copy ofthe <strong>Ph</strong>.D. thesis to the UGC within a period of thirty days <strong>for</strong> hosting the same inINFLIBNET, accessible to all Institutions.12.TRANSITORY PROVISIONThese Revised regulations shall come into effect from 1 st July 2010 . However<strong>for</strong> those who are to submit the thesis be<strong>for</strong>e the month of December 2010 the existingRegulation shall prevail upon.

APPENDIX-BFUNCTIONS OF THE DOCTORAL COMMITTEE1. To discuss, advise <strong>and</strong> recommend on all matters connected with the c<strong>and</strong>idate’sresearch from provisional registration till the submission of the thesis.2. To suggest courses to be undertaken by the c<strong>and</strong>idate during the first year of his/herprovisional registration, in the light of his/her attainment <strong>and</strong> with a view to fulfilling therequirements of the research.Such courses of instruction may be given as short-term courses lasting from three tofour months in such subjects as may be chosen by the Doctoral Committee <strong>and</strong>through seminars, discussions, occasional lecturers, laboratory techniques, field work,etc.3. Admission ProcedureAPPENDIX – HThe admission procedures could be completed by the Departmental SelectionCommittee of the University departments/ college admission committee / researchinstitution committee, on the same lines of the M.A./M.Sc./ P.G. admission procedures ofthe University departments provided the following guidelines are adopted:a. The Departmental Selection Committee should be constituted by the Head of theDepartment with two recognized guides in the department with the proposed guide (aminimum of three members should be in the committee) as convener. If only oneguide is available in any department, such department should constitute the abovecommittee with the guides available from the neighboring departments. The minutesof the selection process duly signed by the Departmental / college admissioncommittee shall be appended.b. A check list of certificates (except Transfer Certificate) verified <strong>and</strong> certified by theadmission committee shall be enclosed.c. Every applicant <strong>for</strong> <strong>Ph</strong>.D. must be checked <strong>for</strong> his eligibility, category of Registration,vacancy condition available with the Supervisor etc.d. If the c<strong>and</strong>idates have passed Master’s degree in grading system, they may beasked to get equivalent marks or classification <strong>for</strong> the same from the Universityconcerned <strong>and</strong> the same may be <strong>for</strong>warded to the office with the selected list.viii. The conditions <strong>for</strong> admission prescribed under the regulations in respect of the<strong>Ph</strong>.D. programme should be strictly followed. However, those who have qualified PG degree <strong>and</strong> M.<strong>Ph</strong>il.degree under Open University system without undergoing the pattern of study arealso eligible <strong>for</strong> admission to <strong>Ph</strong>.D. programme.ix. The Head of the Department of the University / The Principal of the College / thedirector of recognized research institution should insist on the production of aneligibility certificate obtained from the Registrar of this University, be<strong>for</strong>e grantingadmission to them in respect of c<strong>and</strong>idates who have passed their qualifyingexamination from other boards / Universities.x.
