Proposal if any submitted under JNNURM <strong>to</strong> the MoUD bealso pursued.• Municipal garbage dump<strong>in</strong>g <strong>in</strong> the wetland by GMDA is <strong>to</strong> be s<strong>to</strong>ppedand moved <strong>to</strong> another place immediately and the wastes treated asper the regulati<strong>on</strong> <strong>in</strong> place. A new technology developed by BARC fordec<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong> and disposal by irradiati<strong>on</strong> be adopted.• All out efforts <strong>to</strong> be made by the authorities c<strong>on</strong>cerned <strong>to</strong> carry outextensive water quality and polluti<strong>on</strong> m<strong>on</strong>i<strong>to</strong>r<strong>in</strong>g studies <strong>on</strong> a regularbasis across the <strong>Beel</strong> <strong>to</strong> make an assessment <strong>of</strong> the status <strong>of</strong> polluti<strong>on</strong>,identify the po<strong>in</strong>t and n<strong>on</strong>-po<strong>in</strong>t sources <strong>of</strong> pollutants and takeremedial measures for mitigat<strong>in</strong>g the adverse impacts <strong>of</strong> thesepollutants <strong>on</strong> the <strong>Beel</strong>’s ecosystem and its resources.5.4 Declarati<strong>on</strong> <strong>of</strong> a Wild Life SanctuaryAs the southern part <strong>of</strong> the beel is covered by Chakradoli Hill, GarbhangaReserve Forest and Rani Reserve Forest many <strong>of</strong> the Wildlife <strong>in</strong>habitants <strong>of</strong>these areas such as elephant , tiger, deer, fox, bird and reptile are frequentlyvisit <strong>to</strong> the beel for feed<strong>in</strong>g and dr<strong>in</strong>k<strong>in</strong>g purposes.Even though a prelim<strong>in</strong>ary acti<strong>on</strong> has been taken for declar<strong>in</strong>g 4.1 sq.kmarea <strong>of</strong> the <strong>Beel</strong> as a Wild Life Sanctuary, the State Government is yet <strong>to</strong>issue the f<strong>in</strong>al notificati<strong>on</strong>. It is recommended that the State Governmentshould declare the Wildlife Sanctuary immediately and take steps for keep<strong>in</strong>gthe <strong>Beel</strong> waters <strong>in</strong> the area fall<strong>in</strong>g under the sanctuary clean, <strong>of</strong> sewage,<strong>in</strong>dustrial and agricultural polluti<strong>on</strong>.5.5 Implementati<strong>on</strong> <strong>of</strong> the Management Acti<strong>on</strong> PlanA Management Acti<strong>on</strong> Plan was prepared by ASTEC dur<strong>in</strong>g 2002 and evenafter 6 years, hardly a few activities have been taken up for implementati<strong>on</strong>and even the activities which have been taken up for implementati<strong>on</strong> are yet<strong>to</strong> be completed and <strong>in</strong> some cases (e.g., Wetland Interpretati<strong>on</strong> Centre), thec<strong>on</strong>structi<strong>on</strong> has been suspended. Between 2003-04 and 2007-08, theASTEC has received Rs. 288.46 lakh from the GOI for <strong>Deepor</strong> <strong>Beel</strong>Management Programme, aga<strong>in</strong>st the sancti<strong>on</strong>ed amount <strong>of</strong> Rs. 338.80 lakh.It was noted that the ASTEC could not use the funds judiciously and hence at11
