Depth <strong>of</strong> the <strong>Beel</strong> rangesabout 6 m <strong>to</strong> 1.5 m depend<strong>in</strong>g <strong>on</strong> the sem<strong>on</strong>so<strong>on</strong> or dry seas<strong>on</strong>. The site is reportesupport a number <strong>of</strong> IUCN red-listed species..A view <strong>of</strong> <strong>Deepor</strong> <strong>Beel</strong><strong>Deepor</strong> <strong>Beel</strong> has both biological and envir<strong>on</strong>mental importance besides be<strong>in</strong>gthe <strong>on</strong>ly major s<strong>to</strong>rm water s<strong>to</strong>rage bas<strong>in</strong> for Guwahati city.It is c<strong>on</strong>sidered as <strong>on</strong>e <strong>of</strong> the stag<strong>in</strong>gsites for migra<strong>to</strong>ry birds <strong>in</strong> India; andsome <strong>of</strong> the large c<strong>on</strong>gregati<strong>on</strong>s <strong>of</strong>aquatic birds <strong>in</strong> <strong>Assam</strong> dur<strong>in</strong>g w<strong>in</strong>ter.Because <strong>of</strong> the richness <strong>of</strong> avian faunait enjoyed, <strong>Deepor</strong> <strong>Beel</strong> has beenselected as <strong>on</strong>e <strong>of</strong> the Important BirdArea (IBA) sites by BirdlifeInternati<strong>on</strong>al. <strong>Deepor</strong> beel has alsobeen designated as a Ramsar Site <strong>in</strong>November 2002.Sewage from Guwahati – a majorsource <strong>of</strong> polluti<strong>on</strong> - enter<strong>in</strong>g <strong>Deepor</strong><strong>Beel</strong><strong>Deepor</strong> beel provides a means <strong>of</strong>livelihood for a number <strong>of</strong> localfamilies. Nymphaea nuts, flowers,etc., are harvested for sale <strong>in</strong> thelocal markets and these c<strong>on</strong>stitutevaluable natural crops. The seeds <strong>of</strong>giant water lily, annually leased bythe government revenue department,is also another major source <strong>of</strong>revenue after fish.Nymphaea seed & flower3


The <strong>Beel</strong> is reported <strong>to</strong> support threatened species <strong>of</strong> birds like spotbilledpelican, lesser adjutant s<strong>to</strong>rk, greater adjutant s<strong>to</strong>rk, black necked s<strong>to</strong>rk, andlarge whistl<strong>in</strong>g teal. It supports 50 fish species bel<strong>on</strong>g<strong>in</strong>g <strong>to</strong> 19 families.It is reported that the local people traditi<strong>on</strong>ally utilise the beel for harvest<strong>in</strong>gfish and molluscs and for collect<strong>in</strong>g fodder for domestic cattle, natural food,such as, vegetables, flowers, aquatic seeds, etc.The 4.1 sq Km waterbody is proposed <strong>to</strong> be notified as <strong>Deepor</strong> <strong>Beel</strong> BirdSanctuary, Guwahati with the lush green Rani forest <strong>of</strong> Tripura <strong>on</strong> <strong>on</strong>eside..The site for the <strong>Deepor</strong> <strong>Beel</strong> Bird Sanctuary is strategically located at ast<strong>on</strong>e's throw distance from the bustl<strong>in</strong>g Guwahati city. The Department <strong>of</strong>Forests, <strong>Assam</strong> has listed over 120 species <strong>of</strong> birds habit<strong>in</strong>g the sanctuary.They <strong>in</strong>clude k<strong>in</strong>gfishers, fish<strong>in</strong>g eagles, adjutant s<strong>to</strong>rks and a number <strong>of</strong>ducks species.4. Field <strong>Visit</strong>s and observati<strong>on</strong>sThe Team accompanied by the CCF (Wildlife) and Head, Env.Divisi<strong>on</strong>,ASTEC,visited the <strong>Beel</strong> <strong>in</strong> the afterno<strong>on</strong> <strong>of</strong> 13 th August 2008 after the presentati<strong>on</strong>and discussi<strong>on</strong>s at ASTEC. The team was taken <strong>to</strong> the watch <strong>to</strong>wer locatedat the edge <strong>of</strong> the <strong>Beel</strong> and shown the measures undertaken for protect<strong>in</strong>gthe wetlands by c<strong>on</strong>struct<strong>in</strong>g embankments. The Team observed that thewatch <strong>to</strong>wer supported by bamboo coated with cement mortar, was almost <strong>in</strong>a dilapidated c<strong>on</strong>diti<strong>on</strong> (a porti<strong>on</strong> <strong>of</strong> the cement c<strong>on</strong>crete slab <strong>in</strong> the ceil<strong>in</strong>gmiss<strong>in</strong>g and the cement coated bamboo pillars seem<strong>in</strong>gly giv<strong>in</strong>g way) andthe c<strong>on</strong>structi<strong>on</strong> <strong>of</strong> embankments was also half d<strong>on</strong>e. The Team was <strong>to</strong>ld thatthe structure has been handed over <strong>to</strong> the Engg.College authorities forma<strong>in</strong>tenance and c<strong>on</strong>t<strong>in</strong>uous watch.C<strong>on</strong>structi<strong>on</strong> <strong>of</strong> embankment – yet<strong>to</strong> be completedWatch <strong>to</strong>wer–<strong>in</strong> dilapidated c<strong>on</strong>diti<strong>on</strong>4


As <strong>in</strong> the case <strong>of</strong> Vembanad lake <strong>in</strong> Kerala, the <strong>Deepor</strong> <strong>Beel</strong> is heavily<strong>in</strong>fested with water hyac<strong>in</strong>th, besides emergent weeds such as Hydrilla,Nymphaea, etc., <strong>in</strong>dicat<strong>in</strong>g that the entire beel was highly eutrophicated due<strong>to</strong> the <strong>in</strong>flow <strong>of</strong> enormous quantity ( 50% ) <strong>of</strong> the untreated Guwahati citysewage and other <strong>in</strong>organic/<strong>in</strong>dustrial effluents, and agriculture wastes.Heavy <strong>in</strong>festati<strong>on</strong> <strong>of</strong> the <strong>Beel</strong> byWater hyac<strong>in</strong>th, hydrilla & other weedsPatta lands <strong>in</strong>side the <strong>Beel</strong>Encroachment <strong>of</strong> the <strong>Beel</strong> was so very evident / rampant that there were anumber <strong>of</strong> dwell<strong>in</strong>g units and cement structures l <strong>in</strong>side the <strong>Beel</strong>. The railwaytrack divides the beel <strong>in</strong><strong>to</strong> a number <strong>of</strong> small pockets. The lay<strong>in</strong>g <strong>of</strong> railwaytrack and reclamati<strong>on</strong> <strong>of</strong> the area outside the railway track has c<strong>on</strong>tributed <strong>to</strong>shr<strong>in</strong>kage <strong>of</strong> the beel area from 40 sq km. The Team was <strong>in</strong>formed byCCF(WL) and ASTEC that some <strong>of</strong> these reclaimed areas have been grantedPatta by the state Government and hence they are no l<strong>on</strong>ger treated asencroachments.A view <strong>of</strong> garbage dumped near the marg<strong>in</strong> <strong>of</strong> <strong>Beel</strong>On the other side <strong>of</strong> the beel <strong>to</strong>wards the NH 34, the Team could see anumber <strong>of</strong> brick kilns and the city’s garbage dump<strong>in</strong>g ground. ASTEC saidthat s<strong>in</strong>ce the garbage dump<strong>in</strong>g yard is abutt<strong>in</strong>g the marg<strong>in</strong> <strong>of</strong> the beel,there is every possibility <strong>of</strong> the solid and liquid wastes, leach<strong>in</strong>g <strong>in</strong><strong>to</strong> the beeldur<strong>in</strong>g ra<strong>in</strong>y seas<strong>on</strong>, further deteriorat<strong>in</strong>g the water quality.5


Enroute <strong>to</strong> the Wetland Interpretati<strong>on</strong> Centre (WIC), the Team was shownthe entry po<strong>in</strong>t <strong>of</strong> the Guwahati city sewage and s<strong>to</strong>rm water dra<strong>in</strong> <strong>in</strong><strong>to</strong> theriver Basistha and the <strong>Beel</strong>. The Team was <strong>in</strong>formed that the Guwahati citydoes not have a sewage treatment plant and the raw sewage is directlydischarged <strong>in</strong><strong>to</strong> Bhramaputra and the beel, via Basistha Bah<strong>in</strong>i <strong>in</strong>let canal.The Wetland Interpretati<strong>on</strong> Centre, is be<strong>in</strong>g c<strong>on</strong>structed near the proposedsanctuary site. It was noted that the solar panel <strong>of</strong> the live fence has beens<strong>to</strong>len. The build<strong>in</strong>g for hous<strong>in</strong>g the exhibits for awareness creati<strong>on</strong> is halfway through and <strong>in</strong>complete with cracks develop<strong>in</strong>g <strong>on</strong> the floor<strong>in</strong>g <strong>of</strong> thebuild<strong>in</strong>g. If was felt that if the c<strong>on</strong>structi<strong>on</strong> is not completed with<strong>in</strong> the nextfew m<strong>on</strong>ths, there is every possibility that slowly some <strong>of</strong> the w<strong>in</strong>dow framesand other structures would vanish. and the entire facility may have <strong>to</strong> be rec<strong>on</strong>structed,<strong>in</strong>volv<strong>in</strong>g additi<strong>on</strong>al <strong>in</strong>vestment.Wetland Interpretati<strong>on</strong> Centre (WIC)– <strong>in</strong>complete <strong>in</strong> all respectsTeam at the WIC discuss<strong>in</strong>g withASTEC <strong>of</strong>ficials reas<strong>on</strong>s for n<strong>on</strong>completi<strong>on</strong><strong>of</strong> c<strong>on</strong>structi<strong>on</strong> <strong>of</strong> WICFrom the watch <strong>to</strong>wer c<strong>on</strong>structed at the Bird sanctuary site for bird watch<strong>in</strong>gthe Team could hardly sight a few local birds, unlike the Chilika or Vembanadbird sanctuaries where some migra<strong>to</strong>ry birds could be seen, even though itwas not the seas<strong>on</strong> for their migrati<strong>on</strong> <strong>to</strong> India.In the op<strong>in</strong>i<strong>on</strong> <strong>of</strong> the ASTEC and Forest <strong>of</strong>ficials, <strong>on</strong> declarati<strong>on</strong> as WildlifeSanctuary it would be the most suitable site for <strong>to</strong>urism development. TheTeam advised the <strong>of</strong>ficials <strong>to</strong> approach <strong>to</strong>urism development with cauti<strong>on</strong>, asit may be detrimental <strong>to</strong> the already depleted biodiversity <strong>of</strong> the beel, whichis further threatened by polluti<strong>on</strong> and other anthropogenic activity. The Teamnoted that the Government <strong>of</strong> <strong>Assam</strong> has recognised this area as a sanctuary,but no thought has so far been given <strong>on</strong> address<strong>in</strong>g some <strong>of</strong> the threats <strong>to</strong>the entire beel ecosystem <strong>in</strong>clud<strong>in</strong>g the sanctuary area, polluti<strong>on</strong>,eutrophicati<strong>on</strong>, dense growth <strong>of</strong> weeds, encroachments, garbage dump<strong>in</strong>g,etc.6


Team members <strong>on</strong> cruise <strong>in</strong> side <strong>Deepor</strong> <strong>Beel</strong>The Team accompanied bythe ASTEC <strong>of</strong>ficial & CCF(WL)cruised <strong>in</strong> a country boat, <strong>in</strong>a part <strong>of</strong> the beel be<strong>in</strong>gdesignated as sanctuary.Thewater <strong>in</strong> the entire areaappeared <strong>to</strong> be turbid,grossly polluted andorganically enriched, withhigh levels <strong>of</strong> putrificati<strong>on</strong>and pr<strong>of</strong>use growth <strong>of</strong>hydrilla and water hyac<strong>in</strong>th.The Team advised CCF <strong>to</strong> take all possible measures <strong>to</strong> reduce/regulate the <strong>in</strong>flow<strong>of</strong> untreated city sewage <strong>in</strong><strong>to</strong> the beel near the san ctuary area <strong>in</strong> c<strong>on</strong>sultati<strong>on</strong> withthe Guwahati Metropolitian Development Authority and local authorities. ASTECwas asked <strong>to</strong> submit proposals for sett<strong>in</strong>g up <strong>of</strong> 2 S TPs <strong>on</strong>e at the po<strong>in</strong>t <strong>of</strong> sewageflow <strong>in</strong><strong>to</strong> Basistha and its dra<strong>in</strong><strong>in</strong>g po<strong>in</strong>t <strong>in</strong><strong>to</strong> the B eel. It is reported that the pasttwo decades have witnessed a lot <strong>of</strong> transformati<strong>on</strong> <strong>in</strong> the ecological and socialcharacter <strong>of</strong> <strong>Deepor</strong> <strong>Beel</strong>. Some <strong>of</strong> the natural and anthropogenic activities that arethreaten<strong>in</strong>g the <strong>Deepor</strong> <strong>Beel</strong> <strong>in</strong>clude:• C<strong>on</strong>structi<strong>on</strong> <strong>of</strong> railway l<strong>in</strong>e al<strong>on</strong>g the southern boundary <strong>of</strong> the <strong>Deepor</strong> beel;• Industrial development with<strong>in</strong> the periphery <strong>of</strong> the beel;• Large scale encroachment with<strong>in</strong> the <strong>Deepor</strong> beel area;• Allotment <strong>of</strong> government vacant land <strong>to</strong> private parties by Governmentsettlement department;• Brick kiln and soil cutt<strong>in</strong>g with<strong>in</strong> the beel ecosystem;• Hunt<strong>in</strong>g, trapp<strong>in</strong>g and kill<strong>in</strong>g <strong>of</strong> wild birds and mammals with<strong>in</strong> and <strong>in</strong> theadjo<strong>in</strong><strong>in</strong>g areas <strong>of</strong> <strong>Deepor</strong> beel;• Unplanned and destructive fish<strong>in</strong>g practices without any c<strong>on</strong>trol/regulati<strong>on</strong> <strong>on</strong>mesh size, etc.Large-scale encroachment, heavy siltati<strong>on</strong> from the denuded hills surround<strong>in</strong>g thebeel, accumulati<strong>on</strong> <strong>of</strong> all sorts <strong>of</strong> filth and wastes from the Bharalu and Bah<strong>in</strong>irivers, unregulated fish<strong>in</strong>g practices, <strong>in</strong>vasi<strong>on</strong> <strong>of</strong> aquatic weeds, <strong>in</strong>dustrialdevelopment with<strong>in</strong> its periphery, c<strong>on</strong>structi<strong>on</strong> <strong>of</strong> railway l<strong>in</strong>e al<strong>on</strong>g the southernboundary, quarry<strong>in</strong>g with<strong>in</strong> the beel ecosystem, etc., have pushed this <strong>on</strong>ce-prist<strong>in</strong>eecosystem <strong>to</strong> the br<strong>in</strong>k <strong>of</strong> disappearance.7


Water qualityAn analysis <strong>of</strong> the water quality data collected dur<strong>in</strong>g 6 m<strong>on</strong>ths betweenFebruary & July 2004 by the Guwahati University, Guwahatirevealed thatbetween February and May, the pH <strong>of</strong> the water collected from 10 sampl<strong>in</strong>gpo<strong>in</strong>ts across the <strong>Beel</strong> was between 4.7 and 6.9 except for 2 record<strong>in</strong>gs <strong>of</strong>7.1. The highly acidic c<strong>on</strong>diti<strong>on</strong> <strong>of</strong> the water <strong>of</strong> <strong>Deepor</strong> <strong>Beel</strong> could be due <strong>to</strong>high level <strong>of</strong> putrificati<strong>on</strong> <strong>of</strong> the aquatic vegetati<strong>on</strong>, lack <strong>of</strong> water flow andc<strong>on</strong>t<strong>in</strong>uous <strong>in</strong>flow <strong>of</strong> city sewage and <strong>in</strong>dustrial wastes <strong>in</strong><strong>to</strong> the beel. Dur<strong>in</strong>gJune and July with the <strong>on</strong>set <strong>of</strong> m<strong>on</strong>so<strong>on</strong> and freshwater flow, the waterturned alkal<strong>in</strong>e with the pH rang<strong>in</strong>g between 7.3 and 8.9.The Dissolved Oxygen <strong>of</strong> the water ranged between 1.6 mg/l <strong>to</strong> 5.2 mg/ldur<strong>in</strong>g Feb-April & July and between 2.2 mg/l and 7.2 mg/l dur<strong>in</strong>g May-June2004, <strong>in</strong>dicat<strong>in</strong>g that dur<strong>in</strong>g Feb-April the water <strong>in</strong> most <strong>of</strong> the sampl<strong>in</strong>gpo<strong>in</strong>ts is almost anoxic, which recovers after the m<strong>on</strong>so<strong>on</strong> with flush<strong>in</strong>g <strong>of</strong>the beel with freshwater.The BOD <strong>of</strong> the beel water dur<strong>in</strong>g the entire period <strong>of</strong> sampl<strong>in</strong>g <strong>in</strong> 2004 wasreported <strong>to</strong> be rang<strong>in</strong>g between 60 and 260 mg/l (except <strong>on</strong> 6 occasi<strong>on</strong>sbetween May and July 2004 when the value was 40 mg/l). Similarly the CODvalues were also very high rang<strong>in</strong>g between 52 mg/l and 273 mg/l except <strong>on</strong>two occasi<strong>on</strong>s when the value was 32 mg/l <strong>in</strong> <strong>on</strong>e stati<strong>on</strong> dur<strong>in</strong>g July 2004and 44 mg/l <strong>in</strong> another stati<strong>on</strong> dur<strong>in</strong>g April, 2004. These high BOD and CODvalues <strong>in</strong>dicate the very high level <strong>of</strong> domestic polluti<strong>on</strong> <strong>of</strong> the beel water,even though there appeared <strong>to</strong> be some recovery <strong>of</strong> the water quality dur<strong>in</strong>gJune-July with the <strong>on</strong>set <strong>of</strong> the south-west m<strong>on</strong>so<strong>on</strong>.The values <strong>of</strong> heavy metals <strong>in</strong> the <strong>Beel</strong> water were also found <strong>to</strong> be very highwith mercury record<strong>in</strong>g values <strong>in</strong> the range <strong>of</strong> 12.4 µg/l – 139.9 µg/l andArsenic values rang<strong>in</strong>g between 16.57 µg/l and 169.2 µg/l, <strong>on</strong> mos<strong>to</strong>ccasi<strong>on</strong>s except for two occasi<strong>on</strong>s when the value was recorded <strong>to</strong> be belowdetectable levels –<strong>on</strong>ce <strong>in</strong> April at Goenka Woolen Mill (which presently isreported <strong>to</strong> be shut down) and another at Khanajan (northwest side <strong>of</strong> thebeel) <strong>in</strong> July.The data <strong>on</strong> coliform count <strong>of</strong> the water samples also <strong>in</strong>dicate that the waterquality <strong>of</strong> the beel is very bad.Guwahati Water-bodies (Preservati<strong>on</strong> and C<strong>on</strong>servati<strong>on</strong>) Act, 2008After decades <strong>of</strong> neglect, coupled with large-scale encroachments - both legaland illegal -that have almost pushed them <strong>to</strong> ext<strong>in</strong>cti<strong>on</strong>, four water-bodieslocated <strong>in</strong> the heart <strong>of</strong> Guwahati are beg<strong>in</strong>n<strong>in</strong>g <strong>to</strong> see a ray <strong>of</strong> hope for8


survival. The <strong>Assam</strong> Government has brought <strong>in</strong> a legislati<strong>on</strong> <strong>to</strong> protect andc<strong>on</strong>serve them and proposes impris<strong>on</strong>ment <strong>of</strong> up <strong>to</strong> three years for thosewho encroach the water bodies.Christened as the Guwahati Water-bodies (Preservati<strong>on</strong> and C<strong>on</strong>servati<strong>on</strong>)Act, 2008, this legislati<strong>on</strong>, passed by the Assembly <strong>in</strong> July 2008, not <strong>on</strong>ly<strong>in</strong>tends <strong>to</strong> save the water-bodies from disappear<strong>in</strong>g, but also proposes <strong>to</strong>ease the acute water-logg<strong>in</strong>g and artificial floods that Guwahati faces everym<strong>on</strong>so<strong>on</strong>. There is also a plan <strong>to</strong> c<strong>on</strong>vert them <strong>in</strong><strong>to</strong> eco-<strong>to</strong>urism spots <strong>in</strong> thefuture.5. Recommendati<strong>on</strong>s5.1 Sett<strong>in</strong>g up <strong>of</strong> a <strong>Deepor</strong> <strong>Beel</strong> Development AuthorityThe Team noted with c<strong>on</strong>cern the virtual lack <strong>of</strong> coord<strong>in</strong>ati<strong>on</strong> and cooperati<strong>on</strong>between the GMDA ,Fisheries, Town & Country Plann<strong>in</strong>g, Revenue,Envir<strong>on</strong>ment & Forests, Tourism, Polluti<strong>on</strong> C<strong>on</strong>trol Board and the <strong>Assam</strong>Science Technology and Envir<strong>on</strong>ment Council (ASTEC), as evidenced by anumber <strong>of</strong> overlapp<strong>in</strong>g and duplicat<strong>in</strong>g activities be<strong>in</strong>g taken up by ASTEC.Such activities <strong>in</strong>clude provisi<strong>on</strong> <strong>of</strong> dr<strong>in</strong>k<strong>in</strong>g water <strong>to</strong> the villages <strong>in</strong> thevic<strong>in</strong>ity <strong>of</strong> the <strong>Beel</strong>, provid<strong>in</strong>g fund<strong>in</strong>g support for digg<strong>in</strong>g fish p<strong>on</strong>ds foraquaculture, tra<strong>in</strong><strong>in</strong>g <strong>on</strong> pisciculture, development <strong>of</strong> eco-<strong>to</strong>urism activities,etc., which normally are <strong>to</strong> be taken up as the activities <strong>of</strong> the fisheriesdepartment through Fish Farmers’ Development Agencies set up <strong>in</strong> eachdistrict <strong>of</strong> <strong>Assam</strong> and the Tourism Department. It is therefore recommendedthat the State Government set up a High powered <strong>Deepor</strong> <strong>Beel</strong> DevelopmentAuthority with adequate powers, draw<strong>in</strong>g Members from all l<strong>in</strong>e Departmentsfor better coord<strong>in</strong>ati<strong>on</strong> and cooperati<strong>on</strong> <strong>in</strong> implement<strong>in</strong>g the c<strong>on</strong>servati<strong>on</strong> andmanagement <strong>in</strong>itiatives for res<strong>to</strong>rati<strong>on</strong> <strong>of</strong> <strong>Deepor</strong> <strong>Beel</strong>. The state may alsoc<strong>on</strong>sider strengthen<strong>in</strong>g the l<strong>in</strong>e department or identify<strong>in</strong>g GDMA as theagency resp<strong>on</strong>sible for res<strong>to</strong>rati<strong>on</strong> <strong>of</strong> the <strong>Beel</strong>.5.2 C<strong>on</strong>servati<strong>on</strong> & Res<strong>to</strong>rati<strong>on</strong> <strong>of</strong> the <strong>Beel</strong>The Government <strong>of</strong> <strong>Assam</strong> declared 4.14 Sq Km <strong>of</strong> the beel area as asanctuary (<strong>Deepor</strong> <strong>Beel</strong> Sanctuary). Shoot<strong>in</strong>g and bird-trapp<strong>in</strong>g areprohibited by law, but enforcement is poor. The area is patrolled by thefishery department. A comprehensive Management Acti<strong>on</strong> Plan for <strong>Deepor</strong><strong>Beel</strong> was prepared by ASTEC dur<strong>in</strong>g 2002. dur<strong>in</strong>g the current year , a lot rema<strong>in</strong>s <strong>to</strong> be d<strong>on</strong>e for at least partialres<strong>to</strong>rati<strong>on</strong> <strong>of</strong> this wetland.<strong>Deepor</strong> is the best <strong>in</strong>dica<strong>to</strong>r <strong>of</strong> the envir<strong>on</strong>mental quality <strong>of</strong> the city, and theday when birds cease <strong>to</strong> flock the beel, it will c<strong>on</strong>firm the completetransformati<strong>on</strong> <strong>of</strong> the <strong>on</strong>ce-green city <strong>in</strong><strong>to</strong> a quagmire <strong>of</strong> polluti<strong>on</strong>.There is an urgent need therefore for the State Government <strong>to</strong> s<strong>to</strong>p thesteady encroachment by settlements and <strong>in</strong>dustries <strong>in</strong><strong>to</strong> the wetland byenforc<strong>in</strong>g the provisi<strong>on</strong>s <strong>of</strong> the newly enacted Guwahati Water-bodies(Preservati<strong>on</strong> and C<strong>on</strong>servati<strong>on</strong>) Act, 2008 and prevent the c<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong>from agricultural and <strong>in</strong>dustrial wastes, as well as creat a propermanagement system <strong>to</strong> regulate human activities <strong>in</strong> the wetland.Recently, the ASTEC under<strong>to</strong>ok a res<strong>to</strong>rati<strong>on</strong> drive <strong>of</strong> <strong>Deepor</strong>, aimed ma<strong>in</strong>lyat digg<strong>in</strong>g up the beel bed and enhanc<strong>in</strong>g its water-reta<strong>in</strong><strong>in</strong>g capacity. Amost laudable move no doubt, but for any l<strong>on</strong>g-term drive <strong>to</strong> preserve<strong>Deepor</strong> it is imperative that human <strong>in</strong>terference is brought down <strong>to</strong> anappreciable level.Equally urgent is extend<strong>in</strong>g protecti<strong>on</strong> <strong>to</strong> the green cover <strong>on</strong> the city’s hills,because widespread deforestati<strong>on</strong> <strong>on</strong> the hills has been a significant fac<strong>to</strong>rbeh<strong>in</strong>d accumulati<strong>on</strong> <strong>of</strong> huge deposits <strong>of</strong> earth and silt <strong>on</strong> the beel bed.While this wetland is <strong>to</strong> be protected strictly from the envir<strong>on</strong>mentalperspective, it can also be developed and promoted as fisheries and <strong>to</strong>uristattracti<strong>on</strong>, provid<strong>in</strong>g ga<strong>in</strong>ful employment avenues <strong>to</strong> thousands after thewater quality <strong>of</strong> the <strong>Beel</strong> is res<strong>to</strong>red . It is time that the state governmentgives a serious thought <strong>to</strong> secur<strong>in</strong>g the health and well-be<strong>in</strong>g <strong>of</strong> the <strong>Beel</strong>.5.3 Polluti<strong>on</strong> & water qualityPolluti<strong>on</strong> c<strong>on</strong>trol board has given the <strong>Assam</strong> government an ultimatum andissued a warn<strong>in</strong>g <strong>of</strong> outbreak <strong>of</strong> epidemic, due <strong>to</strong> the c<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong> <strong>of</strong><strong>Deepor</strong> <strong>Beel</strong>. Yet the GMDA c<strong>on</strong>t<strong>in</strong>ues <strong>to</strong> dump and burn garbage <strong>on</strong> thefr<strong>in</strong>ges <strong>of</strong> the wetland. The core area <strong>of</strong> <strong>Deepor</strong> <strong>Beel</strong> is a picnic spot for localresidents.and flow <strong>of</strong> untreated sewage and dra<strong>in</strong><strong>in</strong>g <strong>of</strong> effluents are likely <strong>to</strong>destroy any rema<strong>in</strong><strong>in</strong>g aquatic animals.The heavy metal c<strong>on</strong>centrati<strong>on</strong> (particularly Mercury, Arsenic, and Ir<strong>on</strong>) andc<strong>on</strong>centrati<strong>on</strong> <strong>of</strong> Fluoride, which are well above the permissible limit <strong>in</strong> the<strong>Beel</strong>’s water (as per data available for 2004) is <strong>of</strong> c<strong>on</strong>cern and there is anurgent need <strong>to</strong> reduce their c<strong>on</strong>centrati<strong>on</strong>.It is therefore, recommended that the follow<strong>in</strong>g major anthropogenic threatsare given immediate attenti<strong>on</strong> and mitigati<strong>on</strong> by the State government, for10


m<strong>in</strong>imis<strong>in</strong>g the adverse impacts <strong>of</strong> the liquid and solid wastes <strong>on</strong> the <strong>Beel</strong> andits fishery wealth:• The State Government should set up two sewage treatment plants <strong>on</strong>priority for treat<strong>in</strong>g the Guwahati city sewage, at the outlet po<strong>in</strong>t <strong>on</strong>the Basistha and at the po<strong>in</strong>t were Basistha channal dra<strong>in</strong>s <strong>in</strong><strong>to</strong> the<strong>Deepor</strong> <strong>Beel</strong>. Proposal if any submitted under JNNURM <strong>to</strong> the MoUD bealso pursued.• Municipal garbage dump<strong>in</strong>g <strong>in</strong> the wetland by GMDA is <strong>to</strong> be s<strong>to</strong>ppedand moved <strong>to</strong> another place immediately and the wastes treated asper the regulati<strong>on</strong> <strong>in</strong> place. A new technology developed by BARC fordec<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong> and disposal by irradiati<strong>on</strong> be adopted.• All out efforts <strong>to</strong> be made by the authorities c<strong>on</strong>cerned <strong>to</strong> carry outextensive water quality and polluti<strong>on</strong> m<strong>on</strong>i<strong>to</strong>r<strong>in</strong>g studies <strong>on</strong> a regularbasis across the <strong>Beel</strong> <strong>to</strong> make an assessment <strong>of</strong> the status <strong>of</strong> polluti<strong>on</strong>,identify the po<strong>in</strong>t and n<strong>on</strong>-po<strong>in</strong>t sources <strong>of</strong> pollutants and takeremedial measures for mitigat<strong>in</strong>g the adverse impacts <strong>of</strong> thesepollutants <strong>on</strong> the <strong>Beel</strong>’s ecosystem and its resources.5.4 Declarati<strong>on</strong> <strong>of</strong> a Wild Life SanctuaryAs the southern part <strong>of</strong> the beel is covered by Chakradoli Hill, GarbhangaReserve Forest and Rani Reserve Forest many <strong>of</strong> the Wildlife <strong>in</strong>habitants <strong>of</strong>these areas such as elephant , tiger, deer, fox, bird and reptile are frequentlyvisit <strong>to</strong> the beel for feed<strong>in</strong>g and dr<strong>in</strong>k<strong>in</strong>g purposes.Even though a prelim<strong>in</strong>ary acti<strong>on</strong> has been taken for declar<strong>in</strong>g 4.1 sq.kmarea <strong>of</strong> the <strong>Beel</strong> as a Wild Life Sanctuary, the State Government is yet <strong>to</strong>issue the f<strong>in</strong>al notificati<strong>on</strong>. It is recommended that the State Governmentshould declare the Wildlife Sanctuary immediately and take steps for keep<strong>in</strong>gthe <strong>Beel</strong> waters <strong>in</strong> the area fall<strong>in</strong>g under the sanctuary clean, <strong>of</strong> sewage,<strong>in</strong>dustrial and agricultural polluti<strong>on</strong>.5.5 Implementati<strong>on</strong> <strong>of</strong> the Management Acti<strong>on</strong> PlanA Management Acti<strong>on</strong> Plan was prepared by ASTEC dur<strong>in</strong>g 2002 and evenafter 6 years, hardly a few activities have been taken up for implementati<strong>on</strong>and even the activities which have been taken up for implementati<strong>on</strong> are yet<strong>to</strong> be completed and <strong>in</strong> some cases (e.g., Wetland Interpretati<strong>on</strong> Centre), thec<strong>on</strong>structi<strong>on</strong> has been suspended. Between 2003-04 and 2007-08, theASTEC has received Rs. 288.46 lakh from the GOI for <strong>Deepor</strong> <strong>Beel</strong>Management Programme, aga<strong>in</strong>st the sancti<strong>on</strong>ed amount <strong>of</strong> Rs. 338.80 lakh.It was noted that the ASTEC could not use the funds judiciously and hence at11


the end <strong>of</strong> every f<strong>in</strong>ancial year at least 30-50% <strong>of</strong> the funds released wererema<strong>in</strong><strong>in</strong>g unutilised. This is <strong>in</strong> spite <strong>of</strong> the fact that ASTEC has funded anumber <strong>of</strong> activities which are the direct c<strong>on</strong>cern <strong>of</strong> the other l<strong>in</strong>edepartments such as fisheries, <strong>to</strong>urism, Town & country Plann<strong>in</strong>g, etc. Hence,it is recommended that the ASTEC should evolve an appropriate plan forjudicious utilisati<strong>on</strong> <strong>of</strong> the funds sancti<strong>on</strong>ed and released by the Governmen<strong>to</strong>f India for c<strong>on</strong>servati<strong>on</strong> and management <strong>of</strong> the <strong>Deepor</strong> <strong>Beel</strong> and itsresources rather than divert<strong>in</strong>g the funds for activities which normally couldbe supported by other l<strong>in</strong>e departments.5.6 Res<strong>to</strong>rati<strong>on</strong> <strong>of</strong> M<strong>in</strong>ed areasThe team suggested that Pr<strong>of</strong> C.R. Babu , head <strong>of</strong> the centre <strong>of</strong>Excellence Centre for be <strong>in</strong>vited <strong>to</strong> res<strong>to</strong>re the m<strong>in</strong>ed out rocksurfaces with no vegetati<strong>on</strong> by a technology developed by the Centre.5.7 Weed Infestati<strong>on</strong>The Team dur<strong>in</strong>g its field visit saw heavy <strong>in</strong>festati<strong>on</strong> <strong>of</strong> water hyac<strong>in</strong>th andhydrilla almost <strong>in</strong> the entire stretch <strong>of</strong> the <strong>Beel</strong>, except <strong>in</strong> the area proposedas a Sanctuary where, the water hyac<strong>in</strong>th was found washed ashore by w<strong>in</strong>dacti<strong>on</strong>. The ASTEC and Forest Department should take appropriate measuressuch as mechanical removal <strong>of</strong> the weeds and keep the <strong>Beel</strong> polluti<strong>on</strong> free, <strong>to</strong>c<strong>on</strong>ta<strong>in</strong> the spread <strong>of</strong> these weeds.5.8 Legal framework and mechanismNot<strong>in</strong>g that there is no legal framework and mechanism <strong>in</strong> place forprotect<strong>in</strong>g and c<strong>on</strong>serv<strong>in</strong>g the <strong>Deepor</strong> <strong>Beel</strong> and its resources, regulati<strong>on</strong> <strong>of</strong><strong>to</strong>urism, c<strong>on</strong>troll<strong>in</strong>g/prevent<strong>in</strong>g domestic, agricultural and <strong>in</strong>dustrial polluti<strong>on</strong>and over-exploitati<strong>on</strong> <strong>of</strong> the resources, the Team recommends that the StateGovernment frame rules and enforce them strictly, by sett<strong>in</strong>g up an<strong>in</strong>stituti<strong>on</strong>al mechanism for this purpose. The draft notificati<strong>on</strong> available <strong>on</strong>the Website <strong>of</strong> the MoEF <strong>on</strong> wetland c<strong>on</strong>servati<strong>on</strong> be analysed and suggesti<strong>on</strong>made.5.9 Reassessment <strong>of</strong> the land use/land cover pattern al<strong>on</strong>g <strong>Deepor</strong><strong>Beel</strong>C<strong>on</strong>sider<strong>in</strong>g that there has been a rapid shr<strong>in</strong>kage <strong>of</strong> the <strong>Deepor</strong> <strong>Beel</strong> areafrom a round 40 sq.km <strong>to</strong> around 4.1 sq.km over the past few decades, andthat there are different views <strong>on</strong> the effective water area <strong>in</strong>side the <strong>Beel</strong>, it isrecommended that ASTEC <strong>in</strong> collaborati<strong>on</strong> with the ASRSAC should undertakea realistic reassessment <strong>of</strong> the <strong>Beel</strong> area, the change <strong>in</strong> land use and landcover pattern with the help <strong>of</strong> remote sens<strong>in</strong>g and geographic <strong>in</strong>formati<strong>on</strong>12


system. The state government should make all out effort <strong>to</strong> res<strong>to</strong>re theorig<strong>in</strong>al land mass <strong>to</strong> the <strong>Beel</strong>.5.10 BiodiversityThe Team not<strong>in</strong>g that there is no reliable data <strong>on</strong> the biodiversity <strong>of</strong> the<strong>Deepor</strong> <strong>Beel</strong>, recommends that the ASTEC should take up a c<strong>on</strong>certedprogramme for study<strong>in</strong>g the biodiversity <strong>of</strong> the <strong>Beel</strong> and compare it with thepast data and br<strong>in</strong>g out a biodiversity atlas <strong>of</strong> the <strong>Deepor</strong> <strong>Beel</strong>.5.11 Awareness campaignTeam noted that effective steps are needed for creat<strong>in</strong>g awareness am<strong>on</strong>gthe community <strong>on</strong> protect<strong>in</strong>g and c<strong>on</strong>serv<strong>in</strong>g the <strong>Deepor</strong> <strong>Beel</strong> and itsresources. It is recommended that State Govt/ ASTEC jo<strong>in</strong>tly with Wild Life& Forests Departments should br<strong>in</strong>g out educati<strong>on</strong>/awareness material <strong>in</strong> theform <strong>of</strong> pamphlets/handouts, video films, booklets and dissem<strong>in</strong>ate am<strong>on</strong>gthe local community <strong>in</strong>clud<strong>in</strong>g the school children.13

A summary is given below:‣ Total Number <strong>of</strong> wetlands <strong>in</strong> the State <strong>of</strong> <strong>Assam</strong> is 3513 and the <strong>to</strong>talarea covered is 101231.60 ha. which c<strong>on</strong>stitutes 1.29 per cent <strong>of</strong> the<strong>to</strong>tal geographical area <strong>of</strong> the State.‣ <strong>Deepor</strong> <strong>Beel</strong>, the river<strong>in</strong>e orig<strong>in</strong> and s<strong>to</strong>rm water s<strong>to</strong>rage bas<strong>in</strong> <strong>of</strong>Guwahati city is situated at 10 km southwest <strong>of</strong> Guwahati.‣ Its area extends 26˚03’26” <strong>to</strong> 26°09’26” N and 90˚36’39” <strong>to</strong>90˚41’25” E <strong>in</strong> the south <strong>of</strong> the mighty Brahmaputra.‣ <strong>Beel</strong> has an actual perennial water hold<strong>in</strong>g area <strong>of</strong> 10.1 sq.km and<strong>to</strong>tal area extends up o 40.1 sq.km dur<strong>in</strong>g flood. 4.1 sq.km isrecommended by Collec<strong>to</strong>r as Wildlife sanctuary for f<strong>in</strong>al Notificati<strong>on</strong>.‣ <strong>Deepor</strong> <strong>Beel</strong> is open type <strong>of</strong> lake bas<strong>in</strong> c<strong>on</strong>nected with sets <strong>of</strong> <strong>in</strong>flowand out flow channels.15
