Urban planning for city leadersDirect demand to efficient transportoptionsManage car demandRoad pricing, parking management andcirculation policies reduce car demand. Roadpricing policies have been implemented inSingapore, London (England) and Stockholm(Sweden) where there are options to pay, forexample, to go into the city centre or for accessto a lane or a facility. Parking management hasthe potential to modify demand on an areawidebasis yet, despite being relatively easyto implement, is often under used. Rationingpolicies, which restrict cars with licence platenumbers ending in specific numbers duringrush hour, have been implemented in Bogotá(Colombia), La Paz (Bolivia), Santiago de Chile(Chile), São Paulo (Brazil) and Quito (Ecuador).Optimize the efficiencyof existing infrastructurethrough managementTraffic operations can improve the supplyside. For example, reversible commuter lanesand movable median barriers that add capacityduring peak periods make an existing roadsystem more efficient. Managing intersectionswith a police presence or with traffic lights caneliminate bottlenecks and increase mobility andsafety. Facilitating or restricting traffic turnsat key intersections and increasing the radiusof corners can ease the movement of largervehicles. One-way streets and improved lightingand signage are other measures that may help.In comparison with projects that increase roadcapacity, most of these improvements can beimplemented relatively quickly and at a lowcost.Road pricing in Singapore was first introduced in 1975© Wikipediamailer_diabloTraffic management depends on time of day along Copacabanaseafront, Rio de Janeiro, Brazil © Flickr/Brian Snelson60
