Vandehey stated that there is flexibility in moving it on that site. There are two reasons it is shown there. One reason is that it is the most cost effective place to put it based on the existing infrastructure. Second they would not be allowed any driveway access points in those locations. Since they can’t have driveway access there, the driveway access needs to be further away. The concept really is once that piece of property is developed they’re going to have to meet storm water requirements. So the idea is that we would join forces with them. They are going to have to take the steps to meet quality. Our project is for quantity so we can address those two issues together. K. Harkness stated that that parcel is currently for sale. Mayor Hanna opened the Public Hearing. Mayor Hanna closed the Public Hearing. Motion to approve by M. Potter, seconded by C. Konetzke. C. Konetzke is glad that P. Vandehey clarified the point. He thinks this is located in absolutely the wrong spot. Unless we can get a road, which he knows we can, in 89.83 feet, the section that is left there is unusable. It can’t possibly be used for development. Located there is a massive warehouse in the Menards property. At the backside are railroad tracks. He understands that the city will end up spending more money, but if that pond is pushed all the way to that back corner at least that land is usable in the front. It is going to bring tax revenue to the City of Appleton. Menard’s has got a pond there. A joint effort in expanding Menard’s pond or taking over Menard’s pond from them would open up that entire corridor for development. P. Vandehey stated that the further away it gets from this the cost significantly goes up. We are trying to address flooding issues in this area. It does not need to be there. There are more things that need to be talked about. But right now we need to put that area on notice that we are trying to address flooding issues in that area and that there needs to be a pond or underground storage to address the flooding in that area. M. Potter questioned if it would cost additional money to have the 89.83 feet at the back of the pond on the north side if we had it on Kensington? P. Vandehey stated it certainly could and then they would have to get access in a different way. Because they couldn’t get access that close to Kensington. M. Potter questioned if flooding has been a major problem in this area? P. Vandehey replied yes. J. Dukelow questioned if we knew the economic impact that it has on the value of the parcel? K. Harkness responded that the purchase of this property had taken place before any of this discussion had occurred. The people that own this now are aware of this action and

There were some changes in the economy that precipitated their change of thought. This parcel is now currently for sale. Vote on motion (5/0) 4. Extraterritorial preliminary Plat/Michaels’s and McCarthy Subdivision – Town of Grand Chute. B. Roskom recommends approval. Motion to approve by C. Konetzke, seconded by P. Vandehey. Vote on motion (5/0) ADJOURN There being no further business, C. Konetzke moved, seconded by J. Dukelow to adjourn the meeting of the City Plan Commission at 4:30 p.m. Motion Carried (5/0)
