Alderperson Baranowski stated he appreciated the projections and what individual
utilities could cost over the next five years. Chairperson Jirschele reminded Committee
that this is a forecast only; it has not been approved by anyone.
b) Adopt Alternative 4 of the Kensington North Drainage Study prepared by AECOM.
MOTION: Motion made by Alderperson Baranowski, seconded by Alderperson Jirschele to adopt
Alternative 4 of the Kensington North Drainage Study prepared by AECOM. (4/0)
Comments: Stormwater Engineer Sue Olson reviewed the figures in the agenda packet. The figures
compare 10-year and 100-year storm events for both existing conditions and using
alternative 4.
Alternative 4 includes a one acre pond at the northeast corner of Express Court and
Kensington Drive, a one acre pond on the Appleton Papers property, and increases the
storm sewer pipe diameter to 48” on Warehouse Road. This alternative will eliminate
the problem areas at Menards, the Express Court intersection, and Warehouse Road.
There were no cost effective alternatives to address ponding north of Newberry Street.
Engineer Olson stated that staff has spoken to Appleton Papers regarding existing
conditions and study alternatives. They have indicated they have not experienced
ponding that affected their buildings or operations. Staff is not recommending official
mapping of the proposed pond on the Appleton Papers property at this time since
ponding experience does not appear to be significant. Appleton Papers is aware of the
option on their property so the option will remain open to work with them in the future
for any redevelopment opportunities or issues in the future.
Engineer Olson stated the purpose of getting Alternative 4 adopted is to put it in the
books which will allow staff to work closely with a future developer to meet both their
needs and the public needs for reduced ponding.
c) Reaffirm the Theodore Street / East High Stormwater Project final design and bidding in 2011.
Review bid prices received in October 2011 for final determination if project is a go.
MOTION: Motion made by Alderperson Baranowski, seconded by Alderperson Hill to reaffirm the
Theodore Street / East High Stormwater Project final design and bidding in 2011 and to
review bid prices received in October 2011. (4/0)
Comments: Director Vandehey stated bids will be received in October 2011 and Committee can
decide at that time to go ahead with the project. She stated that if the project is
postponed too long, East High will do their parking lot and may not allow it to be dug up
or the City will not be able to afford to dig it up and the project won’t be done. The
opportunity to do the project is concurrent with the parking lot project.
d) Request approval of electronic Compliance Maintenance Annual Report (eCMAR) for 2010
(attachment) and request the following Resolution by presented to the Common Council for
approval:
