MUNCIPAL SERVICES COMMITTEE MEETING MINUTES June 7, 2011 PAGE 2 ACTION ITEMS 1. The request from Muncheez Pizzeria for a permanent street occupancy permit to place a street vendor cart at 10 W. College Avenue be approved contingent upon meeting all Municipal Code requirements. Director Vandehey gave an update and asked that the approval be amended to include 101 W. College Avenue. The business that had a street occupancy permit for this location did not acquire his CBD vending license, so this location is available. Paul Vander Linden requested two new addresses in response to the locations staff denied. Alderperson Clemons directed Paul to work with City staff on his proposed locations and then bring them back to Committee for review. Motion to amend to add 101 W. College Avenue by Konetzke, second by Hill (3/0). Motion to approve as amended by Konetzke, second by Hill. Vote on motion. (3/0) 2. The request from David Nelton for a variance to the Front Yard Parking Ordinance to widen his driveway into the front yard at 1712 N. Richmond Street. Director Vandehey stated the request is to widen the driveway 13 feet. The ordinance allows 4 feet into the greater front yard. Alderperson Clemons asked if this will be a safer way to approach Richmond Street? Director Vandehey stated it would be safer and easier to back out onto Richmond Street. David Nelton, 1116 S. Irma Street, Appleton – stated he owns the duplex at 1712 N. Richmond Street. His reason for this request is to provide a safer way for his tenants to get onto Richmond Street by providing a turn around pad. He would post the area “No Parking” and would also include in their lease that the area is not for parking vehicles. Motion to approve by Konetzke, second by Hill. Alderperson Hill stated 13 feet is not enough room to park a vehicle on. Is this going to be concrete or asphalt? Mr. Nelton stated it would be asphalt. Alderperson Hill asked if tenants did park there and part of the vehicle would be on the grass, is that something we could enforce? Attorney Totzke responded yes. Vote on motion. (3/0) 3. Ballard Road from Wisconsin Avenue to Longview Drive be reconstructed with concrete pavement and curb and gutter to a width of 49' from back of curb to back of curb. The reconstruction of Ballard will include the installation of new sidewalk along the east side of Ballard Road between Wisconsin Avenue and Glendale Avenue. The proposed lane configuration of the reconstructed Ballard Road will consist of one (1) northbound lane, one (1) southbound lane, one (1) shared two-way left turn lane, and five foot on-street bike lanes on each side of the proposed Ballard Road. Additionally, a raised median will be constructed at the railroad crossing along Ballard Road.
