ThemesA common template was drawn up for <strong>the</strong>mes <strong>and</strong> questions. The <strong>the</strong>meswere: awareness of <strong>the</strong> Convention, schooling, leisure <strong>and</strong> health/welfare.Questions <strong>to</strong>uching on ethnic minorities, <strong>children</strong> with disabilities <strong>and</strong>gender equality were <strong>to</strong> be included in <strong>the</strong>se <strong>the</strong>mes as far as possible, butcould also be formulated on a separate basis. In addition <strong>the</strong> municipalitiesalso selected <strong>the</strong>mes <strong>the</strong>mselves, related for example <strong>to</strong> specific focal areas at<strong>the</strong> local level on which <strong>the</strong>y desired feedback. Children <strong>and</strong> <strong>young</strong> <strong>people</strong>were also given <strong>the</strong> opportunity <strong>to</strong> add <strong>the</strong>ir own <strong>the</strong>mes <strong>to</strong> <strong>the</strong> agenda.Target groupAll <strong>the</strong> municipalities involved obtained information from school<strong>children</strong> in<strong>the</strong> age range 13 <strong>to</strong> 18. In addition, several included <strong>young</strong>er school<strong>children</strong><strong>and</strong> <strong>children</strong> attending day care centres. Emphasis was given <strong>to</strong> capturing <strong>the</strong>broad mass of school pupils, both sexes <strong>and</strong> <strong>children</strong> of different ethnicbackgrounds. Sami <strong>children</strong> were also included in <strong>the</strong> survey. The municipalitiesendeavoured <strong>to</strong> speak <strong>to</strong> vulnerable groups of <strong>children</strong> <strong>and</strong> <strong>young</strong><strong>people</strong>, for example <strong>children</strong> with disabilities, <strong>children</strong> in asylum receptioncentres <strong>and</strong> <strong>children</strong> who were clients of <strong>the</strong> child welfare services.MethodTwo municipalities opted for qualitative interviews with various groups ofinformants. Six municipalities carried out questionnaire surveys. In addition<strong>to</strong> set answer options, <strong>the</strong> questionnaires contained open boxes for pupils'comments. Three out of six municipalities employed qualitative interviews inaddition <strong>to</strong> questionnaires.Data collection <strong>and</strong> processingIt should be stressed that <strong>the</strong> samples of <strong>children</strong> <strong>and</strong> <strong>young</strong> <strong>people</strong> were notdrawn in such a way as <strong>to</strong> ensure representativity or <strong>to</strong> permit <strong>the</strong> results <strong>to</strong>be generalised, ei<strong>the</strong>r <strong>to</strong> <strong>the</strong> municipality concerned or <strong>to</strong> <strong>the</strong> country as awhole.Since <strong>the</strong> municipalities had a large measure of freedom in designing<strong>the</strong>ir projects, achieving a mutually agreed summary posed certain problems.Where possible <strong>the</strong> findings are presented in common tables.– Children <strong>and</strong> <strong>young</strong> <strong>people</strong> <strong>report</strong> <strong>to</strong> <strong>the</strong> <strong>UN</strong> on <strong>the</strong>ir rights – 9
