Fishman, of ONR Materials S&T Division, and Mr.Amarnath P. Divecha and Mr. Charles T. Boyle of the NavalSurface Warfare Center. RADM Paul G. Gaffney, Chief ofNaval Research, presented the award in a ceremony held atONR Headquarters in Arlington, VA.The ONR Cheapskate Prize for Affordability is an annualaward presented to scientists, engineers, or program managerswhose efforts produce affordable technologies for navalforces. The innovative technology of this year’s winners haspermitted the Navy to remove a source of carcinogenicasbestos from the Fleet and has enabled smoother, safer andfaster underway replenishment operations at sea.The Navy found it necessary to replace carcinogenicasbestos brake shoes used in underway replenishment operationswith a safe alternative. The brake shoe alternatives,while non-carcinogenic, were found to cause too much wearon the brake drums; therefore, it was necessary to solve thisnew problem. The team took a high tech metal matrix compositecalled titanium carbide/bronze and used centrifugalcasting to produce a brake drum which has proven to haveextraordinary wear resistance.
