There arehowever communities that are at risk <strong>of</strong> specific hazards, for example high density shackareas, houses within flood lines and people living near the airport.Certain groups within the community, such as the aged, women, children, the disabled andthe poor suffer the most from disasters and also lack capacity to recover.
