Charts contained in the <strong>AIP</strong> are produced inaccordance with Annex 4 to the Convention on International <strong>Civil</strong> <strong>Aviation</strong> and ICAOaeronautical Chart Manual (Doc 8697). Differences from ICAO Standards, Recommendedpractices and Procedures are given in subsection GEN 1.7.3. The <strong>AIP</strong> structure and established regular amendment interval3.1. The <strong>AIP</strong> StructureThe <strong>AIP</strong> forms part <strong>of</strong> the Integrated Aeronautical Information Package, details <strong>of</strong> which aregiven in subsection GEN 3.1. International flights into, from or over <strong>Nepal</strong>ese territory shall be subject to thecurrent <strong>Nepal</strong>ese regulations relating to civil aviation. These regulations correspond in allessentials to the Standards and Recommended Practices contained in Annex 9 to theConvention on International <strong>Civil</strong> <strong>Aviation</strong>.1.2. Aircraft flying into or departing from the territory <strong>of</strong> <strong>Nepal</strong> shall make their firstlanding at, or final departure from, Tribhuvan International Airport, Kathmandu, <strong>Nepal</strong>.2. Scheduled Flights2.1. <strong>General</strong>2.1.1. For regular international scheduled flights operated by foreign airlines into or intransit across <strong>Nepal</strong>, the following requirements must be met:a) The State <strong>of</strong> the airline must be a party to the International Air Services TransitAgreement and/or the International Air Transport Agreement. <strong>Nepal</strong> is a party to bothAgreements;b) The airline must be eligible to make the flights under the provisions <strong>of</strong> a bilateral ormultilateral agreement to which the State <strong>of</strong> the airline and <strong>Nepal</strong> are contractingparties and must have a permit to operate into or in transit across <strong>Nepal</strong>. Applicationsfor such permits shall be submitted to the Director <strong>General</strong> <strong>of</strong> <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong>at least 60 working days before the applicable date.c) For the amendments <strong>of</strong> schedule or revision <strong>of</strong> the scheduled flight, the request foramendment/ revision shall be submitted at least 7 working days before the applicabledate2.2. Definitions:Scheduled flight:-A predetermined domestic and international flight, that is operated in regular basis in aschedule manner for the carriage <strong>of</strong> passenger, mail and cargo with approved airfareand subject to <strong>Civil</strong> <strong>Aviation</strong> Regulation 2002, rule number 56 (3) (a) and (b) excludinginternational charter and non-scheduled flights.Non-Scheduled Flight: -Charter: -Operator: -A flight for the carriage <strong>of</strong> passengers, mail or cargo by air for hire and reward onjourneys other than scheduled.A person, company or corporate body who charters the aircraft and whose name andaddress appear in the Aircraft Charter Agreement.In relation to an aircraft, the person for the time being having the business management<strong>of</strong> that aircraft.4. Private Flights4.1. Advance notification <strong>of</strong> arrival4.1.1. <strong>AIP</strong> GEN 1.3-1NEPAL 3 June <strong>2010</strong>GEN 1.3 ENTRY TRANSIT AND DEPARTUREOF PASSENGERS AND CREW1. Customs Requirements1.1. Customs in <strong>Nepal</strong> is operated under the final channel system - the Red andGreen channel, for the expeditious clearance <strong>of</strong> air travelers. All arriving passengers shallpresent themselves personally with their baggage and make declarations to customs at the Redchannel if they have any prohibited, controlled or dutiable/taxable goods to declare. If they donot have any such goods, exceeding their duty/tax -free concession, they can pass through thegreen channel. However, passengers going through the green channel may be checked on aselective basis. All crew members are required to produce their baggage at the Red channelonly. Baggage may be examined in such manner as deemed necessary and it shall be the duty<strong>of</strong> the person in charge <strong>of</strong> the baggage to produce, open, unpack and repack such baggage.1.2. Personal effects <strong>of</strong> the passengers are permitted free entry. They are allowed tobring in the consumable articles such as liquor one bottle <strong>of</strong> 1.15 liters, 200 sticks <strong>of</strong> cigarette,15 rolls <strong>of</strong> photo film and 12 rolls <strong>of</strong> movie camera film.1.3. Visitors are also allowed to carry one binocular, one camera, one video camera,one radio, one tape recorder, one by-cycle, one wrist watch, one set <strong>of</strong> fountain pen, oneperambulator, 10 disk records into the country for personnel use on the condition that they aredeclared and are to be taken back on return. Carrying narcotics, arms and ammunitions arestrictly prohibited.1.4. No custom formalities are normally required for departing passengers unless itis required to do so. However, restrictions on the carriage <strong>of</strong> foreign cash currency in and out<strong>of</strong> the country remain in force. Visitors can export souvenirs to their respective countries.However, the export <strong>of</strong> antiques and precious or semi precious stones requires a clearance andcertificate from the Department <strong>of</strong> Archaeology, Ram Shah Path (Tel: 977-1-4215358). Gold,Silver, Precious stones, wild animals and their skins, horns etc., all drugs whether processed orin their natural state are prohibited to export.2. Immigration Requirements2.1. No documents or visas are required <strong>of</strong> passengers arriving and departing on thesame flight or transferring to another flight at the same airport.2.2. A person entering <strong>Nepal</strong> for the purpose <strong>of</strong> immigration must hold a validpassport and an immigration visa, the latter being issued at <strong>Nepal</strong> consulates abroad.Temporary visitors must be in possession <strong>of</strong> a valid passport, with the exception <strong>of</strong> the Indiannationals from whom existing <strong>of</strong>ficial documents <strong>of</strong> identity, such as expired passports,national registration cards or alien resident permits, are acceptable in lieu <strong>of</strong> a valid passport.2.3. The Visas can be obtained at the airport immigration <strong>of</strong>fice in entry points <strong>of</strong> 3days, 30 days and 60 days according to the demand and number <strong>of</strong> visit <strong>of</strong> the passport holder.2.4. There will be four categories <strong>of</strong> entry visas as, one day transit visa, 15 days, 30days and 90 days entry visas.2.6. People <strong>of</strong> these countries do not get visa on arrival at the immigration entrypoints <strong>of</strong> <strong>Nepal</strong>: Nigeria, Ghana, Zimbabwe, Swaziland, Cameroon, Somalia, Liberia, Ethiopia,Iraq, Palestine and Afghanistan.2.7. Refugees holding foreign travel document do not get visa on arrival in <strong>Nepal</strong>.2.8. For flight crew members on scheduled services who keep possession <strong>of</strong> theirlicense when embarking and disembarking, remain at the airport where the aircraft has stoppedor within the confines <strong>of</strong> the cities adjacent thereto, and depart on the same aircraft or on theirnext regularly scheduled flight out <strong>of</strong> <strong>Nepal</strong>, the crew member license or certificate is acceptedin lieu <strong>of</strong> a passport or visa for temporary admission into <strong>Nepal</strong>. This provision is alsoapplicable if the crew member enters <strong>Nepal</strong> by other means <strong>of</strong> transport for the purpose <strong>of</strong>joining an aircraft.3. Public Health Requirements3.1. Disembarking passengers are not required to present vaccination certificatesexcept when coming directly from an area infected with cholera, yellow fever or smallpox.3.2. <strong>AIP</strong> GEN 1.4-1NEPAL 3 June <strong>2010</strong>GEN 1.4 ENTRY, TRANSIT AND DEPARTURE OF CARGO1. Customs Requirements Concerning Cargo and Other Articles1.1. The following documents are required for the clearance <strong>of</strong> goods throughcustoms <strong>of</strong> <strong>Nepal</strong>. Banking document, Airway Bill, Invoice, Packing list certificate. A permitis required from concerned authority for controlled items.1.2. As regards Air Cargo transshipped from one flight to another at the same airportby the ground handling agent, no custom document is required.1.3. No clearance documents are required with respect to goods retained on board anaircraft for onward carriage to a destination outside <strong>Nepal</strong>.1.4. For export <strong>of</strong> dutiable and controlled goods, customs and export permits (fromthe concerned organisations) are required to be presented for customs clearance.2. Agricultural Quarantine RequirementsPrior permission <strong>of</strong> the concerned Department is required for the import and export <strong>of</strong> allspecies <strong>of</strong> wild animals and plants and their parts or derivatives protected under theConvention on International Trade in Endangered Species <strong>of</strong> wild fauna and flora (CITES).3. Arms and Explosives Requirements3.1. The import, export and transshipment <strong>of</strong> all arms, explosives, component parts,ammunitions and weapons including swords, sword-sticks, khukuris, daggers toy, pistols,airguns, etc., are strictly controlled. Permits must be obtained and application should be madeto the Ministry <strong>of</strong> Home Affairs, Singha Durbar, Kathmandu, <strong>Nepal</strong>.4. Requirements for the Carriage <strong>of</strong> Dangerous Goods in Aircraft4.1. <strong>Civil</strong> <strong>Aviation</strong> Regulation (1995), Section 3, Article 18 provides theinflammable , and dangerous goods shall not be carried in civil air transport aircraft exceptpermitted by the <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong> and in accordance with any conditions which may beimposed. This provision applies to all civil aircraft flying to, from or over <strong>Nepal</strong> and to aircraftregistered in <strong>Nepal</strong>.4.2. <strong>General</strong> permission is given to airlines by the authority subject to compliancewith the current edition <strong>of</strong> Annex 18 to the convention <strong>of</strong> International <strong>Civil</strong> <strong>Aviation</strong> relatingto the safe transport <strong>of</strong> Dangerous goods by air.4.3. Operators who wish to carry dangerous goods should apply to theDirector-<strong>General</strong> <strong>of</strong> <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong>, Kathmandu, <strong>Nepal</strong>, giving relevant details <strong>of</strong>the consignment and two weeks advance notice for processing the application.5 th EDITION CIVIL AVIATION AUTHORITY OF NEPAL

Commercial air transport aircraft operating in <strong>Nepal</strong> must adhere to theprovisions <strong>of</strong> ICAO Annex 6- Operation <strong>of</strong> Aircraft, Part I - International Commercial AirTransport -Aeroplanes, Chapter 6 (Aeroplane Instruments, Equipment and Flight Documents)and Chapter 7 (Aeroplane Communication and Navigation Equipment)2. In Flight Emergency Equipment2.1. An aeroplane registered in <strong>Nepal</strong> which is engaged in public transportoperations shall be equipped with;a) Adequate medical supply which are appropriate to the passenger carrying capacity <strong>of</strong>the aeroplane and which are accessible during flight;b) Portable fire extinguisher <strong>of</strong> a type which will not cause dangerous Contamination <strong>of</strong>the air when they are used inside the aeroplane, located in the pilots compartment andin passenger compartments which are separate from the pilot's compartment;c) A seat fitted with a seat belt for each passenger in the aircraft who is more then 2 yearsold, andd) A seat fitted with a safety harness for each member <strong>of</strong> the flight crew.3. Radio EquipmentAn aircraft engaged on pubic transport operations shall have, on all flights, radiocommunication equipment which is suitable for;a) two way communication for aerodrome control purposes;b) reception <strong>of</strong> meteorological information;c) conducting two way communication on HF and VHF bands with aeronautical stationsat any time during flight using such frequencies as may be prescribed;d) two way communication with aeronautical emergency frequency.4. Documents to be carried in an aircraft4.1. A <strong>Nepal</strong>ese registered aeroplane which is engaged in public transport operationsshall carry the following documents:a) the <strong>Nepal</strong>ese Certificate <strong>of</strong> Registration issued in relation to that aeroplane;b) the <strong>Nepal</strong>ese Certificate <strong>of</strong> Airworthiness issued in relation to that aeroplane;c) the current Maintenance Release issued in relation to that aeroplane;d) the aeroplane Flight Manual or equivalent Certification document;e) the licenses issued in relation to the radio equipment installed in the aeroplane;f) the current licenses held by each member <strong>of</strong> the flight crew;g) the aeroplane journey log book or general declaration;h) if passengers are carried, a list <strong>of</strong> their names, places <strong>of</strong> embarkation and intended place<strong>of</strong> disembarkation;5 th EDITION CIVIL AVIATION AUTHORITY OF NEPAL

GEN 3.1-2<strong>AIP</strong>3 June <strong>2010</strong> NEPALNOTAM monthly checklists are issued via the Aeronautical Fixed Service (AFS), whilemonthly NOTAM Summary <strong>of</strong> valid NOTAM are issued via mail. PIB are made available atInternational NOTAM Office, AIS Division, Tribhuvan International Airport. All otherelements <strong>of</strong> the package are distributed by air mail.3.2. Aeronautical Information Publication (<strong>AIP</strong>)The <strong>AIP</strong> is the basic aviation document intended primarily to satisfy international requirementsfor the exchange <strong>of</strong> permanent aeronautical information and temporary changes <strong>of</strong> longduration essential for air navigation.<strong>AIP</strong> <strong>Nepal</strong> is published in a single volume in English in a loose-leaf form.3.3. Amendment Service to the <strong>AIP</strong> (<strong>AIP</strong> AMDT)Amendments to the <strong>AIP</strong> are made by means <strong>of</strong> replacement sheets. Two types <strong>of</strong> <strong>AIP</strong> AMDTare produced:Regular <strong>AIP</strong> Amendment (<strong>AIP</strong> AMDT), issued in accordance with the establishedregular interval (ref. GEN 0.1-3) and identified by a light blue cover sheet, incorporatespermanent changes into the <strong>AIP</strong> on the indicated publication date; andAIRAC <strong>AIP</strong> amendment (AIRAC <strong>AIP</strong> AMDT), issued in accordance with the AIRACsystem and identified by a pink cover sheet and the acronym-AIRAC, incorporatedoperationally significant permanent changes into the <strong>AIP</strong> on the indicated AIRACeffective date.A brief description <strong>of</strong> the subjects affected by the amendment is given on the <strong>AIP</strong> Amendmentcover sheet. New information included on the reprinted <strong>AIP</strong> pages is annotated or identified bya vertical line in the left margin (or immediately to the left) <strong>of</strong> the change/addition.Each <strong>AIP</strong> page and <strong>AIP</strong> replacement page introduced by an amendment, including theamendment cover sheet, are dated. The date consists <strong>of</strong> the day, month (by name) and year <strong>of</strong>the publication date (regular <strong>AIP</strong> AMDT) or <strong>of</strong> the AIRAC effective date (AIRAC <strong>AIP</strong>AMDT) <strong>of</strong> the information. Supplement to the <strong>AIP</strong> (<strong>AIP</strong> SUP)Temporary changes <strong>of</strong> long duration (three month and longer) and information <strong>of</strong> shortduration which consists <strong>of</strong> extensive text and/or graphics, supplementing the permanentinformation contained in the <strong>AIP</strong>, are published as <strong>AIP</strong> Supplements (<strong>AIP</strong> SUP). Operationallysignificant temporary charges to the <strong>AIP</strong> are published in accordance with the AIRAC systemand its established effective dates and are identified clearly by the acronym AIRAC <strong>AIP</strong> SUP.<strong>AIP</strong> Supplements are separated by information subject (<strong>General</strong> - GEN, En-route-ENR andAerodromes-AD) and are placed accordingly at the beginning <strong>of</strong> each <strong>AIP</strong> Part. <strong>AIP</strong> GEN 3.1-3NEPAL 3 June <strong>2010</strong>are published on yellow paper to be conspicuous and to stand out from the rest <strong>of</strong> the <strong>AIP</strong>.Each <strong>AIP</strong> Supplement (regular or AIRAC) is allocated a serial number which is conspicuousand based on the calendar year, i.e. <strong>AIP</strong> SUP 1/96; AIRAC <strong>AIP</strong> SUP 1/96.An <strong>AIP</strong> Supplement is kept in the <strong>AIP</strong> as long as all or some <strong>of</strong> its contents remain valid. ThePeriod <strong>of</strong> validity <strong>of</strong> the information contained in the <strong>AIP</strong> Supplement will normally be givenin the supplement itself. Alternatively, NOTAM may be used to indicate changes to the period<strong>of</strong> validity or cancellation <strong>of</strong> the supplement.The checklist <strong>of</strong> <strong>AIP</strong> Supplements currently in force is issued in the monthly printed plainlanguage list <strong>of</strong> valid summary <strong>of</strong> NOTAM.3.5. NOTAM and Pre-flight Information Bulletins (PIB)NOTAM contain information concerning the establishment, condition or change in anyaeronautical facility, service, procedure or hazard, the timely knowledge <strong>of</strong> which is essentialfor personnel concerned with flight operations. The text <strong>of</strong> each NOTAM contains theinformation in the order shown in the ICAO NOTAM Format and is composed <strong>of</strong> thesignifications/uniform abbreviated phraseology assigned to the ICAO NOTAM Codecomplemented by ICAO abbreviations, indicators, identifiers, designator, call signs,frequencies, figures and plain language. NOTAM are originated and issued for Kathmandu FIR(VNSM) and are distributed in four series identified by the letters A, B, C and S.Series A. <strong>General</strong> rules, en-route navigation and communication facilities, airspacerestrictions and activities taking place and information concerning international aerodrome.Series B. Containing full information on all aerodromes facilities and proceduresavailable for use in international distribution to adjacent states only.Series C.Containing information <strong>of</strong> concern to national aerodromes only.Series S (SNOWTAM) In winter season, some aerodromes at higher elevation get snowfalling. Such information concerning snow, slush, ice in the movement areas are issued in theform <strong>of</strong> SNOWTAM and made national distribution to the concerned only. NOTAM arepublished as and when necessary to disseminate information <strong>of</strong> direct operational significancewhicha) is <strong>of</strong> ephemeral nature ;b) requires advance distribution ; orc) Immediate dissemination is requiredEach NOTAM is assigned a four digits serial number preceded by an appropriate letterindicating the series and followed by a stroke and two digits indicating the year <strong>of</strong> issuance.The serial numbers start with 0001 at 0000 UTC on 1 st January every year. A check list <strong>of</strong>NOTAM currently in force is issued every month over the AFS. Aeronautical Information Circular (AIC)The Aeronautical Information Circulars (AIC) contain information on the long-term forecast <strong>of</strong>any major changes in legislation, regulation, procedure or facility; information <strong>of</strong> a purelyexplanatory or advisory nature liable to affect flight safety; and information or notification <strong>of</strong>an explanatory or advisory nature concerning technical, legislative or purely administrativematters. AICs are divided by subject and are issued in two series (A and B). AIC Series Acontains information affecting international civil aviation and is given internationaldistribution, while AIC Series B contains information affecting national aviation only and isgiven national distribution.Each AIC is numbered consecutively within each series on a calendar year basis. The year,indicated by two digits, is a part <strong>of</strong> the serial number <strong>of</strong> the AIC, e.g. AIC A 1/96; AIC B 1/96.A checklist <strong>of</strong> AIC currently in force is issued as an AIC once a year.3.7. Checklist and List <strong>of</strong> valid NOTAMA checklist <strong>of</strong> valid NOTAM is issued monthly via the AFS. The checklist is followed by aprinted list <strong>of</strong> valid NOTAM distributed by mail to all recipients <strong>of</strong> the Integrated AeronauticalInformation Package. It contains a plain language (in English) presentation <strong>of</strong> the validNOTAM and information about the number <strong>of</strong> the latest issued <strong>AIP</strong> AMDT, AIRAC <strong>AIP</strong>AMDT, <strong>AIP</strong> SUP and AIC as well as the number <strong>of</strong> the elements issued under the AIRAC thatwill become effective or, if none, the NIL AIRAC notification.3.8. Sale <strong>of</strong> PublicationThe <strong>AIP</strong> may be purchased from the Aeronautical Information Services; <strong>Civil</strong> <strong>Aviation</strong><strong>Authority</strong> <strong>of</strong> <strong>Nepal</strong>, Babar Mahal at US $ 80 (Plus US $ 20 for postage); The fee for the <strong>AIP</strong>AMDT service is US $ 10 per year ((Plus US $ 10 for postage, to be paid in advance). <strong>AIP</strong>supplements and Aeronautical circulars are available free <strong>of</strong> charge to all subscribers <strong>of</strong> the<strong>AIP</strong>.4. AIRAC System4.1. In order to control and regulate the operationally significant changes requiringamendments to charts, route-manuals etc., such changes, whenever possible, will be issued onpredetermined dates according to the AIRAC System. This type <strong>of</strong> information will bepublished as an AIRAC <strong>AIP</strong> AMDT or an AIRAC <strong>AIP</strong> SUP. If an AIRAC AMDT or SUPcannot be produced due to lack <strong>of</strong> time, NOTAM clearly marked AIRAC will be issued. SuchNOTAM will immediately be followed by an AMDT or SUP.4.2. The table below indicates AIRAC effective dates for the coming years. AIRACinformation will be issued so that the information will be received by the user not later than 28days, and for major changes not later than 56 days, before the effective date. At AIRACeffective date, a trigger NOTAM will be issued giving a brief description <strong>of</strong> the contents,effective date and reference number <strong>of</strong> the AIRAC <strong>AIP</strong> AMDT or AIRAC <strong>AIP</strong> SUP that willbecome effective on that date. CAAN provides a wide range <strong>of</strong> aeronautical charts to be used in civil aviation.The Aeronautical Information Service produces the charts which are part <strong>of</strong> the <strong>AIP</strong>; all otheraeronautical charts are produced by the Department <strong>of</strong> Survey. Charts, suitable for pre-flightplanning and briefing, are available for reference at aerodrome AIS units. (Their addresses canbe found under paragraph 3 below.) The charts are produced in accordance with the provisionscontained in ICAO Annex 4 -Aeronautical Charts. Differences to these provisions are detailedin subsection GEN 1.7.2. Maintenance <strong>of</strong> Charts2.1. The aeronautical charts included in the <strong>AIP</strong> are kept up to date by amendmentsto the <strong>AIP</strong>. Mobile/Fixed ServicesMobile ServiceThe aeronautical stations maintain a continuous watch on their stated frequencies during thepublished hours <strong>of</strong> service unless otherwise notified.An aircraft should normally communicate with the air-ground control radio station thatexercises control in the area in which the aircraft is flying. Aircraft should maintain acontinuous watch on the appropriate frequency <strong>of</strong> the control station and should not abandonwatch, except in an emergency, without informing the control radio station.Fixed ServiceThe message to be transmitted over the Aeronautical Fixed Service (AFS) are accepted only if,a) they satisfy the requirements <strong>of</strong> Annex 10, Vol. II Chapter 3,3.3;b) they are prepared in the form specified in Annex 10;c) the text <strong>of</strong> an individual message does not exceed 200 groups.<strong>General</strong> aircraft operating agency messages (priority KK) are only accepted for transmission tocountries that have agreed to accept Class "B" traffic.3.3. Unless specifically exempted by the Government <strong>of</strong> <strong>Nepal</strong>, a landing fee shallbe paid in respect <strong>of</strong> all aircraft landing at aerodromes administered by the <strong>Civil</strong> <strong>Aviation</strong><strong>Authority</strong> <strong>of</strong> <strong>Nepal</strong>.1.2. No aircraft shall be accepted for parking unless the owner or commander <strong>of</strong> theaircraft signs such form as the Director-<strong>General</strong> <strong>of</strong> <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong> <strong>of</strong> <strong>Nepal</strong> mayrequire.2.1.2. No parking fee shall be payable for parking <strong>of</strong> an aircraft for up to 3 hours.Parking fee at the rate specified below shall be payable for the parking <strong>of</strong> an aircraft in anyplace at the aerodrome exceeding 3 hours. However an aircraft parking exceeds 3 hours theparking charges <strong>of</strong> the first 3 hours shall also be payable. The parking time shall begin when anaircraft lands at the aerodrome and end when it takes <strong>of</strong>f.2.1.3. For the purpose <strong>of</strong> assessing the parking fees, the concept <strong>of</strong> total weight <strong>of</strong>aircraft as in landing fees shall be applicable.2.1.4. <strong>AIP</strong> GEN 4.1-5NEPAL 3 June <strong>2010</strong>c) For charter flights the concerned company or its agent or person shall pay PSCbefore flight.d) <strong>General</strong> declaration and passenger manifest shall be submitted to first partyimmediately after departure for revenue purpose.e) Monthly statement <strong>of</strong> actual flights and departed passenger number shall besubmitted to CAAN by every airline.f) Payment <strong>of</strong> PSC shall be made separately for each bill.iii.Commission and penalty,a) The payment made within 15 days <strong>of</strong> billing as per 3.1.1.1 shall entitle theairlines to earn three percent <strong>of</strong> the bill amount excluding VAT as commission.b) No commission shall be provided in case the payment is made after 15 days <strong>of</strong>billing.c) Failure to make payment after 21 days <strong>of</strong> billing shall make the airlines to pay0.05 % <strong>of</strong> the bill amount per day.d) In the event <strong>of</strong> the failure to make payment even after 60th day <strong>of</strong> the stipulateddate, flights <strong>of</strong> the concerned airline may be subjected to suspension by givingprior notice.iv.Security deposit,A security deposit from the airlines shall be required on the basis <strong>of</strong> 30 days seatcapacity <strong>of</strong> approved scheduled flights.3.1.2. Exemptions, Reductions and Surcharges9.1. The following aircraft are exempted from payment <strong>of</strong> landing and parking fees:a) Foreign diplomatic aircraft engaged on diplomatic missions to <strong>Nepal</strong>.b) Aircraft withheld by Director <strong>General</strong>, CAAN for necessary investigation.c) Aircraft engaged in SAR operation, when authorized by DGCA.d) Such other aircraft as the Director <strong>General</strong>, CAAN may approve.9.1.1. Incase <strong>of</strong> an aircraft engaged in training or test landings, the first five landingsshall be considered as one and the landing fees shall be payable accordingly.9.1.2. If any international flight could not proceed to its destination and lands in anyaerodromes <strong>of</strong> <strong>Nepal</strong> it shall be charged as per the landing fees' prescribed for internationalflights.10. SurchargesAn additional charge as determined by DGCA will be levied for each landing made outside <strong>of</strong>the published operation hours <strong>of</strong> the aerodrome based on time used, on hourly basis. Forinternational flights, this amount is fixed as NRS 35,000 per hour.11. Miscellaneous Charges11.1. Cargo Chargesa) Cargo Charge at the rate <strong>of</strong> fifty paisa per kilogram shall be imposed on the cargo to beimported from abroad through the aircraft to the Kingdom <strong>of</strong> <strong>Nepal</strong>.b) Cargo charge at the rate <strong>of</strong> thirty paisa per kilogram shall be imposed on the cargo totransport by the domestic flight.11.2. Meteorological ChargesMeteorological Charges shall be levied on each International or Domestic flight that isoperated between 1215 UTC and 0015 UTC (next day). The charges shall be as follows:a) Jet Aircraft - US $ 15b) Other Aircraft - US $ 512. Method <strong>of</strong> Payment12.1. Except as approved in writing by Director <strong>General</strong> <strong>of</strong> <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong><strong>of</strong> Neal, all fees except the passenger service charge and entrance fees shall be paid by thecommander <strong>of</strong> aircraft or agent without demand before the aircraft departs from the aerodrome.For aircraft carrying out international flights, all payments <strong>of</strong> fees shall be made in US dollars.5 th EDITION CIVIL AVIATION AUTHORITY OF NEPAL

For the purpose <strong>of</strong> enforcing payment <strong>of</strong> fees. <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong> <strong>of</strong> <strong>Nepal</strong>may refuse to permit an aircraft to take-<strong>of</strong>f from an aerodrome until all fees have been paid.12.3. No abatement <strong>of</strong> any fees shall be allowed in the event <strong>of</strong> any aerodromeservice, assistance <strong>of</strong> other facility being not available and except as provided in theseregulations. No exemption or remission shall be granted.12.4. If the regular users (airlines/agents) find it more convenient to pay all the feeson a monthly basis, a written application for the same has to be submitted to the airportadministration.
