Convention on Biological DiversityPlant Conservation Report Page 48ANNEX 3: COP 9 DECISION IX/3GLOBAL STRATEGY FOR PLANT CONSERVATIONThe Conference of the Parties,Having considered the outcomes of the in-depth reviewof the Global Strategy for Plant Conservation conductedby the Subsidiary Body on Scientific, Technical andTechnological Advice and the key messages resulting fromthe review as transmitted to Conference of the Parties bythe Subsidiary Body in paragraph 1 of its recommendationXII/2 (UNEP/CBD/COP/9/2, annex),Noting that the Global Strategy has stimulated theengagement of the botanical and plant conservationcommunities in the work of the Convention, through, interalia, the establishment of national, regional and globalnetworks, including in particular the Global Partnershipfor Plant Conservation,1. Urges Parties that have not yet done so, to:(a) Nominate focal points for the Strategy; and(b) Develop national and/or regional strategies for plantconservation with targets as appropriate, including withinthe context of national biodiversity strategies and actionplans and other relevant national and regional policiesand action plans, as part of broader plans to achieve the2010 biodiversity target and the relevant MillenniumDevelopment Goals;2. Urges Parties and invites other Governments andrelevant organizations to further implement:(a) Activities for achieving enhanced implementation ofthe Strategy, in particular its targets 1, 2, 3, 4, 6, 7, 10,12 and 15, including by reaching other relevant sectorsbeyond the botanical and conservation communities;and(b) Providing, as appropriate, additional information onthe progress made towards achieving the targets of theStrategy, including quantitative data and informationfrom other sectors and processes such as in forestry andagriculture, in order to strengthen future reviews of theimplementation of the Strategy;3. Decides to consider the further development andimplementation of the Strategy beyond 2010, taking intoaccount current and emerging environmental challengeson plant diversity, including an update of the currenttargets within the broader context of and consistent withthe new Strategic Plan beyond 2010, taking into accountnational priorities and circumstances, capacities anddifferences in plant diversity between countries;4. Requests the Subsidiary Body on Scientific, Technicaland Technological Advice to provide, prior to the tenthmeeting of the Conference of the Parties, proposals fora consolidated update of the Global Strategy, taking intoaccount the Plant Conservation Report, the third editionof the Global Biodiversity Outlook, the fourth nationalreports and additional inputs from the Global Partnershipfor Plant Conservation and other relevant organizations;5. Further requests the Subsidiary Body on Scientific,Technical and Technological Advice to consider the reviewof the implementation of targets 3, 6, 9, 11, 12 and 13 thatare related to sustainable use of plant diversity, when itundertakes the in-depth review of the work on sustainableuse prior to the tenth meeting of the Conference of theParties;6. Requests the Executive Secretary, in collaboration withthe Global Partnership for Plant Conservation and otherrelevant organizations:(a) To develop a practical and user-friendly toolkit, inpursuance of paragraph 7 of decision VII/10 of theConference of the Parties, that describes inter alia tools andexperiences that can help enhance national, subregionaland regional implementation of the Strategy. The toolkitshould be made available in all the United Nationslanguages in both electronic and printed form, with theoption of making the electronic version interactive in thelong term;(b) To identify regional tools for the exchange ofinformation and capacitybuilding;(c) To publish the Plant Conservation Report (UNEP/CBD/COP/9/INF/25) in all the United Nations languagesas a communication and awareness-raising tool on theimplementation of the Strategy;(d) To facilitate capacity-building, technology transfer,and financial support programmes to assist developingcountries, in particular least developed countries, smallisland developing States, and countries with economies intransition , including those with high levels of biodiversityand are centres of origin, to effectively implement or toachieve enhanced implementation of the Strategy; and(e) Coordinate regional workshops with support of Partiesand other relevant organizations on the implementationof the Global Strategy for Plant Conservation, subject toavailable resources, and to include the Global Strategyin the agenda of regional workshops for nationalbiodiversity strategies and action plans and compilethese results including an assessment of capacity needsfor consideration of the Subsidiary Body on Scientific,Technical and Technological Advice;7. Acknowledges the work of the Global Partnership forPlant Conservation, the World Conservation MonitoringCentre of United Nations Environment Programme, otherorganizations, and the Executive Secretary in developing thePlant Conservation Report, and expresses its appreciationto the Government of Ireland for the preparation of thisReport, and further extends itsappreciation to BotanicGardens Conservation International for the secondment ofa Programme Officer to the Secretariat of the Conventionon Biological to support the implementation of theStrategy;8. Urges donors and other organizations to supportthe implementation of the Strategy at the national andregional levels.
