SUMMING UP REPORT OF DIRECTOR GENERAL, BPR&D DURINGTHE VALEDICTORY SESSION OF THE 42 ND ALL INDIA POLICESCIENCE CONGRESS HELD AT GANGTOK ON 17 TH FEBRUARY, 2012Hon’ble Speaker <strong>of</strong> Sikkim Legislative Assembly, Shri K.T. Gyaltsen ji, mycolleague in service Shri Jasbir Singh, DGP, Sikkim, Sh. J.S. Pandey, DGPUttarakhand, former DGs Dr. T.N. Mishra, Mr. Kamal Kumar, Shri M.L.Kumawat, Dr. U.N.B. Rao, senior <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> Govt. <strong>of</strong> India and Govt. <strong>of</strong>Sikkim, delegates representing Central Govt. and State Govt. organisations,invitees, friends from <strong>the</strong> media, ladies and gentlemen.It is an honour and privilege for me to extend a very warm welcome to ShriK T Gyaltsen, Hon’ble Speaker <strong>of</strong> Sikkim Legislative Assembly to <strong>the</strong> ValedictionSession <strong>of</strong> <strong>the</strong> 42 nd All India Police Science Congress.As a Convener <strong>of</strong> this All India Police Science Congress, I avail <strong>the</strong>opportunity to present a brief Summing-<strong>up</strong> Report before this August ga<strong>the</strong>ring.The BPR&D is <strong>the</strong> nodal R&D organization under <strong>the</strong> Ministry <strong>of</strong> HomeAffairs in <strong>the</strong> field <strong>of</strong> Police and Correctional Administration. The BPR&Dorganizes All India Police Science Congress every year by rotation in variousStates / UTs in pursuance <strong>of</strong> its charter <strong>of</strong> functions identified by <strong>the</strong> MHA.The main objective <strong>of</strong> this prestigious national event is to provide a forum to<strong>the</strong> police <strong>of</strong>ficers <strong>of</strong> different ranks, social scientists, forensic experts,criminologists and o<strong>the</strong>r stakeholders to frankly deliberate and discuss variousissues <strong>of</strong> topical interest to <strong>the</strong> Indian police.This year in consultation with all Police Chiefs <strong>of</strong> States/ UTs DGPs <strong>of</strong> <strong>the</strong>country, we selected 12 <strong>the</strong>mes for deliberations which were held <strong>during</strong> <strong>the</strong> last 3days.1


The <strong>the</strong>mes were:-a. Police Reforms.b. Officer oriented Policing.c. 360 o Performance Appraisal in Police.d. Police as a Facilitator to resolve Minor Disputes in <strong>the</strong>Community.e. Comprehensive Training Policy for Indian Police.f. Emerging Challenges to Cyber Security – Internet Monitoring withSpecific reference to National Security.g. New and Emerging Technology in Police Investigation (includingForensics).h. Police Leadership – Staying Connected in a Changing World.i. Developing Human Resources in Police – Emerging Trends andPolicies.j. Technology as an aid to fight Left Wing Extremism / Terrorismand Insurgency.k. Best Practices & Procedure to Ensure Integrity in Police.l. Ways & Means to streng<strong>the</strong>n Institutional Memory in PoliceEstablishments.These Themes were discussed in 8 plenary sessions <strong>during</strong> <strong>the</strong> past threedays. In addition, an Open Session and a Special Session were held today t<strong>of</strong>inalize <strong>the</strong> Resolutions <strong>of</strong> <strong>the</strong> Congress.The 42 nd All India Police Science Congress was inaugurated by <strong>the</strong> Hon'bleChief Minister <strong>of</strong> Sikkim, Shri Pawan Kumar Chamling, on 15 th February, 2012.While addressing <strong>the</strong> Congress, Hon’ble Chief Minister <strong>of</strong> Sikkim, ShriPawan Kumar Chamling said that in recent times national security is seen in <strong>the</strong>context <strong>of</strong> declining law and order and crime situations leading to economic2


made to standardise all training material and circulate <strong>the</strong> same to all <strong>the</strong> traininginstitutions and hosted on <strong>the</strong> web. Careful selection <strong>of</strong> trainers considering <strong>the</strong>iraptitude must be ensured. Training <strong>of</strong> Trainers (ToT) programmes to be planned atvarious Centres <strong>of</strong> Excellence. Certain aspects like, teaching <strong>of</strong> law may beoutsourced. Video conferencing facilities / connectivity need to be establishedbetween all training institutions at <strong>the</strong> national level. The congress felt that at least3% <strong>of</strong> <strong>the</strong> police budget should be earmarked for capacity building andinfrastructure requirements <strong>of</strong> training at <strong>the</strong> central / state government levels.Besides outsourcing, use <strong>of</strong> technology for training purposes are also to beseriously considered to clear <strong>the</strong> backlog <strong>of</strong> training. 30% training allowance forall ranks posted at a training institution should be sanctioned.Session IIITheme : - E-policing to M-Policing.The Congress felt that <strong>the</strong> project ‘Dial 100’ as presented in <strong>the</strong> Congressneeds to be considered for implementation.Indian Police has to leverage its knowledge and domain expertise to evolveproject <strong>the</strong> Dial 100. We need to do pilot study and pro<strong>of</strong> <strong>of</strong> concepts byempowering experts amongst <strong>the</strong> Indian Police Service and give <strong>the</strong>m <strong>the</strong>resources that <strong>the</strong>y require ra<strong>the</strong>r than turn to foreign experts to implement systemsthat have not been proved in India first. Domain experts in Police should be used towork out police modernization plans and s<strong>up</strong>port with resources to implement<strong>the</strong>m.Mobile policing has multiple advantages in information ga<strong>the</strong>ring andcollation, resulting in effective and speedier detection <strong>of</strong> crimes. Newmethodologies are required to be adopted to deal with emerging and newer forms<strong>of</strong> crimes. Integrated communication linking with computer wing (IT) structurally5


should be taken <strong>up</strong> on priority. All forms <strong>of</strong> capturing personnel informationshould include contact mobile numbers while asking for name and address etc.Session IVTheme: - Police as a facilitator to resolve minor disputesDuring discussion <strong>the</strong> Congress resolved that <strong>the</strong> initiative made by APPolice in Vijayawada may also be considered by o<strong>the</strong>r States.It was also felt that <strong>the</strong> resolution <strong>of</strong> minor disputes, being an importantmechanism <strong>of</strong> prevention <strong>of</strong> crime and disorder, should be taken <strong>up</strong> by <strong>the</strong> policein innovative ways, avoiding <strong>the</strong> pitfalls <strong>of</strong> getting into civil disputes. Thesuccessful initiative <strong>of</strong> setting <strong>up</strong> <strong>of</strong> Pre-Litigation Counselling Forum under <strong>the</strong>Legal Service Authority Act should be replicated throughout <strong>the</strong> country.The role <strong>of</strong> Bihar Police in referring <strong>the</strong> minor disputes within <strong>the</strong>Panchayat, to <strong>the</strong> Panchayat as is prescribed under <strong>the</strong> Bihar Panchayat Act shouldalso be emulated by <strong>the</strong> o<strong>the</strong>r States to streng<strong>the</strong>n Gram Panchayats and to reduce<strong>the</strong> work load <strong>of</strong> <strong>the</strong> Police.Session VTheme :- Emerging Challenges to cyber security monitoringThe Congress resolved that <strong>the</strong> experts in <strong>the</strong> field should be consulted whohave / had privilege <strong>of</strong> having gone through <strong>the</strong> entire gamut <strong>of</strong> setting <strong>up</strong> <strong>of</strong> CyberCells and who had <strong>the</strong> experience <strong>of</strong> handling varieties <strong>of</strong> cases and encounteredproblems and suggested workable solution and roadmap.It was felt that <strong>the</strong>re is a need to have proper Cadre <strong>of</strong> Specialists who needsto be given due recognition in hierarchy to tackle cyber-crimes. The Congress alsosuggested that in service <strong>of</strong>ficers should also be given due recognition / incentiveafter joining <strong>the</strong> Cadre <strong>of</strong> Specialists.As a rapidly evolving technical field, <strong>the</strong> regulation <strong>of</strong> cyber behaviourcould also be entrusted to private as well as public agencies.6


Session VITheme :- New and Emerging Technology in Police Investigation (IncludingForensics).Information relating to availability and capability <strong>of</strong> emerging technologiesshould be made available to <strong>the</strong> end users (investigating agencies) so that <strong>the</strong>y canmake effective use <strong>of</strong> modern technologies in investigation <strong>of</strong> crimes. Theinvestigation agencies should be properly trained for preservation <strong>of</strong> exhibits foruse in modern technologies and also to maintain integrity <strong>of</strong> exhibits lifted from<strong>the</strong> scene <strong>of</strong> crime.National Forensic Science Academy needs to be established to meet <strong>the</strong>needs <strong>of</strong> training. The congress felt that mobile forensic science laboratory shouldbe made available to every district for modernisation and development <strong>of</strong> forensicsthroughout <strong>the</strong> country. The Congress suggested that suitable amendments shouldbe made in Identification <strong>of</strong> Prisoners Act 1920 by including <strong>the</strong> component <strong>of</strong>DNA, Bio-Metrics and Voice Recognition Technology along with <strong>the</strong>corresponding amendments in Code <strong>of</strong> Criminal Procedure 1973.Session VIITheme : - Developing Human Resources in police – emerging trends andpolicies.More emphasis should be given in formulating training programs throughnew syllabus and new training techniques/methods. In-Service course should bemade compulsory before promotion.While developing <strong>the</strong> human resource in <strong>the</strong> police <strong>the</strong> strength <strong>of</strong> policeshould be commensurate with <strong>the</strong> need <strong>of</strong> deployment and at <strong>the</strong> same time <strong>the</strong>police leadership should place right man for <strong>the</strong> right job at <strong>the</strong> right time.7


Session VIIITheme 1: - Technology as an aid to fight Left Wing Extremism / Terrorismand InsurgencyAvailable technology with NTRO could be <strong>of</strong> immense use in providingsecurity-intelligence driven tech umbrella to forces fighting menace <strong>of</strong> naxalism,terrorism and insurgency.Dog squads could be a force multiplier in counter-insurgency/counterterrorismops and can also be used to perform guard duties but over dependence onspecial breeds need to be reduced.Theme 2: - Best Practices & Procedure to Ensure Integrity in Police.Developing Best practices and procedures related to Policing be developedwithin India and abroad need to be collected collated and published annually at <strong>the</strong>national level and made available to State Police Forces.Theme 3: - Ways & Means to streng<strong>the</strong>n Institutional Memory in PoliceEstablishments.A National Police information portal should be set <strong>up</strong> expeditiously to serveras a single point for aggregating and accessing all au<strong>the</strong>ntic and relevantinformation for research, policy making and practitioners.For streng<strong>the</strong>ning institutional memory, record maintenance with <strong>the</strong> use <strong>of</strong>modern technology including writing and organizational history be taken <strong>up</strong> by all<strong>the</strong> State Police Forces and Central Armed Police Forces.It is my great pleasure to convey my sincere gratitude to <strong>the</strong> Government <strong>of</strong>Sikkim and DG <strong>of</strong> Police Sikkim for successfully hosting this Congress as agesture to <strong>the</strong> Indian Police despite <strong>the</strong>ir infrastructural constraints which mounted8
