Bev Perdue’sc<strong>on</strong>troversial plans to finish the final fivemiles of Interstate 485.In a letter to Attorney General RoyCooper, delivered Tuesday, Jan. 12, ChiefDeputy Attorney General Grays<strong>on</strong> Kellysaid the plans are legal, and there is noprecedent stopping Perdue from pursuingthe different funding model.Treasurer Janet Cowell had decried Perdue’s$540 milli<strong>on</strong> plan to finish the interstateand make other improvements asunlawful.Perdue announced she would makethose improvements by borrowing m<strong>on</strong>eyfrom the c<strong>on</strong>tractor building it.In November, Cowell said the state’sDepartment of Transportati<strong>on</strong> couldn’t gointo debt to finish a project, sparking a legaldebate between state accountants andthe governor’s office.Perdue’s design-build-finance planwould allow transportati<strong>on</strong> officials tocomplete I-485 by having the c<strong>on</strong>tractorpick up part of the tab and get reimbursedwith interest over the next 10 years. Thisfunding model, Perdue said during a Novemberpress c<strong>on</strong>ference, would also allowthe interstate loop to be completed faster.Perdue said c<strong>on</strong>structi<strong>on</strong> could begin asearly as this year, and the road could becompleted by 2014.Without Perdue’s plan, transportati<strong>on</strong>officials expect the interstate c<strong>on</strong>structi<strong>on</strong>project could wait until 2015.Barry Moose, the highway department’slocal chief engineer, said during aDecember meeting of the Lake NormanTransportati<strong>on</strong> Commissi<strong>on</strong> that the design-build-financemodel is rarely used.Only two states have tried it – Florida andTexas, he said.I-485 has seen numerous delays over its21-year life. The last secti<strong>on</strong>, from N.C.16 to N.C. 115, was supposed to be finishedby the spring of 2007, but delays insite preparati<strong>on</strong> stalled c<strong>on</strong>structi<strong>on</strong>. Mayor ProTem Lynette Rinkerand commissi<strong>on</strong>ers JimBensman and ChuckTravis are leading theeffort, and Rinker saidRinkerBensmanTravistown officials want tomake a “media blitz”of local clubs and organizati<strong>on</strong>sto build “abuzz” about the effortand recruit volunteers.The master plan “willbe the most importantthing we do in the nexttwo years,” Mayor JeffTarte told a joint meetingof commissi<strong>on</strong>ersand planning boardmembers.Throughout the Jan.9 retreat at The PeninsulaClub, officialssaid they expect masterplan study groupsand committees willset priorities and givedirecti<strong>on</strong> to town initiatives.For instance, when TownManager Anth<strong>on</strong>y Roberts gave commissi<strong>on</strong>ersa three-page list of topicswhere the staff needs guidance, Robertshad noted by many items: “CMP(Comprehensive Master Plan) shouldaddress.”The plan will address immediate questi<strong>on</strong>s,such as what the town should doto create a “lake gateway” in developingthe intersecti<strong>on</strong> of Nantz <strong>Road</strong> andWest Catawba Avenue. If d<strong>on</strong>e right,Tarte said, the town might create an atmosphereof quaint shops, restaurantsand other attracti<strong>on</strong>s leading to LakeNorman.In the l<strong>on</strong>g view, the master plancommittees might recommend – or dismiss:• Tarte’s idea of promoting a lengthyboardwalk redevelopment al<strong>on</strong>g Cornelius’stretch of the lake – roughlyfrom Admiral’s Quarters south to WoodDuck Cove.More than <strong>on</strong>ce, Tarte and othertown leaders said Cornelius, partly becauseof its lengthy shoreline, has theopportunity to become “the place <strong>on</strong>the lake.”• A plan to preserve rural farmlandeast of N.C. 115, between Smith andMayes roads. Tarte threw out the ideaof creating a versi<strong>on</strong> of “BrookgreenGardens,” the park known for its elaborategardens and statuary between MyrtleBeach and Georgetown, S.C.So far, the master plan committeehas defined nine general study areas toaddress: educati<strong>on</strong>, government, ec<strong>on</strong>omicdevelopment, transportati<strong>on</strong>,land use, quality of life, housing, theenvir<strong>on</strong>ment and marketing-branding.Helping local businesses, policeTown officials struggled about what –if anything – the town could do to helplocal businesses survive and attract new<strong>on</strong>es to Cornelius.They agreed that right now, Cornelius,largely offers <strong>on</strong>ly “destinati<strong>on</strong>”retail, such as grocery stores or pharmacies,in which people drive directlyto those businesses and drive away. Thetown doesn’t have a Birkdale Village ordowntown Davids<strong>on</strong> where people gowith the idea of spending time walkingaround and visiting.But Commissi<strong>on</strong>er Dave Gilroy saidhe thinks Cornelius boasts more entrepreneursand home-based businessesand he favors “leaving it to the privatesector” to decide who survives the current“historic recessi<strong>on</strong>.”While acknowledging “I d<strong>on</strong>’t knowwhat to do,” Bensman said doing nothingis not the best opti<strong>on</strong> either. Hesuggested town officials meet with thecompanies that own the town’s largeretail centers to see if they have suggesti<strong>on</strong>s.Bensman and his wife also own asmall business – Camp Wagging Tails –and he said small businesses have theirown ideas how the town could help.Throughout the retreat, Tarte saidhe feels the town needs to give moreresources to the police department.The mayor said the department needsmore officers so the department isn’tstrained by multiple incidents and canaddress problems in neighborhoods.Police services are broader than gettingmore officers and training. Tarteand town leaders c<strong>on</strong>tinue to say northMecklenburg needs its own magistrate,saving victims, and officers time.Cornelius Police Chief Bence Hoyle,Tarte and others are also talking tocounty officials about providing better– or, in some cases, the first – serviceto homeowners in the town’s extra-territorialjurisdicti<strong>on</strong>, an area the townz<strong>on</strong>es outside its borders.
