still unacceptably high. 38.5% of the total sum of the arrears drops toenterprises which are <strong>in</strong> the process of their f<strong>in</strong>ancial solvency restitutionor bankruptcy, 13.4% - to enterprises which suspended their productionand economic activities <strong>in</strong> 2005 and the previous years. As compared to2005 the number of permanent employees of economically activeenterprises who weren’t paid on time went down by 321.2 thousand(46.4%) and comprised 370.9 thousand people (3.4% of the total numberof permanent employees).9. In an effort to better address arrears of wages issue, <strong>in</strong> 2005 thegovernment ratified convention #173 of the International LabourOrganization, which provides for employee rights protection <strong>in</strong> case ofemployer’s <strong>in</strong>solvency, and made a correspond<strong>in</strong>g addition to theUkra<strong>in</strong>ian legislature (Statute #2597, as of 31.05.05).10. Unemployment - Trend The weight of unemployment, as the driver ofpoverty <strong>in</strong> <strong>Ukra<strong>in</strong>e</strong>, has decreased over recent years. The unemployment<strong>in</strong>dicator has been exhibit<strong>in</strong>g a consistent downtrend, fall<strong>in</strong>g from 12% ofeconomically active population <strong>in</strong> 1999 to 8.6% <strong>in</strong> 2004 and 7% <strong>in</strong> 2005(calculated us<strong>in</strong>g International Labour Organization methodology). Thisshows that multiple government measures taken <strong>in</strong> 2005 <strong>in</strong> an effort tocreate work places and stimulate entrepreneurial activity were <strong>in</strong>deedeffective. At the same time, a number of problems rema<strong>in</strong> <strong>in</strong> employmentsphere—significant shadow employment, low skill level of work force,qualitative disparity between demanded and supply of work force, lowmotivation for work.11. Unemployment Aspects The official unemployment figure fails tocompletely account for hidden unemployment, which is manifested <strong>in</strong> theforms of “<strong>in</strong>voluntary” part-time employment and so-called forced“adm<strong>in</strong>istrative vacations”. Close to 3 million people, or more than a thirdof rural residents of work<strong>in</strong>g age, are technically unemployed, as majorityof the population work<strong>in</strong>g on their own small farms do not considerthemselves employed. Large numbers of rural residents of most activework<strong>in</strong>g age are forced to move away from their places of residence <strong>in</strong>search of employment, <strong>in</strong>clud<strong>in</strong>g mov<strong>in</strong>g abroad (by some estimates 1.0-1.05 million people). Although the m<strong>in</strong>imum amount of unemploymentcompensation was <strong>in</strong>creased from 108 UAH <strong>in</strong> 2004 to 150 UAH by theend of 2005, the compensation amount (about 30 USD) rema<strong>in</strong>s rathersymbolic. Thus, the number of officially registered unemployed citizens islikely unreliable—<strong>in</strong>stead of register<strong>in</strong>g with state unemployment agencymany de-facto unemployed choose to leave the official labour market andmove <strong>in</strong>to the shadow economy, <strong>in</strong>clud<strong>in</strong>g illegal work abroad, or rema<strong>in</strong>passively unemployed, afraid of loos<strong>in</strong>g even low pay<strong>in</strong>g jobs because ofpoor prospects.
