Legal and Policy Reforms:- Memorandum of Understand<strong>in</strong>g was signed with the M<strong>in</strong>istry of Regional Development andConstruction of Ukra<strong>in</strong>e to promote susta<strong>in</strong>able development of the regions of Ukra<strong>in</strong>e, ensure supportfor strengthen<strong>in</strong>g decentralized development mechanism through local and regional self-governance.- International conference "Presentation of the European Strategy on Innovation and Good Governanceat Local Level" organized with the M<strong>in</strong>istry of Regional Development and Construction of Ukra<strong>in</strong>e,Council of Europe and other agencies to dissem<strong>in</strong>ate experience of the Programme.- Experience of cooperation with <strong>UNDP</strong>/MGSDP and application of community-based approachpresented by mayors of partner municipalities <strong>in</strong> course of Parliamentary Hear<strong>in</strong>gs “ConceptualFoundations of Reform of Local Self-Government and Adm<strong>in</strong>istrative-Territorial reform”.- The study “MGSDP Model and Experiences of Community Participation <strong>in</strong> Decision-Mak<strong>in</strong>g on LocalDevelopment, <strong>in</strong> Particular With Regards to Water Services <strong>in</strong> Ukra<strong>in</strong>ian Cities” has been f<strong>in</strong>alized,published and dissem<strong>in</strong>ated.2. Institutional Capacity Build<strong>in</strong>g:- 50 neighbourhood organizations (NOs) emerged <strong>in</strong> participation of 2948 women and 2299 men- The local situation analysis was conducted <strong>in</strong> the partner municipality of Novovolynsk us<strong>in</strong>g 11 key<strong>in</strong>formants to respond on seven development areas, namely strategic management, <strong>in</strong>stitutionaldevelopment, gender equality, local partnership, local environment, local society and local economy.- Partnership Agreement was signed and partnership was launched with National University of WaterManagement and Use of Natural Resources <strong>in</strong> Rivne.The academic course on Local Susta<strong>in</strong>ableDevelopment was <strong>in</strong>troduced <strong>in</strong> Faculty of Management of the University to prepare future generation<strong>in</strong> questions of susta<strong>in</strong>able development and community-based approach. Lead<strong>in</strong>g experts <strong>in</strong> thefieled delivered <strong>in</strong>troductory lectures to more then 180 students.3. Human Resource Development:- 16 HRD activities were held dur<strong>in</strong>g the quarter, out of which 8 were conducted by the MSUs of partnermunicipalities and 8 were conducted by the PMU/Kyiv.- 372 participants built their capacity <strong>in</strong> these events; 47.0% of them were men, and 53.0% - women.- Of 16 events, 4 were tra<strong>in</strong><strong>in</strong>gs for rais<strong>in</strong>g public awareness on SD, HIV/AIDS, MDGs, gender andMSU Conference, 2 tra<strong>in</strong><strong>in</strong>gs on project management, 4 tra<strong>in</strong><strong>in</strong>gs on ACMBs, 1 on decentralizationand local self-governance and 3 on ICT capacity; 1 exposure visit and 1 conference (Presentation ofthe European Strategy on Innovation and Good Governance at Local Level).4. Improv<strong>in</strong>g Liv<strong>in</strong>g Quality – Community Infrastructure Projects:- Dur<strong>in</strong>g the quarter, f<strong>in</strong>ancial grants were made available to 5 community SD projects <strong>in</strong> the partnermunicipalities of Novovolynsk, Tulchyn, Mohyliv-Podilskyi, and Ukray<strong>in</strong>ka.- The total grant equaled 157.942 UAH, <strong>in</strong>clud<strong>in</strong>g 17.51% from <strong>UNDP</strong> fund, 79.35% from CIDA fundand 3.14% from the partner city councils.- 4 community projects were completed dur<strong>in</strong>g the quarter; <strong>in</strong> total, it makes 144 fully completedprojects s<strong>in</strong>ce the Programme <strong>in</strong>ception.- 4 NOs/networks practiced the public audits dur<strong>in</strong>g the quarter. In total, 283 out of 337 generalcommunity members participated <strong>in</strong> the public audits. The audit showed the full satisfaction of themembers with the project activities and resource utilization.- 4 project proposals of the local communities were approved for support worth 507.983 UAH, <strong>in</strong>clud<strong>in</strong>giii


<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>2 from Dzhankoy, 1 from Saky, 1 from Novovolynsk.- The total project cost will be shared by the stakeholders on average <strong>in</strong> the follow<strong>in</strong>g proportion: 43.4%by the partner municipalities, 41.1% by <strong>UNDP</strong>/MGSDP (out of this cost 10.0% from <strong>UNDP</strong> fund, and31.1% from the fund of bi-lateral donor CIDA); 15.5% will be contributed by the communities(NO/network).- The approved projects will directly benefit 2.520 citizens of the partner municipalities, <strong>in</strong>clud<strong>in</strong>g 606women, 350 men, and 1.564 children.5. HIV/AIDS and Gender Ma<strong>in</strong>stream<strong>in</strong>g:- <strong>UNDP</strong>/MGSDP prepared 27 tra<strong>in</strong>ers on gender-based analysis <strong>in</strong> course of tra<strong>in</strong><strong>in</strong>g “Gender-basedanalysis for participants of local development programmes” held for the teachers of Dzhankoy,Backchysaray, Scholk<strong>in</strong>o and Saky municipalities with support from CIDA.- <strong>UNDP</strong>/MGSDP taught 37 community mobilisers to apply gender-based analysis <strong>in</strong> course of thetra<strong>in</strong><strong>in</strong>g “Gender-based analysis for municipal policies and programmes” held <strong>in</strong> course of MSUConference with support from CIDA.6. Resource Mobilisation and Utilisation- Dur<strong>in</strong>g the quarter, resource 1,25 BN USD was mobilised by end of 1st quarter for the Programmeactivities, <strong>in</strong>clud<strong>in</strong>g 100.0 thousand USD from <strong>UNDP</strong>, 14.4 thousand USD from Norwegian Embassy,222.9 thousand USD from SDC, 560.5 from CIDA and 356.2 thousand USD as national cost-shar<strong>in</strong>g.- Resource worth 147,8 thousand USD was utilized (<strong>in</strong>clud<strong>in</strong>g commitments) <strong>in</strong> the 1st quarter <strong>2009</strong>. Ittotal, s<strong>in</strong>ce the beg<strong>in</strong>n<strong>in</strong>g of <strong>2009</strong> it makes 11.7 % of delivery.7. Communication Results- Dur<strong>in</strong>g the quarter, 47 media records about the Programme activities, out of which 12 were of nationallevel, and 35 were local.- Of 47 media records, 42.5 % were <strong>in</strong> newspapers, 12.8% <strong>in</strong> radio programmes, 14.9% <strong>in</strong> TV news,and 29.8% on the official web-sites. In total, it makes 1153 media records s<strong>in</strong>ce 2004 when theProgramme was <strong>in</strong>itiated.8. <strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>1.1 PROGRAMME GENESISBackgroundMunicipal Governance and Susta<strong>in</strong>able Development Programme (MGSDP) of <strong>UNDP</strong>/Ukra<strong>in</strong>ewas <strong>in</strong>itiated <strong>in</strong> April 2004, as a preparatory phase, to develop a participatory and transparentmechanism for localiz<strong>in</strong>g the pr<strong>in</strong>ciples of susta<strong>in</strong>able development. It entered <strong>in</strong>to second phase<strong>in</strong> 2005 to demonstrate the effectiveness of public private partnership for resolv<strong>in</strong>g local social,economic and environmental problems. The Programme is be<strong>in</strong>g executed by <strong>UNDP</strong>. It isregistered with the M<strong>in</strong>istry of Economy of Ukra<strong>in</strong>e. The third phase of the Programme“Municipal Governance and Community Empowerment” is envisaged for 2008-2010.MGSDP is a part of Local Development Programme (LDP) of <strong>UNDP</strong>/Ukra<strong>in</strong>e, along with other<strong>UNDP</strong> projects namely Crimean Integration and Development Programme, Chernobyl Recoveryand Development Programme, Community-Based Approach to Local Development. LDP isenvisaged to serve as umbrella programme to promote self-susta<strong>in</strong>ed local development anddemocratic local governance <strong>in</strong> Ukra<strong>in</strong>e by means of a community-based susta<strong>in</strong>abledevelopment model.Goal, Strategy and Implementation ArrangementThe goal of MGSDP is to promote participatory governance so as to improve liv<strong>in</strong>g quality ofthe people <strong>in</strong> urban Ukra<strong>in</strong>e. The Programme activities areexecuted through local and national partners from public and private sectors. Key partners arecity councils; local communities; Parliamentary Committee on State Construction, RegionalPolicy and Local Self-Governance; M<strong>in</strong>istry of Hous<strong>in</strong>g and Municipal Economy of Ukra<strong>in</strong>e;M<strong>in</strong>istry of Regional Development and Construction of Ukra<strong>in</strong>e; Ukra<strong>in</strong>ian Association of Localand Regional Authorities. The partner universities <strong>in</strong>clude Academy of Municipal Managementof Ukra<strong>in</strong>e, National University of Water Economy and Management of Natural Resources <strong>in</strong>Rivne, Institute of Chemical Technologies of the Eastern-Ukra<strong>in</strong>ian National University namedafter Volodymyr Dal’ (Rubizhne).Us<strong>in</strong>g social mobilisation approach, the Programme promotes appropriate <strong>in</strong>stitutions of the localcommunities of citizens, academia, small bus<strong>in</strong>esses and civil society organisations <strong>in</strong> theselected municipalities. These <strong>in</strong>stitutions are founded on the pr<strong>in</strong>ciples of self-help and goodgovernance. Through the Programme <strong>in</strong>tervention, their <strong>in</strong>stitutional capacity is built such thatthey are able to plan, mobilise resources and undertake their priorities to solve their social,economic and environmental problems <strong>in</strong> a susta<strong>in</strong>able way that ultimately lead towards2

It happens with support from therespective city councils and other national/<strong>in</strong>ternational development agencies. The city councils<strong>in</strong>tegrate communities’ plan <strong>in</strong> their own development agenda and contribute resources toimplement such plans. The process of local susta<strong>in</strong>able development is bottom up <strong>in</strong> true sense.It moves from local level all the way up to national level.1.2. PROGRAMME AREAThe Programme is operational <strong>in</strong> 22 municipalities from 12 regions of Ukra<strong>in</strong>e, namely Ivano-Frankivsk, Halych, Dolyna (Ivano-Frankivska oblast); Rivne (Rivnenska oblast); Zhytomyr,Novograd-Volynski (Zhytomyrska oblast); Mykolaiv, Voznesensk (Mykolayivska oblast);Kirovske (Donetska oblast); Hola Prystan’ (Khersonska oblast); Kaharlyk, Ukray<strong>in</strong>ka (Kyivskaoblast); Novovolynsk (Volynska oblast); Mohyliv-Podilsky, Tul’chyn, Kalynivka (V<strong>in</strong>nytskaoblast); Lviv (Lvivska oblast), Rubizhne (Luhanska oblast); Saky, Dhzankoy, Shcholk<strong>in</strong>e andBakhchysaray (AR Crimea).Three municipalities jo<strong>in</strong>ed the Programme dur<strong>in</strong>g 2004; 3 jo<strong>in</strong>ed the Programme <strong>in</strong> 2005; 8established partnerships dur<strong>in</strong>g 2006; 7 municipalities jo<strong>in</strong>ed <strong>in</strong> 2007; and 1 jo<strong>in</strong>ed <strong>in</strong> 2008.Crimean municipalities expressed <strong>in</strong>terest and will<strong>in</strong>gness to adopt MGSDP approach andbecome partners, therefore the negotiations were carried out with the authorities of settlementsNyzhnegorske, Krasnogvardeyske, Pervomayske and Zuya. Results achieved <strong>in</strong>the area of legal and policy frameworks for municipal susta<strong>in</strong>able governance and local publicservice delivery are reflected <strong>in</strong> the sub-section “Legal and Policy Reforms” (2.1.1); atta<strong>in</strong>mentsof build<strong>in</strong>g the <strong>in</strong>stitutional capacity for participatory governance are highlighted <strong>in</strong> the subsection“Institutional Capacity Build<strong>in</strong>g” (2.1.2); sub-section “Local Susta<strong>in</strong>able DevelopmentInitiatives” (2.1.3) deals with the progress made on liv<strong>in</strong>g quality enhancement; achievements <strong>in</strong>HRD, and HIV/AIDS and gender are described <strong>in</strong> respective sections 2.1.4 and 2.1.5; activitieson advisory support for municipal governance and project management are reflected <strong>in</strong> thesection on “Management and Effectiveness”(2.2).2.1.1 LEGAL AND POLICY REFORMSLessons learned at the local level on community-baseddevelopment <strong>in</strong> Ukra<strong>in</strong>e, especially <strong>in</strong> the field ofdecentralization and local self-governance, are brought by theProgramme for policy dialogue and policy improvement. It isdone through policy studies, sem<strong>in</strong>ars, conferences,roundtables etc.Establish<strong>in</strong>g Partnership with the M<strong>in</strong>istry of RegionalDevelopment and Construction of Ukra<strong>in</strong>eOn January 27, the agencies signed the Memorandum of Understand<strong>in</strong>g between <strong>UNDP</strong> and theM<strong>in</strong>istry of Regional Development and Construction of Ukra<strong>in</strong>e. In course of theHear<strong>in</strong>gs the participants commented on Concept of Reform of Local Self-Government andAdm<strong>in</strong>istrative-Territorial reform.Policy StudiesOn the MGSDP Model of Community Participation <strong>in</strong> Decision-Mak<strong>in</strong>g on Improvement ofWater Services <strong>in</strong> Ukra<strong>in</strong>ian CitiesThe study “MGSDP Model and Experiences of Community Participation <strong>in</strong> Decision-Mak<strong>in</strong>g onLocal Development, <strong>in</strong> Particular With Regards to Water Services <strong>in</strong> Ukra<strong>in</strong>ian Cities” has beenf<strong>in</strong>alized, published and dissem<strong>in</strong>ated. The expert has analysed the lessons learned bymunicipalities partner<strong>in</strong>g with <strong>UNDP</strong>/MGSDP, provided success stories of communities <strong>in</strong>selected cities with dist<strong>in</strong>guished results of cooperation with the local authorities related with<strong>in</strong>stitutional development and implementation of community development projects, <strong>in</strong> particular<strong>in</strong> water sector. Also, the expert has elaborated recommendations for the citizens will<strong>in</strong>g toimprove water supply and sewerage services <strong>in</strong> cities by themselves on mechanism of plann<strong>in</strong>gand implementation of the development <strong>in</strong>itiatives <strong>in</strong> partnership with the local government, andfor the local auhtorities will<strong>in</strong>g to <strong>in</strong>ternalise the community-based approach on required localpolicies and acts. This study has became a basis of a tra<strong>in</strong><strong>in</strong>g course for the local officials andcivil servants, as well as for the community leaders; respective manual will be produced. Thestudy was conducted under support from CIDA.2.1.2 Institutional Capacity Build<strong>in</strong>g<strong>UNDP</strong>/MGSDP assists partner municipalities <strong>in</strong> mobiliz<strong>in</strong>glocal communities of citizens to create NeighbourhoodOrganisations (Asociations of Co-Owners of Multi-Apartment Build<strong>in</strong>gs, their federations, Public Organizationsof schools and k<strong>in</strong>dergartens and Service Cooperatives). Italso assists academic <strong>in</strong>stitutions, NGOs and small/ mediumbus<strong>in</strong>esses to create their respective networks. These self-

They jo<strong>in</strong> with citycouncil, regional/ rayon bodies <strong>in</strong> mak<strong>in</strong>g jo<strong>in</strong>t vision about susta<strong>in</strong>able development of theircities. These steps areessential for lay<strong>in</strong>g foundation of good governance; build<strong>in</strong>gcapacity of local community to forge partnership with localgovernment and other development agencies and to poollocal/ external resourcesfor realization of development <strong>in</strong>itiatives and susta<strong>in</strong>ability of development efforts. Theachievements <strong>in</strong> the area of the <strong>in</strong>stitutional development <strong>in</strong> the partner municipalities ga<strong>in</strong>eddur<strong>in</strong>g the first quarter of <strong>2009</strong> are given below:• 50 additional neighborhood organizations (NOs) emerged <strong>in</strong> participation of 140 build<strong>in</strong>gs, 2948women and 2299 men;• 1 NGO Network was created <strong>in</strong> Novovolynsk which <strong>in</strong>cluded 9 NGOs.Relevant data on <strong>in</strong>stitutional development is given <strong>in</strong> Table – II. Due to the efforts of MSU, local citizens form their community organization andregister it <strong>in</strong> an appropriate legal form.It is envisaged by MGSDP process that with time MSUs at local level should become a transsectoralResource Centre for support<strong>in</strong>g community <strong>in</strong>itiatives on susta<strong>in</strong>able development.There are successful examples of such <strong>in</strong>stitution <strong>in</strong> different municipalities with vary<strong>in</strong>g<strong>in</strong>stitutional arrangements – either as an <strong>in</strong>ternal department of the municipality, or as an<strong>in</strong>dependent NGO. The latter case is described <strong>in</strong> the Box - II.Box II: Municipal Support Center of Backchysaray Municipality –For Support<strong>in</strong>g City DevelopmentOn 8 July 2008 Backchysaray started its cooperation with <strong>UNDP</strong>/MGSDP and signed PartnershipAgreement between <strong>UNDP</strong>/MGSDP and Backchysaray City Council. In fact Backchysaray startedcooperation with MGSDP erlier <strong>in</strong> May 2008, when it established a Municipal Support Unit <strong>in</strong> thestructure of the City Council. This was a result of efforts of active local councillore, who <strong>in</strong>itiated theactivities after meet<strong>in</strong>g with Programme’s staff and visit to Saky municipality, which is an active partnerof MGSDP <strong>in</strong> AR Crimea.At present Municipal Support Team of MSU consists of DmytroKretov, City Mayor, Municipal Project Director, MukhayloKazimirov, Deputy Mayor and Municipal Project Coord<strong>in</strong>ator,Kostiantyn Rubanenko, local councillore and NataliyaSkrypchenko, MSU activist.Photo – 5: The team of MSU <strong>in</strong>Backchysaray municipalityMSU staff conducted more than 60 meet<strong>in</strong>gs and consultationswith local communities. The result of one of such meet<strong>in</strong>gs onACMB creation is very <strong>in</strong>terest<strong>in</strong>g.The community of one of the houses wished to create ACMB buthad wrong <strong>in</strong>formation about the cost of registration of legal entity.Different figures, from 500 UAH to 4000 UAH were named.For provid<strong>in</strong>g <strong>in</strong>formation to the dwellers of the house, MSU staff conducted research and made <strong>in</strong>quiresto different <strong>in</strong>stitutions of the city, related to registration procedure, i.e. State Registration Department,Statistics Department, Tax Office, Regulatory Approval System etc. After the receipt of written repliesMSU activists held a general meet<strong>in</strong>g of the dwellers of the house and announced that real cost ofregistration which was 400 UAH. This example clearly shows the importance of MSU role as <strong>in</strong>formationand consultation center.S<strong>in</strong>ce then, the follow<strong>in</strong>g achievements have been made by the department:1. Preparation of exposure visit to Saky for representatives of local communities.2. Establish<strong>in</strong>g of community organization <strong>in</strong> the k<strong>in</strong>dergarten “Burat<strong>in</strong>o” and preparation of the projectfor reconstruction of the k<strong>in</strong>dergarten sewage system;3. Work <strong>in</strong> progress on creation of community organization <strong>in</strong> the k<strong>in</strong>dergarten “Rucheek”;4. MSU staff actively participates <strong>in</strong> all tra<strong>in</strong><strong>in</strong>gs and round tables, organised by the Programme;5. Local newspaper “Slava Trudu” published 4 articles, dedicated to the work of MGSDP and theimportance of creation of ACMBs <strong>in</strong> the city;6. Sociological survey on assessment of level of local development conducted with participation of localdecision-makers.7. Selection of project proposals for participation <strong>in</strong> <strong>UNDP</strong>/MGSDP completed, tra<strong>in</strong><strong>in</strong>g to thecommunity leaders provided.The personnel of local MSU provided 47 consultations to local communities s<strong>in</strong>ce beg<strong>in</strong>n<strong>in</strong>g of its work.Backchysaray-based <strong>UNDP</strong>/MGSDP Participatory Governance Development Officer, Nikolay Smirnovprovided 95 professional consultations on register<strong>in</strong>g community-based organization, supportedcommunity-based organizations with prepar<strong>in</strong>g quality project proposals and successfull implementationof the projects.10

The work of local MSUfacilitates disclosue of leadership potential of active population for improv<strong>in</strong>g the quality of life ofdwellers of the municipality”.Kostiantyn Rubanenko, local councillore, MSU activistMSU <strong>in</strong> Backchysaray Municipality <strong>in</strong> its activities goes far beyond support<strong>in</strong>g the activities of <strong>UNDP</strong>ledproject <strong>in</strong> the city. The scope of work covers many areas of city development where the department isable to contribute by <strong>in</strong>volv<strong>in</strong>g the local citizens and support<strong>in</strong>g their <strong>in</strong>itiatives. In overall perspective, itmakes the communities of Backchysaray municipality more cohesive and responsible for the developmentof their own city.<strong>UNDP</strong>/MGSDP supports Inter-Municipal Cooperation between Dolyna and Novograd-Volynskyipartner municipalitiesMGSDP supported <strong>in</strong>ter-municipal cooperation <strong>in</strong>itiative between Dolyna and Novograd-Volynskiy municipalities on energy sav<strong>in</strong>g and hous<strong>in</strong>g reform which is an experimental activityof <strong>UNDP</strong>/MGSDP <strong>in</strong> <strong>2009</strong>. While pursu<strong>in</strong>g <strong>in</strong>ter-municipal cooperation, the municipalities ofDolyna and Novograd-Volynskiy will cooperate <strong>in</strong> <strong>in</strong>formation exchange <strong>in</strong> the areas of energyefficiency, rational use of natural resources, susta<strong>in</strong>able development, and hous<strong>in</strong>g sector reform.The cooperation envisages organization of tra<strong>in</strong><strong>in</strong>gs for school teachers on <strong>in</strong>troduc<strong>in</strong>g the courseon “Energy-Sav<strong>in</strong>g and Climate Mitigation”, tra<strong>in</strong><strong>in</strong>gs on ACMBs and exchange visits ofmunicipal officials and community leaders. These activities will be implemented <strong>in</strong> 2 nd Quarter<strong>2009</strong>. The activity is implemented with<strong>in</strong> the framework of a sub-project "Promot<strong>in</strong>g Conditionsof Participatory Governance and Development <strong>in</strong> Urban Areas- II", which is supported by SwissAgency for Development and Cooperation.UNPD/MGSDP <strong>in</strong>spired ACMBs <strong>in</strong> Kirovske municipality to create a Federation of ACMBsS<strong>in</strong>ce 2006, local communities of Kirovske implemented 11 SD projects br<strong>in</strong>g<strong>in</strong>g benefit to morethen 3 thousand citizens. In 2008, fours ACMBs <strong>in</strong> microrayon Molodizhnyi implementedcommunity projects aimed at basement pipes reconstruction under support of NorwegianEmbassy. In course of tra<strong>in</strong><strong>in</strong>gs provided by <strong>UNDP</strong>/MGSDP and projects implementation,<strong>in</strong>stitutional capacity was generated which facilitated establish<strong>in</strong>g federation of ACMBs. Uniqueexperience of Federation is provided <strong>in</strong> Box-III.Box – III. Federation of ACMBs <strong>in</strong> Kirovske Made Use of Effect of Scale and Improved Qualityof Communal ServicesIn December 2006 seven Associations of Co-Owners of Multi-Apartment Build<strong>in</strong>gs created Federationof ACMBs “Molodijnuy”. It was aimed at represent<strong>in</strong>g shared <strong>in</strong>terests of ACMBs, employ<strong>in</strong>gpersonnel <strong>in</strong> order to reduce expenses on salaries and provid<strong>in</strong>g higher quality services. The tasks ofthe Federation are professional operation and ma<strong>in</strong>ta<strong>in</strong>ance of the property of all the houses andadjacent territories and deliver<strong>in</strong>g communal services proper quality for reasonable cost (lower thanstate tariffs). The govern<strong>in</strong>g body of the Federation is the Board of Directors made of the Heads ofACMBs and the Heads of Audit<strong>in</strong>g Commissions of ACMBs.The Head of the Board of Directors of the Federation is selected by the Manag<strong>in</strong>g Board of Federationwhich <strong>in</strong>cludes managers of ACMH-members and Heads of Revision Comissions. The Federation is alegal person and cooperates with ACMBs on the basis of contract. At present 13 ACMBs compoundthe Federation (out of them 10 are n<strong>in</strong>e-storeyed build<strong>in</strong>gs). The total number of dwellers of the housesis 6 000 people. Ow<strong>in</strong>g to effect of scale the Federation managed to employ professional personnelwork<strong>in</strong>g full time. The personnel consists of 30 people <strong>in</strong>clud<strong>in</strong>g two accountants, a dispatcher, twoeng<strong>in</strong>eers, an electrician, three pa<strong>in</strong>ters, street cleaners and cleaners of stairwells.11

Also,they illum<strong>in</strong>ated the premises and <strong>in</strong>stalled doors <strong>in</strong> order not to allow the strangers to the basement,the walls were whitewashed by lime and all central heat<strong>in</strong>g, cold water supply and sanitation pipeswere repaced with plastic ones.Funds of local budget and contribution of <strong>UNDP</strong> were used to purchase materials to replace pipel<strong>in</strong>es<strong>in</strong> the basement premises. The work was paid from membership fees of ACMBs.The membership fees were used for the follow<strong>in</strong>g:- to repair entrance halls (automatic switchers and meters were <strong>in</strong>stalled);- to repair the porches;- to illum<strong>in</strong>ate stair platforms;- to make wet clean<strong>in</strong>g of stair platforms accord<strong>in</strong>g to the schedule;- to improve the adjasent territory.“Operation of Federation benefited the dwellers br<strong>in</strong>g<strong>in</strong>g better quality and improved the conditions ofshared property. ACMBs which participated <strong>in</strong> <strong>UNDP</strong>/MGSDP became the cornerstones of theFederation. They plant the trees on the adjasent territory and became more attentive to each other.Atpresent, repair of the roof and panel seams present an urgent problem. Local Situation Assessment <strong>in</strong> Novovolynsk municipalityDur<strong>in</strong>g the 1st quarter, the situation analysis was conducted <strong>in</strong> the partner municipality ofNovovolynsk us<strong>in</strong>g 11 key <strong>in</strong>formants to respond on seven development areas, namely strategicmanagement, <strong>in</strong>stitutional development, gender equality, local partnership, local environment,local society and local economy. The respondents <strong>in</strong>cluded heads of sections, chief specialists ofthe sections and local public servants.12

Thisprocess is at preparatory stage also at the Institute ofChemical Technologies of the Eastern-Ukra<strong>in</strong>ian NationalUniversity Named after Volodymyr Dal` (Rubizhne, Luhanskregion).In l<strong>in</strong>e with the Partnership Agreement signed betweenthe Rivne National University of Water Economy and Nature Management and <strong>UNDP</strong> aspecialised course on Susta<strong>in</strong>able Development has been officially added to the University'scurriculum with the help from a <strong>UNDP</strong>/MGSDP. Dwellers of Ukray<strong>in</strong>ka Registered <strong>First</strong> ACMB <strong>in</strong> Municipality and Set Example to OtherLocal CommunitiesThe residents of Ukray<strong>in</strong>ka municipality found out about the <strong>UNDP</strong>-led Municipal Governance andSusta<strong>in</strong>able Development Programme <strong>in</strong> December 2006. From the beg<strong>in</strong>n<strong>in</strong>g of the Programme’soperation, MSU personnel held approximately 100 meet<strong>in</strong>gs with the communities of the city. Bybeg<strong>in</strong>n<strong>in</strong>g of 2008, 7 local communities registered 4 bodies of self-organization of population (BSP), 3ACMHs and 1 NGO network.ACMB “Budivelnyk Ukray<strong>in</strong>ky” is the first registered ACMB <strong>in</strong> Ukry<strong>in</strong>ka municipality. A new form ofself-organization of the dwellers of multi-apartment build<strong>in</strong>gs gives an opportunity to use the f<strong>in</strong>ancialsupport of MGSDP/<strong>UNDP</strong> and anticipates participation of municipality <strong>in</strong> the renovation of hous<strong>in</strong>gfund.Multi-apartment build<strong>in</strong>g located on 2 Budivelnykiv Street <strong>in</strong>Ukra<strong>in</strong>ka was constructed <strong>in</strong> 1985. The build<strong>in</strong>g was ma<strong>in</strong>ta<strong>in</strong>edby a local ZHEK, which did not make any capital repair of thebuild<strong>in</strong>g dur<strong>in</strong>g the past 23 years. As the result, all structuralelements of the build<strong>in</strong>g are <strong>in</strong> very poor technical condition andrequire immediate repair. The dwellers of the build<strong>in</strong>g formed acommunity, registered their community-based organization asassociation of co-owners of multiapartment build<strong>in</strong>g and startedto manage and ma<strong>in</strong>ta<strong>in</strong> their build<strong>in</strong>g by themselves. Thedwellers monthly collect membership fee <strong>in</strong> order to accumulatethe amount required for ma<strong>in</strong>tenance and capital repair of theirbuild<strong>in</strong>g. However,16Photo – 12: Capital repair of entrances of thebuild<strong>in</strong>g has improved environmental, hygieneand sanitary conditions <strong>in</strong>side the build<strong>in</strong>gthe amount they have managed to collect by now is not enough for capital repair of the whole build<strong>in</strong>g.Therefore, the dwellers decided to apply to <strong>UNDP</strong>/MGSDP for a support.The most significant problem <strong>in</strong> the build<strong>in</strong>g was technical condition of the staircases <strong>in</strong> the build<strong>in</strong>g’sentrances. Plaster and pa<strong>in</strong>t on the walls was old and damaged. Floor coat<strong>in</strong>g <strong>in</strong> front of the apartmentsand elevators was also damaged <strong>in</strong> many places. W<strong>in</strong>dows were old, worn-out and no longer performedtheir technical function - protect the premises from ra<strong>in</strong> and low temperature. All these caused destructionof the build<strong>in</strong>g’s elements, plaster <strong>in</strong>side the entrance premises, rust<strong>in</strong>g of the construction metalelements, development of mould and appearance of excessive humidity, which negatively <strong>in</strong>fluenced thehabitants’ health, damaged the build<strong>in</strong>g’s electric wir<strong>in</strong>g system and technical equipment. All thesecreated significant problems for the dwellers of the build<strong>in</strong>g, and especially for the aged people andchildren. Capital repair of the entrances of the build<strong>in</strong>g prevented further destruction of the build<strong>in</strong>gelements and, as the result, reduced the build<strong>in</strong>g ma<strong>in</strong>tenance cost. It considerably improvedenvironmental, hygiene and sanitary conditions <strong>in</strong>side the build<strong>in</strong>g, elim<strong>in</strong>ated the risk of fire (shortcircuit) and reduced the risk of respiratory <strong>in</strong>fection and pulmonary diseases caused by the excessivehumidity and development of mould. Successful implementation of the project by that community-basedorganization (ACMB) demonstrated to dwellers of other multiapartment build<strong>in</strong>gs located <strong>in</strong> Ukra<strong>in</strong>kathat collective efforts of community members and proper use of available resources could significantlyimprove liv<strong>in</strong>g conditions.The dwellers of fourteen-storeyed build<strong>in</strong>g on 2 Budivelnukiv St. are used to active life. They havereceived many rewards from their municipal authorities for active position. Establish<strong>in</strong>g of ACMB andopen<strong>in</strong>g of its office will contribute to the prosperity of the community. Local authorities supported thedesire of the dwellers to renew their house. A room for concierges was opened <strong>in</strong> the second porch. S<strong>in</strong>ce

Also, mail boxes were replaced with modern ones.It was decided to repair the second porch first because it is under observation and <strong>in</strong>accessible forstrangers.The owners of cars add much trouble. They have turned the adjacent territory <strong>in</strong>to a park<strong>in</strong>g lot. It isplanned to fence flower-beds and lawns. Installation of admittance po<strong>in</strong>t with automatic barrier is thema<strong>in</strong> way to control entry and departure of cars. The Head of ACMB, Olexander Konovalenko, is surethat multilateral cooperation will br<strong>in</strong>g noticeable effect for the dwellers of the build<strong>in</strong>g very soon. Thepresent repair work is the first phase of cooperation with <strong>UNDP</strong> and City Council.Today the community members of this ACMB provide consultations to all other citizens <strong>in</strong> Ukray<strong>in</strong>kawill<strong>in</strong>g to create an ACMB. This community became a site for knowledge transfer on benefits from<strong>in</strong>dependent management of the community property which is one of the first steps of form<strong>in</strong>g theeffective hous<strong>in</strong>g policy <strong>in</strong> the city.For <strong>in</strong>formation: Total cost of the project is 177246 UAH, <strong>in</strong>clud<strong>in</strong>g 68850 UAH contributed by municipality,68850 UAH contributed by <strong>UNDP</strong>/MGSDP and 39546 UAH contributed by local community. This house isa communal property of the municipality.Social and economic problems of the dwellers of the house are engraved with the condition of the roofand façade of the build<strong>in</strong>g. The external walls of eleven-storeyed one-porch build<strong>in</strong>g was warmed bymileral panel “Rokvol” with follow<strong>in</strong>g plaster<strong>in</strong>g. At the moment the plaster layer is destroyed bynumerous deep cracks that allow water to penetrate <strong>in</strong>side. The layer of warm<strong>in</strong>g material swells, flacksaway and drops off. The dampness gets <strong>in</strong>to the <strong>in</strong>ternal surface of apartment walls. The <strong>in</strong>ternal fac<strong>in</strong>g ofwalls is damaged <strong>in</strong> 18 apartments, furniture and other dwellers’ assests are damaged.The problem of repair of ma<strong>in</strong> part of the roof is solved by build<strong>in</strong>g additional storey above someapartments. Threfore now only the part of the roof without additional storey needs repair<strong>in</strong>g. This part ofthe roof is <strong>in</strong> an unsatisfactory condition and needs capital repair. Part of the technical floor and dwellers’apartments, situated under this part of the roof, are constantly flooded. If the problem is not solvedimmediately it can cause the destruction of the build<strong>in</strong>g itself.The abovementioned problems cause decl<strong>in</strong>e <strong>in</strong> sanitary andhygiene condition of the premises, especially on upper floors.The walls are covered by fungus and the risk of illness isgrow<strong>in</strong>g. In such a situation only capital repair can solve theproblems <strong>in</strong>dicated above.Therefore the dwellers of the house decided to prepare their ownproject “Capital repair of façade and roof of multi-apartmenthouse on 8 Levanevtsev Street <strong>in</strong> Mykolayiv” <strong>in</strong> order toparticipate <strong>in</strong> the project “Municipal Governance and Susta<strong>in</strong>ableDevelopment Programme”, which is implemented on the basis ofco-f<strong>in</strong>anc<strong>in</strong>g of United Nations Development Programme, localCity Council and the dwellers themselves. The public auditprocedure promoted by the Programme allows the community members to realize this right.Dur<strong>in</strong>g the quarter, 4 community-based organizations practiced public audit<strong>in</strong>g upon completionof their respective development <strong>in</strong>itiatives. The Programme constantly assesses the impact ofits activities on men and women. Thus, the women are a majorityof members of community-based organisations created undersupport of <strong>UNDP</strong>/MGSDP dur<strong>in</strong>g 2004 – 2008, as 22 thousand members were women and 16thousand were men. Inaddition, 78% of respondents assessed the quality of tra<strong>in</strong><strong>in</strong>g as excellent and majority (70%)said the tra<strong>in</strong><strong>in</strong>g broadened their understand<strong>in</strong>g of the topic of gender-based analysis.The participants broadened the knowledge on gender, promot<strong>in</strong>g gender equality <strong>in</strong> <strong>in</strong>ternational,European Law and Ukra<strong>in</strong>ian legislation, Family and Labour Codes of Ukra<strong>in</strong>e. Unfortunately,gender discrim<strong>in</strong>ation often happens <strong>in</strong> our society <strong>in</strong> employment process. At the same time,some articles of Labour Code prohibit<strong>in</strong>g women to work <strong>in</strong> certa<strong>in</strong> types of woks and work atnight shifts promote gender <strong>in</strong>equality, <strong>in</strong> op<strong>in</strong>ion of the participants. “Now I know and canprotect my rights”, this was a conclusion expressed by many participants of the tra<strong>in</strong><strong>in</strong>g.Also, the Law on Prevention of Violence <strong>in</strong> Family caused debate <strong>in</strong> context of the topic of thetra<strong>in</strong><strong>in</strong>g, as teachers have important role <strong>in</strong> measures prevent<strong>in</strong>g violence <strong>in</strong> families <strong>in</strong> theirwork at schools. Discuss<strong>in</strong>g the difficulties <strong>in</strong> implementation of this Law, the participantsmarked that personnel of agencies responsible for prevention of violence is not gender-balanced.Today the majority of servants of police and prosecutor’s office are men.The tra<strong>in</strong><strong>in</strong>g “Gender-based analysis for participants of local development programmes” wasorganized with a purpose to prepare qualified tra<strong>in</strong>ers able to <strong>in</strong>form various groups ofpopulation of AR Crimea on gender-based analysis. This task is a part of Grant Agreementbetween the Government of Canada and <strong>UNDP</strong> and a task of MGSDP Work Plan for <strong>2009</strong>. Thepreparation of the tra<strong>in</strong>ers will be done <strong>in</strong> two stages. The two-days tra<strong>in</strong><strong>in</strong>g <strong>in</strong> Backchysaraywas a first stage. Dur<strong>in</strong>g one month participants will complete a home task which is analyz<strong>in</strong>gthe Programmes of Crimean Parliament and conduct<strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g on gender for their pupils.After send<strong>in</strong>g this home task, the teachers will participate <strong>in</strong> f<strong>in</strong>al meet<strong>in</strong>g. Also, national level opportunities wereexplored and utilised dur<strong>in</strong>g the quarter <strong>in</strong> promot<strong>in</strong>g the vision ofthe Programme. However, some challenges also prevailed <strong>in</strong>harness<strong>in</strong>g potential of the people.A) Opportunities were identified based on the recent• Local partners of the Programme are will<strong>in</strong>g to <strong>in</strong>ternalize the approach of community<strong>in</strong>volvement <strong>in</strong>to the local decision-mak<strong>in</strong>g process.• Municipalities where demonstration effect took place dur<strong>in</strong>g the previous cooperation with theProgramme are ready to commit more resources for cost-shar<strong>in</strong>g of the community projects.• There is <strong>in</strong>terest and will<strong>in</strong>gness of the Programme’s stakeholders to promote the communityapproach for wider recognition at national level.• Programme approach co<strong>in</strong>cides with directions of policy reforms <strong>in</strong> Ukra<strong>in</strong>e and Programmeexperience is useful for further reforms.• Municipalities across Ukra<strong>in</strong>e are <strong>in</strong>terested to learn from the experience of the Programme’spartners and request for more active work on knowledge transfer, especially with regard to suchProgramme’s areas of support <strong>in</strong> <strong>in</strong>stitutional capacity build<strong>in</strong>g as municipal servicesmanagement / ISO and strategic plann<strong>in</strong>g.• Programme experience on <strong>in</strong>ter-municipal cooperation showed high efficiency of activities.A) Challenges still occur <strong>in</strong> process of Programme implementation, especially with regard to thefollow<strong>in</strong>g –• Need to elaborate efficient mechanism of the nation-wide dissem<strong>in</strong>ation of MGSDP experiencefor the municipalities to <strong>in</strong>ternalize the community-based development approach <strong>in</strong> theireveryday activities• High demand for community projects result<strong>in</strong>g <strong>in</strong> heavy competition;• Weak read<strong>in</strong>ess of citizens <strong>in</strong> some municipalities to take responsibility for their property andcreate susta<strong>in</strong>able forms of organisations (like associations of co-owners of multi-apartmentbuild<strong>in</strong>gs, service cooperatives) preferr<strong>in</strong>g to choose the easier way and get organised <strong>in</strong> the formof bodies of self-organisation of population.• Some municipalities face fiscal constra<strong>in</strong>t due to f<strong>in</strong>ancial crisis which limits their ability to planand implement local community projects.3.2. and data on matters of common <strong>in</strong>terest and collaborate <strong>in</strong> thecollection, analysis and dissem<strong>in</strong>ation of such <strong>in</strong>formation and data.(c) The overall goal of the Project is “The process of municipal governance and development isdecentralized and strengthened by means of <strong>in</strong>tegrat<strong>in</strong>g participatory approach; sett<strong>in</strong>g out clear l<strong>in</strong>kages withregional authorities and promot<strong>in</strong>g collaboration between <strong>in</strong>volved cities.”A) Programme AreaIn this framework, <strong>UNDP</strong>/MGSDP is operational <strong>in</strong> the follow<strong>in</strong>g municipalities:1) Saky, Dzhankoy, Shchelk<strong>in</strong>o and Bakhchysaray – <strong>in</strong> AR Crimea;2) Tul’chyn, Kalynivka and Mohyliv-Podislky municipalities – <strong>in</strong> V<strong>in</strong>nytsya region.3) Municipalities of bradened area of SDC support (Ivano-Frankivsk, Dolyna, Novograd-Volynskyi,Voznesensk, Hola Prystan`, Kirovske).B) Programme ActivityIn January this year, the Programme elaborated the guidel<strong>in</strong>es for municipalities will<strong>in</strong>g to adopt support tocommunity projects without seed grants.On February 12, the tra<strong>in</strong><strong>in</strong>g for 15 community leaders was conducted <strong>in</strong> Tulchyn municipality on public audits ofcommunity projects, organiz<strong>in</strong>g participatory assessment and host<strong>in</strong>g donor visits.Inter-municipal cooperation <strong>in</strong>itiative between Dolyna and Novograd-Volynskiy municipalities on energy sav<strong>in</strong>gand hous<strong>in</strong>g reform was <strong>in</strong>itiated as an experimental activity of <strong>UNDP</strong>/MGSDP <strong>in</strong> <strong>2009</strong>. While pursu<strong>in</strong>g <strong>in</strong>termunicipalcooperation, the municipalities of Dolyna and Novograd-Volynskiy will cooperate <strong>in</strong> <strong>in</strong>formationexchange <strong>in</strong> the areas of energy efficiency, rational use of natural resources, susta<strong>in</strong>able development, and hous<strong>in</strong>gsector reform. It is planned the parties will work with managers of the associations of co-owners of multi-apartmentbuild<strong>in</strong>gs, municipal officials and community leaders <strong>in</strong> both municipalities through provid<strong>in</strong>g exposure to the bestpractices <strong>in</strong> the area of hous<strong>in</strong>g and energy sav<strong>in</strong>g. The tra<strong>in</strong><strong>in</strong>gs on energy-sav<strong>in</strong>g for the school teachers fromDolyna and Novograd-Volynskyi constitute the first stage of <strong>in</strong>ter-municipal cooperation (see more details <strong>in</strong>Section 2.1.4. Human Resource Development).A 45-m<strong>in</strong>ite TV Programme “Mistse Zusrtichi – Khreshatyk, 26” was shot on February 25, this year on ChannelKyiv State Regional Tele Radio Company. The Programme was devoted to social-mobilization approach, engag<strong>in</strong>gcommunity to decision-mak<strong>in</strong>g process at the local level. Iryna Skaliy, <strong>UNDP</strong>/MGSDP Project Manager,Volodymyr Garazd, Dolyna City Mayor, Chairperson of the National Forum of partner municipalities of<strong>UNDP</strong>/MGSDP and Sergiy Polysiuk, Deputy Kirivske City Mayor participated <strong>in</strong> the Programme.
