UNDP Municipal Governance and Sustainable Development Programme First Quarterly Progress Report 2009MSU Conference trains leaders from municipalities and teaches them to perform gender-basedanalysisAbout 40 participants gathered in Saky (Crimea) on 11-14 March representing 19 municipalitiesto improve their leadership potential and learn how to apply gender-based analysis to localdevelopment programmes at the Annual Conference of the Municipal Support Units. The Forumwas organized by a UNDP/MGSDP with support from Canadian International DevelopmentAgency.Photo - 15: The leaders frommunicipalities shared experience inmobilizing local communitiesDuring first two days the municipal coordinators andrepresentatives of UNDP/MGSDP partner-municipalitiesparticipated in interactive training programme “Leadersbuilding partnership relations” aimed at developing skills andcompetency in leadership. The training was based ontransformation concepts of leadership skills, combined withpractical experience, which taught the participants to unite theefforts of their teams, organizations, partner organizations andlocal communities for reaching outstanding results inapplying community-based approach.The training was conducted by trainers from Institute of Successful Communities, LarysaTatarynova and Larysa Shydlovska.“Professionalism and leadership skills of personnel of Municipal Support Units for community initiativesare important for mobilizing local communities. Owing to cooperation with UNDP/MGSDP, MSU ofmunicipality supported implementation of four local community projects, conducted informationcampaign on HIV/AIDS and gender and supported creation of official web-site of the city-council. Thetrainings for enhancing leadership capacities and knowledge about gender bring multiplied effect topartner-municipalities and local communities”.Oleg Klui, Saky City MayorFor more information on this event, please visithttp://msdp.undp.org.ua/index.php?news_id=121&language=engCourses on energy saving introduced to local schoolsUNDP/MGSDP has organized two trainings in its partner municipalities of Novograd-Volynskiyand Dolyna on 26-27 February in cooperation with UNDP-supported project "Energy Efficiencyin Education Sector" and Ecologic Club "Eremurus". Over 50 local teachers participated in theworkshops and learned how to educate secondary school students on energy-savingPhoto - 16: The trainers Olena Melnykovaand Leonid Firsov persuaded the teachersto introduce the course on energy-savingThe workshops conducted by professional trainers OlenaMelnykova and Leonid Firsov from Ecologic Club"Eremurus" included practical exercises on energy saving andalternative sources of energy. The participants learned how toassess heat, energy and water losses in private apartments anddiscussed the innovative practices to prevent them.Introducing energy saving activities would help cope withscarce energy recourses and energy-dependency in Ukraine,as many experts agree.Moreover, energy-saving has been increasingly recognized asa global development issue. Considering all this, the participants in the workshops agreed to raisepublic awareness about energy-saving concerns among different groups of population inUkraine, with youth being a key target group for this.21
UNDP Municipal Governance and Sustainable Development Programme First Quarterly Progress Report 2009The workshops became possible due to exceptionalcooperation between the two UNDP-led projects – MGSDPand "Energy Efficiency in Education Sector", which helpedtrain the teachers of the local schools for further introductionof teaching courses on energy saving, energy efficiency,climate change mitigation and principles of sustainabledevelopment.The new course "Energy Saving and Climate Mitigation" wasdesigned by UNDP supported project "Energy Efficiency inEducation Sector", and its teaching is already introduced inPhoto - 17: The training prepared theteachers to teach a new course "EnergySaving and Climate Mitigation"many regions of Ukraine. Similar actions are taking place in 20 foreign countries within theglobal project "School Project for Application of Resources and Energy". Thesetrainings constitute the first stage of inter-municipal cooperation initiative between Dolyna andNovograd-Volynskiy municipalities on energy saving and housing reform which is anexperimental activity of UNDP/MGSDP in 2009. For more information on this event, pleasevisit http://msdp.undp.org.ua/index.php?news_id=120&language=eng2.1.5 Public Awareness on GenderDuring the 1st Quarter, MGSDP prepared trainers on genderbasedanalysis for the participants of local developmentprogrammes and enhanced capacities of the leaders ofmunicipalities to apply gender-based analysis for local policiesand programs. The Programme constantly assesses the impact ofits activities on men and women. Thus, the women are a majorityof members of community-based organisations created undersupport of UNDP/MGSDP during 2004 – 2008, as 22 thousand members were women and 16thousand were men. In human resource activities, the majority of participants were men, as 2628men and 2406 women took part in 250 such activities.UNDP trains community leaders to apply gender-based analysis to local development programsThe training “Gender-based analysis for municipal policies and programmes” was organized totrain municipal leaders to apply gender-based analysis. This task is a part of Grant Agreementbetween the Government of Canada and UNDP and a task of MGSDP Work Plan for 2009. Incourse of the MSU conference, community-mobilisers from 22 partner municipalities andMGSDP staff learned to apply gender-based analysis in course of the training delivered by OlenaSuslova, Head of Women`s information and Consultative Center.Photo - 18: Olena Suslova, Head ofWomen`s Information and ConsultativeCenter managed to arouse interese in everyparticipant of the trainingThe participants analysed the Law of Ukraine on EqualRights and Opportunities of Women and Men in context ofresponsibilities of local self-government bodies forimplementation of the Law. The working groups developedthe proposals to be included in local programs for gendermainstreaming in Ukraine. The participants broadened theknowledge on gender, promoting gender equality ininternational, European Law and Ukrainian legislation,Family and Labour Codes of Ukraine.22
