<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>The workshops became possible due to exceptionalcooperation between the two <strong>UNDP</strong>-led projects – MGSDPand "Energy Efficiency <strong>in</strong> Education Sector", which helpedtra<strong>in</strong> the teachers of the local schools for further <strong>in</strong>troductionof teach<strong>in</strong>g courses on energy sav<strong>in</strong>g, energy efficiency,climate change mitigation and pr<strong>in</strong>ciples of susta<strong>in</strong>abledevelopment.The new course "Energy Sav<strong>in</strong>g and Climate Mitigation" wasdesigned by <strong>UNDP</strong> supported project "Energy Efficiency <strong>in</strong>Education Sector", and its teach<strong>in</strong>g is already <strong>in</strong>troduced <strong>in</strong>Photo - 17: The tra<strong>in</strong><strong>in</strong>g prepared theteachers to teach a new course "EnergySav<strong>in</strong>g and Climate Mitigation"many regions of Ukra<strong>in</strong>e. Similar actions are tak<strong>in</strong>g place <strong>in</strong> 20 foreign countries with<strong>in</strong> theglobal project "School Project for Application of Resources and Energy". Thesetra<strong>in</strong><strong>in</strong>gs constitute the first stage of <strong>in</strong>ter-municipal cooperation <strong>in</strong>itiative between Dolyna andNovograd-Volynskiy municipalities on energy sav<strong>in</strong>g and hous<strong>in</strong>g reform which is anexperimental activity of <strong>UNDP</strong>/MGSDP <strong>in</strong> <strong>2009</strong>. For more <strong>in</strong>formation on this event, pleasevisit http://msdp.undp.org.ua/<strong>in</strong>dex.php?news_id=120&language=eng2.1.5 Public Awareness on GenderDur<strong>in</strong>g the 1st Quarter, MGSDP prepared tra<strong>in</strong>ers on genderbasedanalysis for the participants of local developmentprogrammes and enhanced capacities of the leaders ofmunicipalities to apply gender-based analysis for local policiesand programs. The Programme constantly assesses the impact ofits activities on men and women. Thus, the women are a majorityof members of community-based organisations created undersupport of <strong>UNDP</strong>/MGSDP dur<strong>in</strong>g 2004 – 2008, as 22 thousand members were women and 16thousand were men. In human resource activities, the majority of participants were men, as 2628men and 2406 women took part <strong>in</strong> 250 such activities.<strong>UNDP</strong> tra<strong>in</strong>s community leaders to apply gender-based analysis to local development programsThe tra<strong>in</strong><strong>in</strong>g “Gender-based analysis for municipal policies and programmes” was organized totra<strong>in</strong> municipal leaders to apply gender-based analysis. This task is a part of Grant Agreementbetween the Government of Canada and <strong>UNDP</strong> and a task of MGSDP Work Plan for <strong>2009</strong>. Incourse of the MSU conference, community-mobilisers from 22 partner municipalities andMGSDP staff learned to apply gender-based analysis <strong>in</strong> course of the tra<strong>in</strong><strong>in</strong>g delivered by OlenaSuslova, Head of Women`s <strong>in</strong>formation and Consultative Center.Photo - 18: Olena Suslova, Head ofWomen`s Information and ConsultativeCenter managed to arouse <strong>in</strong>terese <strong>in</strong> everyparticipant of the tra<strong>in</strong><strong>in</strong>gThe participants analysed the Law of Ukra<strong>in</strong>e on EqualRights and Opportunities of Women and Men <strong>in</strong> context ofresponsibilities of local self-government bodies forimplementation of the Law. The work<strong>in</strong>g groups developedthe proposals to be <strong>in</strong>cluded <strong>in</strong> local programs for genderma<strong>in</strong>stream<strong>in</strong>g <strong>in</strong> Ukra<strong>in</strong>e. The participants broadened theknowledge on gender, promot<strong>in</strong>g gender equality <strong>in</strong><strong>in</strong>ternational, European Law and Ukra<strong>in</strong>ian legislation,Family and Labour Codes of Ukra<strong>in</strong>e.22
