<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>accomplishment of Ukra<strong>in</strong>ian Millennium Development Goals. It happens with support from therespective city councils and other national/<strong>in</strong>ternational development agencies. The city councils<strong>in</strong>tegrate communities’ plan <strong>in</strong> their own development agenda and contribute resources toimplement such plans. The process of local susta<strong>in</strong>able development is bottom up <strong>in</strong> true sense.It moves from local level all the way up to national level.1.2. PROGRAMME AREAThe Programme is operational <strong>in</strong> 22 municipalities from 12 regions of Ukra<strong>in</strong>e, namely Ivano-Frankivsk, Halych, Dolyna (Ivano-Frankivska oblast); Rivne (Rivnenska oblast); Zhytomyr,Novograd-Volynski (Zhytomyrska oblast); Mykolaiv, Voznesensk (Mykolayivska oblast);Kirovske (Donetska oblast); Hola Prystan’ (Khersonska oblast); Kaharlyk, Ukray<strong>in</strong>ka (Kyivskaoblast); Novovolynsk (Volynska oblast); Mohyliv-Podilsky, Tul’chyn, Kalynivka (V<strong>in</strong>nytskaoblast); Lviv (Lvivska oblast), Rubizhne (Luhanska oblast); Saky, Dhzankoy, Shcholk<strong>in</strong>e andBakhchysaray (AR Crimea).Three municipalities jo<strong>in</strong>ed the Programme dur<strong>in</strong>g 2004; 3 jo<strong>in</strong>ed the Programme <strong>in</strong> 2005; 8established partnerships dur<strong>in</strong>g 2006; 7 municipalities jo<strong>in</strong>ed <strong>in</strong> 2007; and 1 jo<strong>in</strong>ed <strong>in</strong> 2008.Crimean municipalities expressed <strong>in</strong>terest and will<strong>in</strong>gness to adopt MGSDP approach andbecome partners, therefore the negotiations were carried out with the authorities of settlementsNyzhnegorske, Krasnogvardeyske, Pervomayske and Zuya. Partnership agreements between<strong>UNDP</strong>/MGSDP and these municipalities will be signed <strong>in</strong> 2 nd Qaurter <strong>2009</strong>.Map-1 shows location of the Programme area <strong>in</strong> Ukra<strong>in</strong>e by year of partnership.Where: - Pilot partner municipalities 2004- Partner municipalities 2005- Partner municipalities 2006- Partner municipalities 2007- Partner municipalities 2008Map 1: MGSDP Programme Area3
