UNDP Municipal Governance and Sustainable Development Programme First Quarterly Progress Report 20091.1 PROGRAMME GENESISBackgroundMunicipal Governance and Sustainable Development Programme (MGSDP) of UNDP/Ukrainewas initiated in April 2004, as a preparatory phase, to develop a participatory and transparentmechanism for localizing the principles of sustainable development. It entered into second phasein 2005 to demonstrate the effectiveness of public private partnership for resolving local social,economic and environmental problems. The Programme is being executed by UNDP. It isregistered with the Ministry of Economy of Ukraine. The third phase of the Programme“Municipal Governance and Community Empowerment” is envisaged for 2008-2010.MGSDP is a part of Local Development Programme (LDP) of UNDP/Ukraine, along with otherUNDP projects namely Crimean Integration and Development Programme, Chernobyl Recoveryand Development Programme, Community-Based Approach to Local Development. LDP isenvisaged to serve as umbrella programme to promote self-sustained local development anddemocratic local governance in Ukraine by means of a community-based sustainabledevelopment model.Goal, Strategy and Implementation ArrangementThe goal of MGSDP is to promote participatory governance so as to improve living quality ofthe people in urban Ukraine. To this end, focus of the Programme in 2009 is placed on followingoutputs:- Improving capacity of central government to decentralize fiscal and administrativepowers / responsibilities in support of local development- Strengthening capacities of local authorities to transparently define and implement localdevelopment strategies, deliver public services and foster local development- Enhancing capacities of communities to realize improvements in local social, economicand environmental conditions- Focusing on SDC sub-project in Vinnytsya region and AR Crimea- Focusing on CIDA sub-project in AR CrimeaStrategically, the Programme is implemented under partnership arrangement founded oncommitment for resource sharing, ownership and sustainability. The Programme activities areexecuted through local and national partners from public and private sectors. Key partners arecity councils; local communities; Parliamentary Committee on State Construction, RegionalPolicy and Local Self-Governance; Ministry of Housing and Municipal Economy of Ukraine;Ministry of Regional Development and Construction of Ukraine; Ukrainian Association of Localand Regional Authorities. The partner universities include Academy of Municipal Managementof Ukraine, National University of Water Economy and Management of Natural Resources inRivne, Institute of Chemical Technologies of the Eastern-Ukrainian National University namedafter Volodymyr Dal’ (Rubizhne).Using social mobilisation approach, the Programme promotes appropriate institutions of the localcommunities of citizens, academia, small businesses and civil society organisations in theselected municipalities. These institutions are founded on the principles of self-help and goodgovernance. Through the Programme intervention, their institutional capacity is built such thatthey are able to plan, mobilise resources and undertake their priorities to solve their social,economic and environmental problems in a sustainable way that ultimately lead towards2
