<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>1.1 PROGRAMME GENESISBackgroundMunicipal Governance and Susta<strong>in</strong>able Development Programme (MGSDP) of <strong>UNDP</strong>/Ukra<strong>in</strong>ewas <strong>in</strong>itiated <strong>in</strong> April 2004, as a preparatory phase, to develop a participatory and transparentmechanism for localiz<strong>in</strong>g the pr<strong>in</strong>ciples of susta<strong>in</strong>able development. It entered <strong>in</strong>to second phase<strong>in</strong> 2005 to demonstrate the effectiveness of public private partnership for resolv<strong>in</strong>g local social,economic and environmental problems. The Programme is be<strong>in</strong>g executed by <strong>UNDP</strong>. It isregistered with the M<strong>in</strong>istry of Economy of Ukra<strong>in</strong>e. The third phase of the Programme“Municipal Governance and Community Empowerment” is envisaged for 2008-2010.MGSDP is a part of Local Development Programme (LDP) of <strong>UNDP</strong>/Ukra<strong>in</strong>e, along with other<strong>UNDP</strong> projects namely Crimean Integration and Development Programme, Chernobyl Recoveryand Development Programme, Community-Based Approach to Local Development. LDP isenvisaged to serve as umbrella programme to promote self-susta<strong>in</strong>ed local development anddemocratic local governance <strong>in</strong> Ukra<strong>in</strong>e by means of a community-based susta<strong>in</strong>abledevelopment model.Goal, Strategy and Implementation ArrangementThe goal of MGSDP is to promote participatory governance so as to improve liv<strong>in</strong>g quality ofthe people <strong>in</strong> urban Ukra<strong>in</strong>e. To this end, focus of the Programme <strong>in</strong> <strong>2009</strong> is placed on follow<strong>in</strong>goutputs:- Improv<strong>in</strong>g capacity of central government to decentralize fiscal and adm<strong>in</strong>istrativepowers / responsibilities <strong>in</strong> support of local development- Strengthen<strong>in</strong>g capacities of local authorities to transparently def<strong>in</strong>e and implement localdevelopment strategies, deliver public services and foster local development- Enhanc<strong>in</strong>g capacities of communities to realize improvements <strong>in</strong> local social, economicand environmental conditions- Focus<strong>in</strong>g on SDC sub-project <strong>in</strong> V<strong>in</strong>nytsya region and AR Crimea- Focus<strong>in</strong>g on CIDA sub-project <strong>in</strong> AR CrimeaStrategically, the Programme is implemented under partnership arrangement founded oncommitment for resource shar<strong>in</strong>g, ownership and susta<strong>in</strong>ability. The Programme activities areexecuted through local and national partners from public and private sectors. Key partners arecity councils; local communities; Parliamentary Committee on State Construction, RegionalPolicy and Local Self-Governance; M<strong>in</strong>istry of Hous<strong>in</strong>g and Municipal Economy of Ukra<strong>in</strong>e;M<strong>in</strong>istry of Regional Development and Construction of Ukra<strong>in</strong>e; Ukra<strong>in</strong>ian Association of Localand Regional Authorities. The partner universities <strong>in</strong>clude Academy of Municipal Managementof Ukra<strong>in</strong>e, National University of Water Economy and Management of Natural Resources <strong>in</strong>Rivne, Institute of Chemical Technologies of the Eastern-Ukra<strong>in</strong>ian National University namedafter Volodymyr Dal’ (Rubizhne).Us<strong>in</strong>g social mobilisation approach, the Programme promotes appropriate <strong>in</strong>stitutions of the localcommunities of citizens, academia, small bus<strong>in</strong>esses and civil society organisations <strong>in</strong> theselected municipalities. These <strong>in</strong>stitutions are founded on the pr<strong>in</strong>ciples of self-help and goodgovernance. Through the Programme <strong>in</strong>tervention, their <strong>in</strong>stitutional capacity is built such thatthey are able to plan, mobilise resources and undertake their priorities to solve their social,economic and environmental problems <strong>in</strong> a susta<strong>in</strong>able way that ultimately lead towards2
