Vocational tra<strong>in</strong><strong>in</strong>g on the topic will be also organized for the teachers and professors ofthe University later this year. For this purpose, implementation of local priorityprojects of the communities is supported through small grantsbased on equity, productivity and susta<strong>in</strong>ability criteria. Theseprojects are designed to make direct improvement <strong>in</strong> the liv<strong>in</strong>genvironment.A) Project ProposalsApproved Dur<strong>in</strong>g the QuarterDur<strong>in</strong>g the quarter, 4 project proposals of the local communities were approved for supportworth 507.983 UAH, <strong>in</strong>clud<strong>in</strong>g 2 from Dzhankoy, 1 from Saky, 1 from Novovolynsk. Out of them, Civil Society organization"Rhythm" of the Trade School will <strong>in</strong>stall heat loss reduc<strong>in</strong>g PVC w<strong>in</strong>dows and doors. Civilsociety organization "Dobroe Delo" of School No 6 will conduct capital renovation of schoolgymnasium premises. ACMB on 45 Internatsionalna Street will implement capital repair of

Service Cooperative "Girnyk Volyni" will construct streets'sewerage system <strong>in</strong> Novovolynsk municipality.Altogether, the projects will benefit 2.520 citizens of the partner municipalities, <strong>in</strong>clud<strong>in</strong>g 606women, 350 men, and 1.564 children. Dwellers of Ukray<strong>in</strong>ka Registered <strong>First</strong> ACMB <strong>in</strong> Municipality and Set Example to OtherLocal CommunitiesThe residents of Ukray<strong>in</strong>ka municipality found out about the <strong>UNDP</strong>-led Municipal Governance andSusta<strong>in</strong>able Development Programme <strong>in</strong> December 2006. From the beg<strong>in</strong>n<strong>in</strong>g of the Programme’soperation, MSU personnel held approximately 100 meet<strong>in</strong>gs with the communities of the city. Bybeg<strong>in</strong>n<strong>in</strong>g of 2008, 7 local communities registered 4 bodies of self-organization of population (BSP), 3ACMHs and 1 NGO network.ACMB “Budivelnyk Ukray<strong>in</strong>ky” is the first registered ACMB <strong>in</strong> Ukry<strong>in</strong>ka municipality. A new form ofself-organization of the dwellers of multi-apartment build<strong>in</strong>gs gives an opportunity to use the f<strong>in</strong>ancialsupport of MGSDP/<strong>UNDP</strong> and anticipates participation of municipality <strong>in</strong> the renovation of hous<strong>in</strong>gfund.Multi-apartment build<strong>in</strong>g located on 2 Budivelnykiv Street <strong>in</strong>Ukra<strong>in</strong>ka was constructed <strong>in</strong> 1985. The build<strong>in</strong>g was ma<strong>in</strong>ta<strong>in</strong>edby a local ZHEK, which did not make any capital repair of thebuild<strong>in</strong>g dur<strong>in</strong>g the past 23 years. As the result, all structuralelements of the build<strong>in</strong>g are <strong>in</strong> very poor technical condition andrequire immediate repair. The dwellers of the build<strong>in</strong>g formed acommunity, registered their community-based organization asassociation of co-owners of multiapartment build<strong>in</strong>g and startedto manage and ma<strong>in</strong>ta<strong>in</strong> their build<strong>in</strong>g by themselves. Thedwellers monthly collect membership fee <strong>in</strong> order to accumulatethe amount required for ma<strong>in</strong>tenance and capital repair of theirbuild<strong>in</strong>g. However,16Photo – 12: Capital repair of entrances of thebuild<strong>in</strong>g has improved environmental, hygieneand sanitary conditions <strong>in</strong>side the build<strong>in</strong>gthe amount they have managed to collect by now is not enough for capital repair of the whole build<strong>in</strong>g.Therefore, the dwellers decided to apply to <strong>UNDP</strong>/MGSDP for a support.The most significant problem <strong>in</strong> the build<strong>in</strong>g was technical condition of the staircases <strong>in</strong> the build<strong>in</strong>g’sentrances. Plaster and pa<strong>in</strong>t on the walls was old and damaged. Floor coat<strong>in</strong>g <strong>in</strong> front of the apartmentsand elevators was also damaged <strong>in</strong> many places. W<strong>in</strong>dows were old, worn-out and no longer performedtheir technical function - protect the premises from ra<strong>in</strong> and low temperature. All these caused destructionof the build<strong>in</strong>g’s elements, plaster <strong>in</strong>side the entrance premises, rust<strong>in</strong>g of the construction metalelements, development of mould and appearance of excessive humidity, which negatively <strong>in</strong>fluenced thehabitants’ health, damaged the build<strong>in</strong>g’s electric wir<strong>in</strong>g system and technical equipment. All thesecreated significant problems for the dwellers of the build<strong>in</strong>g, and especially for the aged people andchildren. Capital repair of the entrances of the build<strong>in</strong>g prevented further destruction of the build<strong>in</strong>gelements and, as the result, reduced the build<strong>in</strong>g ma<strong>in</strong>tenance cost. It considerably improvedenvironmental, hygiene and sanitary conditions <strong>in</strong>side the build<strong>in</strong>g, elim<strong>in</strong>ated the risk of fire (shortcircuit) and reduced the risk of respiratory <strong>in</strong>fection and pulmonary diseases caused by the excessivehumidity and development of mould. Successful implementation of the project by that community-basedorganization (ACMB) demonstrated to dwellers of other multiapartment build<strong>in</strong>gs located <strong>in</strong> Ukra<strong>in</strong>kathat collective efforts of community members and proper use of available resources could significantlyimprove liv<strong>in</strong>g conditions.The dwellers of fourteen-storeyed build<strong>in</strong>g on 2 Budivelnukiv St. are used to active life. They havereceived many rewards from their municipal authorities for active position. Establish<strong>in</strong>g of ACMB andopen<strong>in</strong>g of its office will contribute to the prosperity of the community.
