<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>govern<strong>in</strong>g <strong>in</strong>stitutions are founded on the pr<strong>in</strong>ciples of good governance. They jo<strong>in</strong> with citycouncil, regional/ rayon bodies <strong>in</strong> mak<strong>in</strong>g jo<strong>in</strong>t vision about susta<strong>in</strong>able development of theircities. Follow<strong>in</strong>gs are the major activities carried out dur<strong>in</strong>g the quarter <strong>in</strong> this respect:A) Institutional Development at the Local LevelPhoto – 4: Meet<strong>in</strong>g of community“Zlagoda-2005” <strong>in</strong> Ivano-Frankivsk <strong>in</strong>progressThe process followed for <strong>in</strong>stitutional development consists ofhold<strong>in</strong>g dialogues with the stakeholders, form<strong>in</strong>g the citizenbasedorganizations or networks, build<strong>in</strong>g their capacity onparticipatory governance, <strong>in</strong>stutionalisation (officialrecognition) of their structures, and supervis<strong>in</strong>g theirdevelopment by MGSDP/MSU teams. These steps areessential for lay<strong>in</strong>g foundation of good governance; build<strong>in</strong>gcapacity of local community to forge partnership with localgovernment and other development agencies and to poollocal/ external resourcesfor realization of development <strong>in</strong>itiatives and susta<strong>in</strong>ability of development efforts. Theachievements <strong>in</strong> the area of the <strong>in</strong>stitutional development <strong>in</strong> the partner municipalities ga<strong>in</strong>eddur<strong>in</strong>g the first quarter of <strong>2009</strong> are given below:• 50 additional neighborhood organizations (NOs) emerged <strong>in</strong> participation of 140 build<strong>in</strong>gs, 2948women and 2299 men;• 1 NGO Network was created <strong>in</strong> Novovolynsk which <strong>in</strong>cluded 9 NGOs.Relevant data on <strong>in</strong>stitutional development is given <strong>in</strong> Table – II. Due to the efforts of MSU, local citizens form their community organization andregister it <strong>in</strong> an appropriate legal form.It is envisaged by MGSDP process that with time MSUs at local level should become a transsectoralResource Centre for support<strong>in</strong>g community <strong>in</strong>itiatives on susta<strong>in</strong>able development.There are successful examples of such <strong>in</strong>stitution <strong>in</strong> different municipalities with vary<strong>in</strong>g<strong>in</strong>stitutional arrangements – either as an <strong>in</strong>ternal department of the municipality, or as an<strong>in</strong>dependent NGO. The latter case is described <strong>in</strong> the Box - II.Box II: Municipal Support Center of Backchysaray Municipality –For Support<strong>in</strong>g City DevelopmentOn 8 July 2008 Backchysaray started its cooperation with <strong>UNDP</strong>/MGSDP and signed PartnershipAgreement between <strong>UNDP</strong>/MGSDP and Backchysaray City Council. In fact Backchysaray startedcooperation with MGSDP erlier <strong>in</strong> May 2008, when it established a Municipal Support Unit <strong>in</strong> thestructure of the City Council. This was a result of efforts of active local councillore, who <strong>in</strong>itiated theactivities after meet<strong>in</strong>g with Programme’s staff and visit to Saky municipality, which is an active partnerof MGSDP <strong>in</strong> AR Crimea.At present Municipal Support Team of MSU consists of DmytroKretov, City Mayor, Municipal Project Director, MukhayloKazimirov, Deputy Mayor and Municipal Project Coord<strong>in</strong>ator,Kostiantyn Rubanenko, local councillore and NataliyaSkrypchenko, MSU activist.Photo – 5: The team of MSU <strong>in</strong>Backchysaray municipalityMSU staff conducted more than 60 meet<strong>in</strong>gs and consultationswith local communities. The result of one of such meet<strong>in</strong>gs onACMB creation is very <strong>in</strong>terest<strong>in</strong>g.The community of one of the houses wished to create ACMB buthad wrong <strong>in</strong>formation about the cost of registration of legal entity.Different figures, from 500 UAH to 4000 UAH were named.For provid<strong>in</strong>g <strong>in</strong>formation to the dwellers of the house, MSU staff conducted research and made <strong>in</strong>quiresto different <strong>in</strong>stitutions of the city, related to registration procedure, i.e. State Registration Department,Statistics Department, Tax Office, Regulatory Approval System etc. After the receipt of written repliesMSU activists held a general meet<strong>in</strong>g of the dwellers of the house and announced that real cost ofregistration which was 400 UAH. This example clearly shows the importance of MSU role as <strong>in</strong>formationand consultation center.S<strong>in</strong>ce then, the follow<strong>in</strong>g achievements have been made by the department:1. Preparation of exposure visit to Saky for representatives of local communities.2. Establish<strong>in</strong>g of community organization <strong>in</strong> the k<strong>in</strong>dergarten “Burat<strong>in</strong>o” and preparation of the projectfor reconstruction of the k<strong>in</strong>dergarten sewage system;3. Work <strong>in</strong> progress on creation of community organization <strong>in</strong> the k<strong>in</strong>dergarten “Rucheek”;4. MSU staff actively participates <strong>in</strong> all tra<strong>in</strong><strong>in</strong>gs and round tables, organised by the Programme;5. Local newspaper “Slava Trudu” published 4 articles, dedicated to the work of MGSDP and theimportance of creation of ACMBs <strong>in</strong> the city;6. Sociological survey on assessment of level of local development conducted with participation of localdecision-makers.7. Selection of project proposals for participation <strong>in</strong> <strong>UNDP</strong>/MGSDP completed, tra<strong>in</strong><strong>in</strong>g to thecommunity leaders provided.The personnel of local MSU provided 47 consultations to local communities s<strong>in</strong>ce beg<strong>in</strong>n<strong>in</strong>g of its work.Backchysaray-based <strong>UNDP</strong>/MGSDP Participatory Governance Development Officer, Nikolay Smirnovprovided 95 professional consultations on register<strong>in</strong>g community-based organization, supportedcommunity-based organizations with prepar<strong>in</strong>g quality project proposals and successfull implementationof the projects.10
