<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>“S<strong>in</strong>ce MSU Office started its work <strong>in</strong> the municipality, local community received real opportunity toimplement the projects related to solv<strong>in</strong>g problems of local self-government. The work of local MSUfacilitates disclosue of leadership potential of active population for improv<strong>in</strong>g the quality of life ofdwellers of the municipality”.Kostiantyn Rubanenko, local councillore, MSU activistMSU <strong>in</strong> Backchysaray Municipality <strong>in</strong> its activities goes far beyond support<strong>in</strong>g the activities of <strong>UNDP</strong>ledproject <strong>in</strong> the city. The scope of work covers many areas of city development where the department isable to contribute by <strong>in</strong>volv<strong>in</strong>g the local citizens and support<strong>in</strong>g their <strong>in</strong>itiatives. In overall perspective, itmakes the communities of Backchysaray municipality more cohesive and responsible for the developmentof their own city.<strong>UNDP</strong>/MGSDP supports Inter-Municipal Cooperation between Dolyna and Novograd-Volynskyipartner municipalitiesMGSDP supported <strong>in</strong>ter-municipal cooperation <strong>in</strong>itiative between Dolyna and Novograd-Volynskiy municipalities on energy sav<strong>in</strong>g and hous<strong>in</strong>g reform which is an experimental activityof <strong>UNDP</strong>/MGSDP <strong>in</strong> <strong>2009</strong>. While pursu<strong>in</strong>g <strong>in</strong>ter-municipal cooperation, the municipalities ofDolyna and Novograd-Volynskiy will cooperate <strong>in</strong> <strong>in</strong>formation exchange <strong>in</strong> the areas of energyefficiency, rational use of natural resources, susta<strong>in</strong>able development, and hous<strong>in</strong>g sector reform.The cooperation envisages organization of tra<strong>in</strong><strong>in</strong>gs for school teachers on <strong>in</strong>troduc<strong>in</strong>g the courseon “Energy-Sav<strong>in</strong>g and Climate Mitigation”, tra<strong>in</strong><strong>in</strong>gs on ACMBs and exchange visits ofmunicipal officials and community leaders. These activities will be implemented <strong>in</strong> 2 nd Quarter<strong>2009</strong>. The activity is implemented with<strong>in</strong> the framework of a sub-project "Promot<strong>in</strong>g Conditionsof Participatory Governance and Development <strong>in</strong> Urban Areas- II", which is supported by SwissAgency for Development and Cooperation.UNPD/MGSDP <strong>in</strong>spired ACMBs <strong>in</strong> Kirovske municipality to create a Federation of ACMBsS<strong>in</strong>ce 2006, local communities of Kirovske implemented 11 SD projects br<strong>in</strong>g<strong>in</strong>g benefit to morethen 3 thousand citizens. In 2008, fours ACMBs <strong>in</strong> microrayon Molodizhnyi implementedcommunity projects aimed at basement pipes reconstruction under support of NorwegianEmbassy. In course of tra<strong>in</strong><strong>in</strong>gs provided by <strong>UNDP</strong>/MGSDP and projects implementation,<strong>in</strong>stitutional capacity was generated which facilitated establish<strong>in</strong>g federation of ACMBs. Uniqueexperience of Federation is provided <strong>in</strong> Box-III.Box – III. Federation of ACMBs <strong>in</strong> Kirovske Made Use of Effect of Scale and Improved Qualityof Communal ServicesIn December 2006 seven Associations of Co-Owners of Multi-Apartment Build<strong>in</strong>gs created Federationof ACMBs “Molodijnuy”. It was aimed at represent<strong>in</strong>g shared <strong>in</strong>terests of ACMBs, employ<strong>in</strong>gpersonnel <strong>in</strong> order to reduce expenses on salaries and provid<strong>in</strong>g higher quality services. The tasks ofthe Federation are professional operation and ma<strong>in</strong>ta<strong>in</strong>ance of the property of all the houses andadjacent territories and deliver<strong>in</strong>g communal services proper quality for reasonable cost (lower thanstate tariffs). The govern<strong>in</strong>g body of the Federation is the Board of Directors made of the Heads ofACMBs and the Heads of Audit<strong>in</strong>g Commissions of ACMBs.The Head of the Board of Directors of the Federation is selected by the Manag<strong>in</strong>g Board of Federationwhich <strong>in</strong>cludes managers of ACMH-members and Heads of Revision Comissions. The Federation is alegal person and cooperates with ACMBs on the basis of contract. At present 13 ACMBs compoundthe Federation (out of them 10 are n<strong>in</strong>e-storeyed build<strong>in</strong>gs). The total number of dwellers of the housesis 6 000 people. Ow<strong>in</strong>g to effect of scale the Federation managed to employ professional personnelwork<strong>in</strong>g full time. The personnel consists of 30 people <strong>in</strong>clud<strong>in</strong>g two accountants, a dispatcher, twoeng<strong>in</strong>eers, an electrician, three pa<strong>in</strong>ters, street cleaners and cleaners of stairwells.11
