<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>· Initiat<strong>in</strong>g organization and conduction of jo<strong>in</strong>t communication activities with a purpose to discuss and f<strong>in</strong>dsolutions for the issues of regional development.· Promot<strong>in</strong>g exchange of experiences <strong>in</strong> the area of research of efficient management systems related toproduction and delivery of public services.· Elaboration of jo<strong>in</strong>t projects aimed at research and implementation of modern effective models <strong>in</strong> the area oflocal and regional self-governance of Ukra<strong>in</strong>e.(2) Promot<strong>in</strong>g Decentralization, Adm<strong>in</strong>istrative and Territorial ReformThe Parties <strong>in</strong> their collaboration and jo<strong>in</strong>t actions will pay attention and give the priorities to the follow<strong>in</strong>g:Expert assistance with respect to implementation of decentralization, adm<strong>in</strong>istrative and territorial reform <strong>in</strong>Ukra<strong>in</strong>e.• Rais<strong>in</strong>g public awareness and <strong>in</strong>volvement <strong>in</strong> the field of local self-governance, regional development,decentralization and adm<strong>in</strong>istrative-territorial reform.• Build<strong>in</strong>g capacity of local and regional authorities to provide quality service delivery.• Collect<strong>in</strong>g best practices and experiences <strong>in</strong> the field of local self-governance and regional developmentand provid<strong>in</strong>g policy recommendations based on first hand experience to bodies of local and regional selfgovernments,local communities of citizens, small bus<strong>in</strong>esses, non-governmental organisations etc.• Capacity build<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g programmes, relevant for the M<strong>in</strong>istry: for state servants, representatives ofbodies of local and regional self-governments and others by means of tra<strong>in</strong><strong>in</strong>g programmes, workshops,study visits etc.• Support<strong>in</strong>g scientific research regard<strong>in</strong>g decentralization of public adm<strong>in</strong>istration <strong>in</strong> Ukra<strong>in</strong>e and study<strong>in</strong>gbest practices <strong>in</strong> the European and other foreign countries.• Assist<strong>in</strong>g <strong>in</strong> translat<strong>in</strong>g relevant legislations of European and other foreign countries, <strong>in</strong>ternationalanalytical papers and Ukra<strong>in</strong>ian draft laws.• Ensur<strong>in</strong>g analysis and professional evaluation of normative and legal acts related to the publicadm<strong>in</strong>istration decentralization <strong>in</strong> Ukra<strong>in</strong>e.• Facilitation consultations of the Ukra<strong>in</strong>ian task force “On public adm<strong>in</strong>istration decentralization <strong>in</strong>Ukra<strong>in</strong>e” with foreign experts.• Expert and other assistance <strong>in</strong> the implementation of regional pilot projects with<strong>in</strong> the framework ofmeasures aimed at public adm<strong>in</strong>istration decentralization <strong>in</strong> Ukra<strong>in</strong>e.• Support<strong>in</strong>g and facilitation of <strong>in</strong>dependent monitor<strong>in</strong>g of the implementation of reforms with<strong>in</strong> the processof public adm<strong>in</strong>istration decentralization <strong>in</strong> Ukra<strong>in</strong>e.The directions and list of activities of jo<strong>in</strong>t mutual efforts of the Parties are not limited by abovementioned and canbe expanded by agreement of the Parties.ArticleIVConsultation and exchange of <strong>in</strong>formation(a) The Parties shall keep each other <strong>in</strong>formed, and whenever necessary, consult each other on matters of mutual<strong>in</strong>terest, which are likely to lead to greater collaboration, <strong>in</strong>clud<strong>in</strong>g on new <strong>in</strong>itiatives and development cooperationpolicies and strategies.(b) The Parties shall exchange relevant <strong>in</strong>formation and data on matters of common <strong>in</strong>terest and collaborate <strong>in</strong> thecollection, analysis and dissem<strong>in</strong>ation of such <strong>in</strong>formation and data.(c) The Parties may convene meet<strong>in</strong>gs at such <strong>in</strong>tervals as deemed appropriate to review the activities be<strong>in</strong>g carriedout under this MoU and to plan future activities.ArticleVRepresentationThe Parties may <strong>in</strong>vite each other to send participants, speakers or observers to meet<strong>in</strong>gs or conferences convenedby them or under their auspices, and which may be of <strong>in</strong>terest to either party.ArticleVIImplementation mechanism(a) In order to implement specific activities <strong>in</strong> the areas of cooperation envisioned here<strong>in</strong>, the Parties will prepare,and be guided by, an Action Plan and conclude specific arrangements as may be necessary and appropriate. Theactivities envisaged under the MoU shall be carried out by each Party <strong>in</strong> accordance to its <strong>in</strong>ternal regulations, rulesand directives.33
